Capital planning needs new approaches and new thinking
In his opening speech, Minister of Planning and Investment, Chairman of the Provincial Planning Appraisal Council Nguyen Chi Dung said that the Hanoi City Planning was established in a favorable context, including the Resolution of the 13th National Party Congress, Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Red River Delta (RD) to 2030, with a vision to 2045; Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045; Resolution of the Hanoi Party Congress for the 2020-2025 term; national sectoral plans (especially plans on transport infrastructure, electricity, etc.). In particular, we have the National Master Plan approved by the National Assembly. This is the basis for Hanoi to consider and specify development orientations in the area through planning.
According to Minister Nguyen Chi Dung, in the recent period, besides the advantages and achievements in socio-economic development, the City still has some difficulties, challenges and "bottlenecks" that need to be resolved. It is noteworthy that Hanoi's economic position tends to decrease compared to other provinces/cities in the Red River Delta. In 2022, Hanoi's GRDP accounted for 42.2% of the Red River Delta; the GRDP growth rate in 2023 only reached 6.27%, ranking 9th/11th in the Red River Delta.
Besides, the city still has many shortcomings in developing technical and social infrastructure; the connection between Hanoi and the provinces of the Red River Delta, especially the southern sub-regional provinces, is still not synchronous and has not developed properly.
In particular, Hanoi's population size has exceeded forecasts due to mechanical population growth, and population dispersion from the inner city is not feasible, creating great pressure on infrastructure and people's quality of life.
“To develop strongly, Hanoi city needs to clearly identify its own potentials, distinct and outstanding strengths. Especially in this planning, there needs to be a new approach, new thinking, expanding the development vision and providing a clear implementation roadmap. Development must have a focus, key points; based on regional linkages to create a spillover effect to promote the economy and be commensurate with the position and growth pole of the region and the whole country” – Minister of Planning and Investment, Chairman of the Provincial Planning Appraisal Council Nguyen Chi Dung emphasized.
More than 100 seminars and conferences to deploy the work of planning the Capital
Presenting a summary report on the process of organizing and implementing the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, Chairman of the City People's Committee Tran Sy Thanh said that the planning organization and implementation work was carried out scientifically, urgently and seriously. The City People's Committee has established a Steering Committee to unify and permeate both plans, the Capital Planning and the Adjustment of the Capital Master Plan; established Sub-Committees to direct the planning to carry out tasks with a spirit of urgency, science and seriously.
According to Chairman of the City People's Committee Tran Sy Thanh, the Capital Planning has large, complex content, many integrated contents, requiring a methodical, scientific and thorough implementation method, so the City has directed the development of the Planning Orientation Outline, approved by the Standing Committee, Standing Committee of the City Party Committee, and Executive Committee of the City Party Committee.
The Planning Agency has organized the selection of the Capital Planning Consulting Consortium, which are leading research institutions and universities in the country in many important fields, in which the National Economics University is the leading unit of the consortium.
The city has also directed the planning agency to conduct surveys, learn from experiences, exchange and agree on contents with provinces, cities and consulting agencies for the Red River Delta Regional Planning to update the contents of regional cooperation in the Capital Planning, ensuring the hierarchy in planning according to regulations, especially the connection of traffic infrastructure; has collected opinions from ministries, ministerial-level agencies, neighboring provinces and cities, departments, branches, districts, towns and communities.
In particular, the City has chaired and directed the organization of more than 100 seminars, conferences, and working sessions on the implementation of the Capital planning work. Thereby, it has received many enthusiastic opinions with high scientific and practical value from experts, scientists, accompanying units in the area, and the community suggesting for the contents of the Capital Planning in particular and the development of the Capital in general.

Former Deputy Minister of Planning and Investment, Dr. Cao Viet Sinh suggested that the consulting unit needs to properly assess Hanoi's position compared to other provinces and cities across the country. Only then can it determine a reasonable development target until 2030 and 2045. In the planning, services and tourism are identified as key industries, but the city's key tourism products are not yet available. The planning needs to identify high-tech industry as a breakthrough, a key economic sector of Hanoi. In particular, it is necessary to expand industrial parks to attract chip, semiconductor, artificial intelligence industries... In particular, Hanoi wants to develop quickly and needs to pay attention to comprehensive digital transformation and innovation in governance models.
Regarding the spatial organization plan, Dr. Cao Viet Sinh said that the planning needs to clarify the dynamic axis and the development spatial axis. Commenting on the infrastructure factor, former Deputy Minister of Transport, Prof. Dr. La Ngoc Khue said that the Capital Planning must provide solutions to overcome bottlenecks. Director of Hanoi National University, Prof. Dr. Le Quan, noted that planning needs to create development space to promote public investment and lead the development of the private sector. Planning must quantify development space, including not only real estate development but also identifying space for developing new spaces to attract investment. The Secretary of the City Party Committee said that all opinions assessed that the Capital Planning dossier was elaborate, scientific, and serious; integrated national-level planning and had regional development orientations suitable to the new context, especially new trends and Party policies; basically meeting the requirements according to the provisions of the law on planning and environmental protection. The opinions were basically in agreement with the proposals on viewpoints, goals, and development orientations in the draft planning.
However, Secretary of the City Party Committee Dinh Tien Dung also assessed that the planning dossier still has points that need to be further reviewed, edited, and updated to further improve its quality.
“After the Appraisal Council meeting, the City will closely coordinate with the Ministry of Planning and Investment, ministries and branches, study the comments of the Council members, opinions of experts, organize, review, refine, and supplement to best complete the Capital Planning” - Secretary of the City Party Committee Dinh Tien Dung said.
The leaders of the Hanoi Party Committee also affirmed that in order to complete the planning with the highest quality, the City will continue to review and perfect to clarify the functions, positions and roles of Thang Long - Hanoi throughout history.

Of which, the number of votes in favor of approving the Capital Planning dossier submitted for appraisal was 31/31 members (100%), including the number of votes in favor of approving but requiring additional revisions was 27/31 members, the number of votes in favor of approving but not requiring additional revisions was 4/31 (12.9%).
