According to the report of Nam Dinh province, thoroughly implementing the Party and State's policies on women's work and building and developing female cadres, in recent years, Party committees and authorities at all levels in Nam Dinh province have always paid attention to leading and directing the work of building female cadres.
Nam Dinh Provincial Party Committee has issued specialized resolutions and guiding documents on personnel work according to the decentralization of organizational management and the appointment and introduction of candidates, paying special attention to female personnel work.
In particular, attention should be paid to planning, recruiting, selecting, training, and fostering female cadres who meet professional and political theory standards.
Therefore, the proportion of female cadres appointed and nominated to hold key leadership positions at all levels is increasing.
In the 2020-2025 term, 6/53 members of the Provincial Party Executive Committee are female, reaching 11.3%. The Provincial Party Standing Committee has 1 female member, reaching 6.66%. Female officials participating in the 15th National Assembly are 4/8 delegates, reaching 50%. The 19th Nam Dinh Provincial People's Council, term 2021-2026, has 15/61 female delegates, reaching 24.59%.
The percentage of female cadres participating in the Party Executive Committee of districts and cities is 72/448 comrades, reaching 16.07%; participating in the Standing Committee of district and city Party Committees is 18/144 comrades, reaching 12.5%; The People's Council of districts and cities has 90/357 female delegates, reaching 25.21%.
At the commune level, the proportion of women participating in the Party Executive Committee reached 21.29%; participating in the Party Standing Committee reached 12.8%; and People's Council delegates accounted for 25.13%...
At the meeting, delegates discussed the issues and difficulties of Nam Dinh province in the work of female cadres such as: The proportion of female cadres in Party committees and authorities at all levels has increased but has not yet reached the target set out in the Resolution of the Central Committee and the province; the coordination between levels and sectors in the implementation of female cadre work is sometimes not very effective; the results of developing party members in the team of grassroots women's association leaders are still low...
Comrade Secretary of Nam Dinh Provincial Party Committee Pham Gia Tuc affirmed: In the coming time, the province will continue to closely follow and implement the Party's directives, resolutions, regulations, conclusions, and the State's policies and laws on personnel work in general and female personnel work in particular.
The Provincial Party Committee and the Standing Committee of the Nam Dinh Provincial Party Committee will continue to focus on leading and directing the building and development of the province's female cadres; creating conditions for female cadres to develop; paying attention to creating sources, training, fostering, and introducing female cadres to run for election, and arranging leadership and management positions in the province's political system.
Thereby, increasing the proportion of female leaders and managers; well preparing female human resources for Party congresses at all levels for the 2025-2030 term, and elections of National Assembly deputies and People's Councils at all levels for the 2026-2031 term.
Chairwoman of the Vietnam Women's Union Ha Thi Nga highly appreciated the efforts of Nam Dinh province in implementing female cadre work in recent times; at the same time, she hoped that Nam Dinh would continue to pay more attention to female cadre work at all levels, especially the appointment, planning and rotation of female cadres.
The province also needs to research and issue specific leadership and direction documents on female cadre work, suitable to local conditions; pay attention to supporting and creating conditions for women to participate in training courses, fostering, and coaching to improve awareness, knowledge, professional expertise, and leadership skills.
Besides, we need to pay attention to improving facilities and working conditions for female staff, especially female staff at the grassroots level.
