National Assembly approves special mechanism, increases 1 vice chairman for Nghe An

(Dan Tri) - The National Assembly passed a Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.

On the morning of June 26, with the majority of delegates present in agreement, the National Assembly passed a Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province. The Resolution allowed Nghe An to apply a number of new specific mechanisms and policies on financial management, state budget, investment management, urban management, forest resources and local government organization. The Resolution also allowed provinces and cities to use their own budgets to support Nghe An province in carrying out socio-economic development tasks and ensuring national defense and security for specific areas and tasks.

In case of general support for Nghe An province, the allocation to specific localities and tasks will be decided by the Provincial People's Council, in which priority is given to Nam Dan district and the western region of Nghe An. Regarding the organizational structure, the resolution allows the People's Committee of Nghe An province to have no more than 5 Vice Chairmen. The organizational structure of the Vinh City government in Nghe An province is specifically regulated. Accordingly, the Vinh City People's Council is established with 3 Committees including the Legal Committee, the Economic - Budget Committee, and the Cultural - Social Committee. The Vinh City People's Council has no more than 2 Vice Chairmen and no more than 8 full-time delegates. The Vinh City People's Committee has no more than 4 Vice Chairmen. Accordingly, the new resolution will take effect from January 1, 2025 and will be implemented within 5 years.

Previously, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented a report explaining, accepting and revising the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province. Regarding the budget support policy between levels and localities, accepting the opinions of National Assembly deputies, the National Assembly Standing Committee directed the revision of the provisions in the draft resolution in the direction of expanding the scope of Nghe An province receiving support from other provinces and cities. Regarding the policy of allocating an additional 50% of public investment capital from the central budget with additional targets for Nghe An province, the National Assembly Standing Committee said that allowing the allocation of an additional 50% of public investment capital from the central budget with additional targets for localities will ensure the stability, publicity, transparency and clarity of the policy. This creates initiative for localities in balancing and planning the allocation of resources for projects. This policy is similar to the policy allowing Nghe An province to be allocated an additional 45% compared to the regular expenditure norm applied from 2022. Therefore, according to the Chairman of the National Assembly's Finance and Budget Committee, the policy of supporting additional public investment resources for Nghe An is necessary. At the same time, to ensure proactiveness, feasibility, and suitability to the local situation and actual needs, Clause 4, Article 3 of the Draft Resolution stipulates that the People's Council shall decide on the investment portfolio from this additional source. According to the report on receiving and explaining the opinions of National Assembly Deputies, the majority of opinions agree with allowing Nghe An to have 1 more Vice Chairman. However, some opinions say that it is reasonable to have only 4 Vice Chairmen, and some opinions suggest considering it because it must be similar in terms of population, density, and complexity. Explaining this issue, the National Assembly Standing Committee said that Nghe An is a first-class provincial administrative unit, the province with the largest area in the country (nearly 16,500 km2) and the fourth largest population in the country (over 3.4 million people); has a 419 km long land border and an 82 km long coastline. The whole province has 21 districts, cities and towns (including 11 mountainous and highland districts and towns) with more than 510,000 ethnic minorities and many religions intertwined with diverse terrain, harsh weather, frequent floods, flash floods and droughts causing many difficulties in production activities, especially in mountainous areas. Western Nghe An has a long border (bordering Laos) with many potential problems in national defense and security, social order and safety. With the above characteristics, the Standing Committee of the National Assembly affirmed that adding one more Vice Chairman to be in charge of mountainous areas will meet the practical requirements of the work. At the same time, it will contribute to strengthening the leadership and direction to develop the socio-economic development of Western Nghe An according to the orientation of Resolution No. 39 of the Politburo.
