Quang Ngai removes obstacles and speeds up progress of key transport projects

Quang Ngai province has allocated hundreds of billions of VND, proactively coordinated with investors, departments, branches and localities to remove obstacles, promote progress and complete many key transport projects in 2025.

Focus on removing obstacles

Quang Ngai is implementing many key transport infrastructure projects with a total investment of over 7,000 billion VND. Most of these projects are facing difficulties in compensation and site clearance.

The Dung Quat - Sa Huynh coastal road in both phases has been over 60% completed, but some locations with land clearance problems are being focused on by Quang Ngai province.

Records at the Dung Quat - Sa Huynh coastal road project, phase 2a, component 1 and phase 2b show that in recent months, due to unfavorable rainy and windy weather, construction work has been slowed down.

Along the project route, there are some locations with land clearance problems, and the contractor has not been able to start construction yet. However, in areas with favorable land clearance, the contractor has completed the roadbed, asphalt paving, and slope reinforcement, etc.

According to the Quang Ngai Traffic Construction Investment Project Management Board, up to now, phase 2a component 1 has handed over nearly 11 out of a total of 13.2km of the entire route. Currently, the main problem is related to residential land.

For phase 2b, which is over 16km long, more than 13km of land has been handed over so far. The current problem is that some localities have not yet completed the determination of specific land prices due to the newly issued Land Law.

Similarly, key projects such as Hoang Sa - Doc Soi with an investment capital of 3,500 billion VND; Tra Khuc 3 Bridge (850 billion VND); Thach Bich - Tinh Phong Road (nearly 700 billion VND) ... are also in a state of land acquisition problems, greatly affecting the overall progress.

Faced with land issues, Quang Ngai provincial leaders have directed localities and departments to actively resolve each bottleneck. In particular, attention should be paid to handling locations outside of residential land to ensure land for construction contractors. For locations related to residential land, it is necessary to proactively review terms and regulations for land recovery compensation, ensuring the rights of the people and the provisions of the law.

Recently, to remove obstacles, Quang Ngai province has developed a land price list for 2025 and issued it as a basis for making compensation plans and arranging resettlement land.

Many key transport projects in Quang Ngai are facing problems with land clearance.

In particular, Vice Chairman of Quang Ngai Provincial People's Committee Tran Hoang Tuan directed the People's Committees of relevant districts, towns and cities to urgently complete the construction of specific land price lists to ensure the basis for land recovery. Along with that, there is the work of mobilizing and propagating with people in the project area to receive sharing, thereby contributing to the completion of compensation and site clearance work.

Accelerating to bring two trillion-dollar projects to the finish line in 2025

To ensure overall progress and bring the project group within the plan to finish in 2025, in addition to removing obstacles and difficulties, Quang Ngai province prioritizes allocating hundreds of billions of VND for the projects.

Accordingly, in the province's public investment plan for 2025 of about VND 5,129 billion, Quang Ngai prioritizes allocating counterpart capital for 12 projects using central budget capital, with about VND 307 billion, ensuring the completion of the projects in 2025.

The focus is on the Dung Quat - Sa Huynh coastal road project, Tra Khuc 3 bridge, Hoang Sa - Doc Soi road, Ben Dinh port breakwater, storm shelter anchorage area combined with Tinh Hoa fishing port...

In addition, the province also allocated 100 billion VND to implement the project of upgrading and expanding the traffic infrastructure system in Dung Quat Economic Zone.

Among the projects prioritized for capital allocation and problem solving to reach the finish line in 2025, the Tra Khuc 3 bridge project is the project that is given priority to be completed in the first months of 2025.

According to the project, after more than 2 years of construction, the project has basically been completed when the main part of the project has taken shape. From afar, Tra Khuc 3 bridge with its red iron arch spanning the Tra Khuc river is an interesting highlight.

The Tra Khuc 3 bridge project across the Tra Khuc River is being accelerated to be completed in 2025.

At the southern end of the bridge through Tu Nghia district, construction work has been basically completed when the contractor has finished the bridge abutment, roadbed and crushed stone pavement.

At the northern end of the bridge (Son Tinh), there is still a case of land clearance problems. Currently, the People's Committee of Son Tinh district is focusing on resolving the problem to ensure the land for the contractor to construct at the beginning of the year.

A representative of the Quang Ngai Traffic Construction Investment Project Management Board said that the project's progress basically meets the requirements. In the past, continuous rain and wind have somewhat hindered the construction of the roadbed and related items, but the contractors have been flexible in organizing the construction. Focusing on items such as railings, completing the bridge deck, etc.

"The Tra Khuc 3 Bridge project was selected by the Provincial Party Committee as a project to celebrate the 21st Provincial Party Congress, so the investor and contractor are making every effort to mobilize maximum resources in terms of equipment, human resources, and finance to focus on completing the project as directed by the provincial leaders," said the investor representative.

According to the Quang Ngai Traffic Construction Investment Project Management Board, in 2025, the unit will also strive to coordinate with departments, branches, and localities to remove obstacles in the land clearance of the Dung Quat - Sa Huynh coastal road project to ensure the completion of the project in 2025.
