Improving land management efficiency in riverbank areas
Reporting to the monitoring delegation, Chairman of Ba Dinh District People's Committee Ta Nam Chien said that Ba Dinh District has Phuc Xa Ward located outside the Red River dike. Phuc Xa Ward has a total area of 89.36 hectares, of which about 511,342.3 square meters (51.13 hectares) is existing residential land; the remaining area is the Red River and the sandbank in the middle of the Red River (about 38.23 hectares).
The alluvial land (mid-bank) is located near the middle of the Red River. Over time, some households have cultivated it since before 1995. The period of use by households is unstable and not continuous throughout the year due to the influence of water levels during flood season.
Determining the important role of planning in urban construction and management, in recent years, under the direction of the City and the coordination of Departments and branches, Ba Dinh district has regularly directed and organized the implementation to improve the effectiveness of planning, land management, and construction order in the riverbank area, outside the dike in Phuc Xa ward; ensuring the provisions of law on planning, land management, construction order and dike management.
The district has paid attention to disseminating and publicizing the State's regulations so that people know and cooperate in implementation; strengthening the work of grasping the situation, patrolling, controlling, promptly detecting, preventing and handling violations. Regularly inspecting and managing the use of riverbank land areas, within the dike protection corridor; resolutely handling and recovering riverbank land areas used for the wrong purpose, violating the law.
The Chairman of the People's Committee of Ba Dinh District also pointed out that the process of implementing planning management, land, and construction order along riverbanks in the area encountered some difficulties due to the specific characteristics of the land located in the middle of the Red River, often affected by floods.
Over time, some people have had difficulty making a living by growing short-term flowers and vegetables to sustain their lives. The political system has also stepped in to propagate and mobilize people to limit cultivation and take precautions against landslides during floods to ensure safety, but this has not been completely resolved.
Determined not to let new violations arise
At the meeting, members of the monitoring delegation discussed issues of concern, emphasizing the inspection and examination of management work, promptly handling violations arising in accordance with authority and legal regulations. At the same time, developing a plan for management and use of the riverside area after clearance to ensure safety of the riverbank and riverbed, while creating landscape, protecting the environment and serving the community...
The monitoring team requested the district and related departments and branches to provide information on violations in construction; the slow implementation of the non-budget capital project of the Red River City, which is of interest to voters and the people; and to assess the impact of storm No. 3 on the detailed planning of Ba Dinh district...
In particular, experts in the field of irrigation also proposed to the city and district a number of solutions to ensure the safety of flood corridors; plans to relocate households in areas that must be relocated along the dike in the city.
The monitoring delegation expressed agreement with the proposal of Ba Dinh district to the City People's Committee, hoping that the City would pay attention to directing the Department of Agriculture and Rural Development, the Department of Planning and Architecture to guide and coordinate with the Ba Dinh District People's Committee in establishing a detailed plan at a scale of 1/500 for Phuc Xa ward as a basis for implementing investment in the construction of civil works after the planning of Hanoi Capital for the period 2021-2030 with a vision to 2050 is approved by the Prime Minister; in order to meet the needs of people in the ward.
Discussing and clarifying issues of concern to delegates, Chairman of Ba Dinh District People's Committee Ta Nam Chien said that from 2021 to present, Ba Dinh District has granted construction permits to more than 100 individual housing projects in Phuc Xa Ward; at the same time, 31 violations have been inspected and handled.
After listening to the delegates' opinions and the district leaders' answers to clarify some contents, concluding the meeting, Chairman of the City People's Council Nguyen Ngoc Tuan emphasized the importance of the Red River dike axis through the inner city districts - including Ba Dinh district.
The head of the monitoring delegation requested Ba Dinh district to soon supplement data and current status related to planning, land management, construction order in riverbank areas, outside the dike. On that basis, the monitoring delegation will grasp the overall picture; clearly see the shortcomings in planning, land and investment management, from which to propose solutions in the coming time in developing the Red River axis in the capital.
Regarding the violations mentioned by departments and branches, Chairman of the City People's Council Nguyen Ngoc Tuan requested the district to classify, determine the time of violations, coordinate handling; and resolutely not let new violations arise.
Along with the request to review the planning of the land area along the riverbank and dike, Chairman of the City People's Council Nguyen Ngoc Tuan suggested that Ba Dinh district in the coming time organize propaganda and dissemination of legal regulations, projects and planning options to all people and organizations for implementation. Along with that, mobilize the active and effective participation of the entire political system in the work of inspection and supervision of the government's management and the implementation of people and organizations in planning, land management, and construction order in the riverbank and dike areas.
Regarding some specific issues, the Chairman of the City People's Council requested Ba Dinh District to coordinate and focus on accelerating the implementation of non-budget capital projects such as Song Hong City; projects using budget capital such as building schools in Phuc Xa ward...
