According to Secretary General and Head of the National Assembly Office Bui Van Cuong, the 5th session of the 15th National Assembly, which opens on May 22, will discuss personnel issues on the first working day.
Reporting on the preparations for the session at the working session of the National Assembly Standing Committee on the morning of May 13, Mr. Cuong said that the National Assembly will meet in two sessions with a total working time of 22 days. Session 1 will last 17 days (May 22-June 10); session 2 will last 5 days (June 19-June 23).
"The National Assembly convened in person because the epidemic has been controlled and to ensure conditions for conducting personnel meetings and voting on the contents of the session," said the Secretary General of the National Assembly.
He said the National Assembly will take a one-week break between two sessions to give agencies time to absorb, revise, and finalize draft laws and resolutions after the National Assembly discusses the contents. This also creates conditions for National Assembly deputies to concurrently handle work in ministries, branches, and localities.

According to Mr. Cuong, the Government proposed to add some contents to the meeting agenda such as the draft Resolution of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City; reducing VAT; and adding charter capital to the Bank for Agriculture and Rural Development (Agribank).
Regarding the implementation of Resolution 43/2022 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program, the Government sent documents late, so the National Assembly agencies did not have time to review them. Therefore, the National Assembly Standing Committee has not considered and commented on them, and has not included them in the proposed meeting agenda.
Three draft laws on Forces participating in protecting security and order at the grassroots level; Road Traffic Order and Safety; and Road Law are awaiting the Politburo's comments. After that, the National Assembly Standing Committee will submit them to the National Assembly for consideration and decision. If these three draft laws are added to the agenda, the session is expected to last about 5 more days, ending on June 28.
Minister of Finance Ho Duc Phoc proposed that the National Assembly Standing Committee consider and add to the agenda of the 5th session a draft Resolution on piloting the use of regular state budget expenditures to renovate, upgrade, expand, and construct new items in existing facilities and works.
National Assembly Chairman Vuong Dinh Hue disagreed with this proposal because the Government sent the dossier too late, not giving enough time for the National Assembly agencies to review it. Mr. Hue suggested that the Government complete the dossier, clearly stating the "address" of the pilot, the objectives and responsibilities of the agencies.
"The 5th session will not add any more content. If qualified, the National Assembly Standing Committee will consider and submit to the National Assembly the pilot use of this regular expenditure capital at the 6th session at the end of the year," said Mr. Hue.
The National Assembly Chairman also requested the Secretary General and Head of the National Assembly Office to review and set a deadline for the agency to submit and examine the contents that have just been added to the program to ensure the 5th session is held as planned.
