Sharing of young female secretary
In July 2023, Ms. Nguyen Thi Dong Anh - Deputy Chief of Office of Thang Binh District Party Committee was transferred by the Standing Committee of the District Party Committee to hold the position of Secretary of Binh Nguyen Commune Party Committee.
Not being a local, and as soon as she arrived at the commune, the young female secretary tried to quickly approach the work; researched and learned about the local reality, and proactively built solidarity within the Party Committee.
Along with that, actively go to residential areas to grasp the thoughts of cadres, party members and people. From there, work with the Standing Committee of the Binh Nguyen Commune Party Committee to discuss orientations, remove difficulties and obstacles, and help party cells effectively lead tasks and movements in practice.
Secretary of the Party Committee of Binh Nguyen Commune - Nguyen Thi Dong Anh shared that she always learns, is open-minded, listens, is close, regularly self-reflects, self-corrects, and re-evaluates the results of leadership and direction in implementing assigned political tasks with the spirit of serving the Party and the people to progress and serve better in her work.
“In the past 2 years, I have worked with the Party Committee and the Standing Committee of the Commune Party Committee to lead and direct the implementation of political tasks, completing 100% of the targets set out in the resolution. 9/11 sectors have excellently completed their tasks, and the Party Committee has been recognized as a “4-good Party Committee”…” - Ms. Dong Anh shared.
Evaluating the implementation results of the Party Resolution for the 2020-2025 term, according to the Party Committee of Binh Nguyen commune, up to now, 100% of cadres and civil servants have met 3 standards.
The review of collectives and individuals and the classification of the quality of party organizations and party members are carried out seriously, democratically, frankly, and receptively, in conjunction with the implementation of Resolution 4 of the Central Committee (term XII), Conclusion No. 21 dated October 25, 2021 (term XIII) on Party building and rectification.
Taking care of Party building work, the Party Committee of Binh Nguyen commune focuses on solutions to improve the leadership capacity, fighting strength of the Party organization and the quality of cadres and Party members. In particular, building plans and directing the implementation of the models of "4-good Party cells" and "4-good grassroots Party organizations" contributes to promoting the role of the core leadership and improving the effectiveness of the political system from the grassroots level.
Thanks to that, every year, 90% of grassroots party organizations meet the standards of completing their tasks well or better, and 91.7% of party members complete their tasks well. Party member development work is always focused on and directed, and 21 party members have been admitted, achieving the target set out in the resolution.
Challenges in practice
Implementing the policy of mobilizing and rotating cadres to hold leadership and key positions, closely combining with the arrangement of a number of key leadership positions at the commune level who are not local people, up to now, Thang Binh has 10/20 commune-level Party Committee Secretaries and 2/20 commune-level People's Committee Chairmen who are not local people.
The Standing Committee of Thang Binh District Party Committee acknowledged that the work of mobilizing and rotating cadres to hold leadership positions at the grassroots level and in agencies, departments and branches of the district has had positive changes, contributing to helping localities and branches stabilize their organizations, lead and direct the implementation of political tasks well.
At the same time, create conditions for cadres, especially young and promising cadres, in the planning to be trained and tested in practice; overcome the local and closed situation in cadre work. The comrades who are mobilized and rotated can promote their capacity, intelligence, and accumulate practical experience; after the rotation period, they are all arranged to hold leadership and management positions according to the planning.
Sharing more about the results of implementing Resolution 20 of the Provincial Party Committee, Mr. Le Quang Hat - Standing Deputy Secretary of the Thang Binh District Party Committee said that through the implementation of the work of commenting and evaluating cadres, cadres have been evaluated by products, publicizing the results; linking the assessment between individuals and collectives and the results of performing tasks of localities, agencies and units.
In addition, Thang Binh strictly implements the direction of the Provincial Party Standing Committee in Official Dispatch No. 915 dated April 5, 2022 on monthly assessment of cadres, civil servants and public employees, as a basis for considering assessment and classification of cadres and party members at the end of the year.
“The work of planning cadres has been carried out in an orderly, scientific and correct manner, ensuring quantity, quality and structure. The quality of cadres included in the planning has been improved; the proportion of female and young cadres in the planning is ensured according to regulations.
The results of staff planning have been closely linked to the plan for training, fostering, and rotating staff; also serving as the basis for proactively appointing, recommending candidates, arranging, and transferring staff; ensuring continuous and steady succession and transition between generations of staff" - Mr. Hat shared.
