CTTĐT - This is the direction of comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for the elimination of temporary and dilapidated houses and support for overcoming housing damage caused by storm No. 3 in the province, at the working session with the Standing Committee of the Muong Khuong District Party Committee held on the afternoon of March 20, 2025 to evaluate the results of the elimination of temporary and dilapidated houses in Muong Khuong district.

Reporting at the working session, implementing the leadership of the Provincial Party Committee and the direction of the Provincial People's Committee on the special political task of eliminating temporary houses, dilapidated houses, and overcoming the consequences of natural disasters; Muong Khuong district has established Steering Committees at all levels and deployed 03 general reviews of households subject to the elimination of temporary houses, dilapidated houses in the area. The Standing Committee of the District Party Committee and the leaders of the District People's Committee regularly and directly go to the grassroots level to direct, inspect, and urge to accelerate the progress of completing the target of eliminating temporary houses in the period of 2024 - 2025; promptly remove difficulties and obstacles for the grassroots level, and encourage people to be determined to complete the construction and repair of houses. Direct communes and towns to promptly disburse funds to households that have started construction according to regulations; working groups provide guidance on payment and settlement records according to regulations, ensuring publicity, transparency, and compliance with the regime; Direct the implementation of lending policies for households that are unable to respond to the Social Policy Bank.

According to the Provincial People's Committee's Plan, the target for 2024 - 2025 is to eliminate 4,244 temporary and dilapidated houses (build 4,154 new houses, repair 90 houses). Up to now, 2,333 houses have been built, reaching 55% of the plan (1,590 houses were built in 2024; from the beginning of 2025 until now, 743 houses have been started). Currently, in Muong Khuong district, there are 1,911 houses that have not started construction; of which 678 households have not registered to build houses (due to lack of counterpart capital; old, weak, lonely, sick; working far away and unable to contact; not old enough to build a house; no land to live on; wanting to build a bigger house later...).

Comrade Giang Seo Van, Secretary of Muong Khuong District Party Committee, reported on the situation and progress of implementing the elimination of temporary houses in the area.

According to the Report, from the capital of the Social Policy Bank, up to now, the list of households building houses has been approved in 5 batches/16 communes and towns with 1,389 households; the list of households registering for loans has been approved in 4 batches/16 communes and towns with 1,320 households. 315 applications have been received and 11.5 billion VND has been disbursed to 230 households. The estimated source of funding for the goal of eliminating temporary and dilapidated houses in Muong Khuong district in 2025 is 144,405 million VND; from the Fund for the Poor by the Provincial Fatherland Front 45,805 million VND and from the provincial budget reserve (2 batches) 98,600 million VND.

In the process of eliminating temporary and dilapidated houses in the district, there are still some difficulties such as: The rate of poor and near-poor households is still high (nearly 54.5%), so many households do not have the corresponding funding to build houses. The whole district still has 678 households that have not registered to build houses. Some households still have a mindset of waiting and relying on others; some households are satisfied with their current life so they do not have the need to build houses; some households still have the mindset of fear of escaping poverty. Besides, basically, communes in the district still lack construction materials; it is difficult to find house builders. The staff working in natural resources, environment, and land administration is still small, equipment and machinery are not guaranteed while The workload is so large that the issuance of land use right certificates has not met the requirements.

At the meeting, the leaders of Muong Khuong district proposed that the province continue to call on philanthropists, organizations and individuals to provide additional support beyond the support level from the state budget for households in especially difficult circumstances who are unable to respond. Propose that the Provincial Party Committee and the Provincial People's Committee consider allowing Muong Khuong district as well as other localities when they have used up 80 billion VND transferred from the mobilized source of the Vietnam Fatherland Front Committee of the province to the Social Policy Bank for lending, consider continuing to provide additional funding from the provincial budget or from other legal sources to the Social Policy Bank for people in need of loans to improve their housing. Consider supporting additional machinery and technical staff to perform the task of measuring and issuing land use right certificates to people.

Leaders of provincial departments, branches and sectors also discussed the contents of procedures in the field of land, granting land use right certificates, arranging capital sources for people to borrow from the Provincial Social Policy Bank; issuing housing models... and proposing plans and solutions to solve difficulties and problems of the locality such as: Mobilizing clans and prestigious people to participate in propaganda and mobilizing households to register to build houses; removing some subjects from the list of temporary and dilapidated houses; supporting construction materials for households; in addition to the main construction workers, it is necessary to mobilize other local forces to support the construction and repair of houses; assigning leaders of agencies and units directly in charge of supporting each commune and village in the area to implement the work of eliminating temporary and dilapidated houses; continuing to mobilize and call on agencies, units, organizations, enterprises and individuals to actively support and help households; The district needs to develop a specific plan for construction human resources, funding, propaganda, mobilization, etc.

Concluding the meeting, comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: Eliminating temporary and dilapidated houses is a major policy of the Party and State, with profound humanitarian significance. Lao Cai is one of the provinces with a large number of temporary and dilapidated houses in the Northern region and the whole country, with more than 11,000 houses. The workload is large while the remaining time for implementation is very short; requiring the determination of all levels, sectors and Muong Khuong district to be even higher.

Muong Khuong district is quite special compared to other localities, being a poor district with a high rate of poor and near-poor households accounting for over 54%; there are still many difficulties in terms of facilities, technology, infrastructure, and people's lives; the number of temporary and dilapidated houses needing to be rebuilt accounts for nearly 98% of the total number of houses.

Muong Khuong district organized and launched a special emulation movement to eliminate temporary and dilapidated houses to mobilize the entire political system, all levels, sectors and people to participate, focusing on the local implementation; to complete the goal of no more temporary and dilapidated houses in the province by the end of June 2025, 6 months ahead of the schedule assigned by the Prime Minister.

The Provincial Party Secretary and Chairman of the Provincial People's Committee requested the Provincial Steering Committee to strengthen regular and continuous direction, closely follow the grassroots; remove difficulties and obstacles for localities. Commune-level leaders should learn and grasp the thoughts, aspirations and concerns of households to have more effective solutions. The Secretary also requested to resolve difficulties in the land sector, proactively issue land use right certificates to households; mobilize businesses and organizations to support households in eliminating temporary and dilapidated houses; support human resources and construction materials; review the number of houses that need to be newly built or repaired to have appropriate adjustment plans for implementation.../.
