In 2024, Tran Phu Cooperative (Na Ri district) suffered heavy losses when African swine fever broke out in the locality. According to Mr. Phan Van Tuan - Director of Tran Phu Cooperative, African swine fever forced the Cooperative to destroy all of its more than 300 pigs, causing losses of up to billions of VND. Thanks to timely support from the State, he has now restored his herd and stabilized production. Before restoring his herd, he repaired his barns and sprayed disinfectants to prevent and control diseases for his livestock.

The most unusual weather event was Typhoon Yagi, which caused great damage to livestock in Bac Kan province. Of which, African Swine Fever caused over 20,100 pigs to die and be culled, equivalent to nearly 759,582 kg of pigs being culled; Lumpy Skin Disease affected a total of 96 buffaloes and cows, of which 6 died and were culled, weighing 748 kg. The province has used over 27.8 billion VND from the state budget to support people to restore production after the epidemic is over.

From the beginning of 2025 to March 16, 2025, African Swine Fever outbreaks occurred in 5 communes: Phuc Loc (Ba Be); Xuan Lac, Phuong Vien (Cho Don); Boc Bo, Bang Thanh (Pac Nam) with 91 infected and dead pigs destroyed, equivalent to over 2,400 kg of destroyed pigs; currently, Phuc Loc and Phuong Vien communes have declared the end of the epidemic, Xuan Lac and Boc Bo communes have passed 21 days. Rabies occurred in 2 communes Don Phong (Bach Thong) and Yen Duong (Ba Be), causing 15 dogs and cats to be infected and destroyed, weighing 75 kg.

According to Director of the Department of Agriculture and Environment Trieu Duc Van, in the coming time, the risk of disease outbreaks in livestock is very high, especially dangerous infectious diseases due to complex and unpredictable weather and climate changes that directly affect and cause disadvantages to livestock farming, reducing the resistance of livestock; vaccination rates are low in some localities, while small-scale livestock farming accounts for a large proportion, and disease-safe livestock farming conditions do not meet requirements...

Proactively preventing and controlling diseases for livestock, since the beginning of the year, the specialized agency has advised the Provincial People's Committee to issue many documents directing the work of disease prevention and control; guiding and directing related contents on disease prevention and control for terrestrial animals. Disease prevention and control work is carried out synchronously from the province to the grassroots, ensuring the health of livestock. Up to now, 8/8 districts and cities have issued disease prevention plans, in which vaccination targets are assigned to communes, wards and towns and directed the work of vaccination for livestock, continuing to deploy spraying disinfectants to disinfect barns, livestock areas, village roads and alleys.

As of February 21, 2025, the Department of Animal Husbandry and Veterinary Medicine has provided 882 liters to carry out the first round of disinfection spraying in 2025; fully prepare and provide materials and vaccines for vaccination. Localities are currently propagating and mobilizing organizations, individuals, livestock households and organizing the implementation of the first round of periodic vaccination for livestock, ensuring that the planned targets are met. Localities in the province are implementing the first round of disinfection spraying under the direction of the Department of Agriculture and Environment; Bach Thong district alone, before and after the Lunar New Year 2025, organized the first round of disinfection spraying in 2025, and is currently implementing the second round of vaccination.

Regarding the handling of outbreaks, local Party committees and authorities have coordinated with specialized agencies at the provincial and district levels to propagate to people to strengthen disease prevention and control for livestock in many forms such as distributing leaflets, announcing through the loudspeaker system of communes, wards, and towns, sending information via zalo of village groups, teams, etc. Along with that, coordinating and directing the implementation of disease prevention and control measures according to regulations such as guiding and organizing disinfection and sterilization in livestock areas, grazing grounds, animal slaughterhouses, epidemic areas, areas threatened by epidemics, buffer zones, etc. in accordance with the prescribed procedures, so that outbreaks were quickly extinguished and did not spread widely.

Since the beginning of the year, the Department of Agriculture and Environment has conducted 13 inspections to verify the disease situation and inspect the production progress of the 2025 Spring crop in the communes of Yen Thinh, Yen Thuong, Ban Thi, Quang Bach (Cho Don); Duong Son, Liem Thuy (Na Ri); Dong Phuc, Phuc Loc, Ha Hieu (Ba Be) combined with inspections of the production progress of the 2025 Spring crop.

Proactively preventing and controlling epidemics for livestock, in February 2025, Vice Chairman of the Provincial People's Committee Nong Quang Nhat - Head of the Provincial Steering Committee for Disease Prevention and Control chaired a meeting of the Steering Committee to discuss solutions to improve the effectiveness of preventing and controlling epidemics in terrestrial animals in 2025. The Vice Chairman of the Provincial People's Committee requested that in the coming time, the People's Committees of the districts focus on directing the drastic and synchronous implementation of epidemic prevention and control measures according to issued documents; promptly carry out disinfection and sanitation; resolutely direct and thoroughly handle current outbreaks occurring in the communes; strengthen propaganda work to raise people's awareness and effectively implement epidemic prevention and control; enhance the role and responsibility of commune-level leaders and commune-level Steering Committees for Disease Prevention and Control; pay attention to directing departments and offices to effectively coordinate in epidemic prevention and control; resolutely handle violations; Direct communes lacking professional staff to quickly improve to meet work requirements.

The Department of Agriculture and Rural Development shall provide sufficient disinfectants and vaccines to districts upon request; study, advise and propose to the Provincial People's Committee to submit to the Provincial People's Council on the policy of supporting vaccines for livestock households to carry out disease vaccination. The Department of Animal Husbandry and Veterinary Medicine shall continue to coordinate with localities to strengthen inspection, supervision, guidance and support, especially during the first round of disinfection spraying and vaccination of vaccines distributed to localities in 2025 to ensure the best results. The Fatherland Front and mass organizations shall continue to do a good job of propaganda and raising awareness of all classes of people in disease prevention and control in livestock farming./.
