According to information from the Department of Planning and Investment, up to now, the Eden Charm Resort project of DOBF Joint Stock Company has exceeded the prescribed time to put phase 1 into operation, however, the investor has not yet completed the legal procedures to ensure the conditions for project implementation.
Recently, the Department of Planning and Investment has issued a document requesting investors to report on the project implementation status, clearly stating difficulties, obstacles and recommendations, proposing solutions to overcome them; implementing procedures for depositing funds to ensure project investment, procedures for adjusting investment policies and proposing other related contents.
“We have requested investors to complete the above contents before July 25, 2024, and send them to the Department of Planning and Investment for consideration in accordance with regulations,” said Ms. Le Thi Thuong, Deputy Director of the Department of Planning and Investment.
It is known that DOBF Joint Stock Company was approved by the People's Committee of Quang Tri province to invest in the Eden Charm Resort project on October 30, 2019 with a total investment of 400 billion VND. The land area for the project is 36.7 hectares in Vinh Thai commune, Vinh Linh district. Regarding the project implementation progress, phase 1 is from July 2020 to July 2023; phase 2 is from August 2023 to July 2025.
On December 20, 2021, the company issued a written notice to temporarily suspend the project until the incident in the east of the project was resolved. (At that time, the investor proposed that the project to build a sea dike of the province along the sand dunes in the east of the project had blocked the wind direction, the way to the sea for tourists, destroying the pristine natural landscape and ecosystem of the project; the high dike along the entire route could cause the entire inner area to be flooded).
On January 9, 2023, the Department of Planning and Investment issued a document urging investors to implement the project in accordance with investment regulations; at the same time, requesting investors to urgently coordinate with the provincial authorities to overcome the conditions for suspension of operations in order to continue implementing the project in accordance with regulations.
As of February 1, 2023, the investor has submitted a written report stating that it is in the process of carrying out a number of legal procedures such as converting forest use purposes and assessing environmental impacts to implement the project. However, to date, the project has not yet secured the legal procedures to begin construction.
