Continuing the 7th Session, on the morning of June 19, the National Assembly listened to Minister of Public Security Luong Tam Quang, authorized by the Prime Minister, present the Report on the draft Law on Fire Prevention, Fire Fighting and Rescue.

Sharing their views on this issue on the sidelines of the meeting, many delegates emphasized that there should be more specific and clearer regulations on the responsibilities of leaders at each level if a fire or explosion occurs in the area. Many National Assembly delegates emphasized that this draft Law is of particular interest to voters and people nationwide; especially in the context of many fires causing serious consequences, not only property damage but also consecutive deaths, occurring in Hanoi in recent times. Delegate Pham Van Hoa (Dong Thap) said that the recent occurrence of many fires leading to deaths in major cities, especially the capital Hanoi, is a sad thing. According to the delegate, issues related to fire prevention and fighting have been discussed and debated a lot, but the results have not been as expected. In the coming time, there should be more specific regulations on fire prevention and fighting because this is not only the responsibility of the authorities but also the responsibility of the entire population. Believing that people also need to raise their sense of responsibility in fire prevention and fighting, delegate Pham Van Hoa suggested that it is necessary to develop programs to disseminate and propagate how to respond when a fire occurs, first in schools, then in people's lives. In particular, places with many accommodation service establishments, with potential risks of fire and explosion, need to have clear, specific and explicit regulations. If the conditions in the fire prevention and fighting regulations are not met, production and business will not be allowed. Talking about the responsibility of the head if a fire or explosion occurs in the area, the delegate of Dong Thap province highly appreciated this spirit and said that it is necessary to add this detail to the Law to more clearly stipulate the responsibility of managers at all levels so that the handling is more fair and objective. Recent fires often occur in mini apartments and low-cost boarding houses, which do not ensure minimum living conditions as well as fire prevention and fighting regulations. In particular, the model of housing combined with business and production is very prone to fire and explosion because it has to maximize the space for business purposes, which will limit the space for escape, smoke evacuation and other rescue equipment. In fact, in urban areas of Vietnam, most models of housing combined with business have a very high risk of fire and explosion, especially when trading in flammable goods. The danger is that at the end of the working day, the tenants will return, and the landlord will not check because it is no longer under his management. When a fire occurs on the first floor (the floor for business rental), the fire will spread, and people living on the upper floors will have almost no place to escape.

According to delegate Nguyen Thi Viet Nga (Hai Duong), to prevent tragic fires from happening, the immediate solution is to review the models of houses combined with businesses, require equipment and fire prevention and fighting solutions; at the same time, raise people's awareness because this is a very important solution. The delegate affirmed that no matter how many regulations there are, no matter how good the infrastructure is, if people do not comply, fires will still happen. Therefore, it is necessary to have mandatory training for both homeowners and tenants for business on fire prevention and fighting. Regarding management responsibilities, the Hai Duong delegation said that in the past time, after the fire in some mini-apartments, the authorities have been actively checking the houses, especially the old houses in deep alleys in densely populated areas, the models of houses combined for rent, houses combined with business... The delegate affirmed that fires and explosions occur due to many reasons, one of which is the important reason is that the houses do not ensure the conditions and standards for fire prevention and fighting. If the local authorities had not loosened management, the fires and explosions would not have occurred. Many opinions also said that all the standards for construction permits are from the local authorities. Therefore, for the facilities that do not meet the conditions for fire prevention and fighting to operate, the local authorities must take responsibility. Delegate Nguyen Thi Viet Nga emphasized that, along with assigning responsibility, it must be thoroughly handled, not just pointing out that it is due to illegal construction, due to the local authorities being lax, and then stopping, which is ineffective. "If the locality is not determined in state management and review and appraisal, we will just continue to propagate and everything will go back to the way it was," Ms. Nga emphasized.
