The People's Council of Quang Ngai province has just passed a Resolution adjusting the investment policy for the project of the Rainwater and Wastewater Collection and Treatment System of Quang Ngai city in the southern basin of the downstream of Tra Khuc river.
Previously, the People's Committee of Quang Ngai submitted a document to the Provincial People's Council requesting to adjust the project policy for the rainwater and wastewater collection and treatment system of Quang Ngai City in the southern area of the downstream of Tra Khuc River.
The project of Rainwater and Wastewater Collection and Treatment System of Quang Ngai City, Southern Basin of Tra Khuc River, was decided by the People's Council of Quang Ngai Province on investment policy (adjustment) at the 17th Session (Special Session), the People's Council of Quang Ngai Province, term XIII, 2021-2026, taking place on September 22, 2023. With a total investment of about 1,000 billion VND, it was assigned to the Quang Ngai Provincial Project Management Board for Investment and Construction of Civil and Industrial Works as the investor, to be implemented from 2024 - 2027.
However, during the process of developing and appraising the project's Feasibility Study Report, the investor realized that some items needed to be added. In addition, some items under the investment policy have been invested by the People's Committee of Quang Ngai City in other projects, including the renovation of Nghia Chanh Lake sluice gates; dredging Bau Ca Lake sluices.
Therefore, the People's Committee of Quang Ngai province would like to adjust the investment policy to include the renovation of Bau Ca lake sluice gates; dredging and renovation of existing canals and culverts from Nghia Chanh lake, flowing into Tra Khuc river. As well as investing in and upgrading some drainage culverts in Quang Ngai city that are draining into Tra Khuc river; investing in a new Nghia Chanh pumping station (at Bau He sluice).
At the same time, build a wastewater collection system in the core central area of Quang Ngai city, in the drainage basin to Tra Khuc river and clusters of key works of pumping stations, separation wells, and wastewater treatment plants on the southern bank of Tra Khuc river.
It is known that the initial investment policy for this project was decided by the People's Council of Quang Ngai province with a total investment of about 300 billion VND, with the Project Management Board for Investment and Construction of Traffic Works of Quang Ngai province as the investor.
However, during the implementation of the feasibility study report, the investor realized that the approved scale and total investment only ensured the collection and treatment of local wastewater at the southern discharge gates to the Tra Khuc River. The project also did not ensure the thorough treatment of wastewater from Quang Ngai city to the southern basin of the Tra Khuc River. At the same time, the project's objectives did not include stormwater drainage and flood prevention, while the stormwater and wastewater drainage infrastructure were shared.
Therefore, the People's Committee of Quang Ngai province has submitted and received approval from the Provincial People's Council to adjust the investment policy, with the total amount raised to an estimated VND 1,000 billion. In addition, the unit assigned to be the investor has also changed, from the Quang Ngai Provincial Traffic Construction Investment Project Management Board, to the Quang Ngai Provincial Civil and Industrial Construction Investment Project Management Board.
