Urging progress of key off-budget projects

Currently, Hoa Binh province has 24 key projects (KPs), of which 18 projects use non-state budget investment capital. The Provincial People's Committee has closely directed these projects, determined to start 10 projects in 2025 and ensure the progress of the remaining projects.

To speed up the progress of the Hoa Binh - Hanoi regional road project and Son La expressway (Hoa Binh - Moc Chau), the contractor organized 4 construction teams in Kim Boi district; construction was organized at 18/20 bridge locations along the entire route.

Striving to start 10 projects

As one of 10 investment projects recently added to the list of provincial investment projects, the Binh Phu Industrial Park Infrastructure Investment and Business Project was approved by the Prime Minister in investment policy and at the same time approved the investor to implement the project in Decision No. 883/QD-TTg, dated July 22, 2022.

Accordingly, the project location is in Mong Hoa commune, Hoa Binh city; the total registered investment capital is about 1,822 billion VND. According to the representative of Phu My Group Corporation - the project investor, this project has a land use scale of 214.29 hectares (excluding 21.57 hectares of forest land, retaining the function of hills and mountains), including only the land area leased to secondary investors and the remaining area for investors to lease land, invest in construction and business of infrastructure. Currently, the investor is focusing on implementing legal procedures, striving to start the project in May 2025.

Along with the above project, 9 other projects in the province are being directed and urged to ensure the necessary progress to be ready to start construction in 2025. By the end of 2024, the province has 14 projects with a total investment capital of VND 87,196 billion. In 2025, implementing Action Program No. 34-Ctr/TU, dated February 24, 2025 of the Hoa Binh Provincial Party Committee and the conclusions of the Provincial Project Steering Committee, the Department of Finance has reviewed, adjusted and added 10 projects to the list of projects in the province. All 10 additional projects use non-state budget investment capital, including 1 project using FDI capital. Thus, currently, the province has 24 projects with a total registered investment capital of about VND 101,925 billion, including VND 23,732 billion from the state budget; About 78,193 billion VND is non-budgetary investment capital. Of which, there is 1 investment project in the form of public-private partnership (PPP); 6 transportation and irrigation projects (public investment capital); 11 resort tourism and commercial service projects; 6 industrial production projects. This is a group of especially important projects, which the Provincial Steering Committee for SDTs has focused on directing to remove difficulties and obstacles and speed up implementation progress to create more development momentum for the whole province.

Removing difficulties, ensuring project progress

Recently, at the meeting of the Provincial Steering Committee for Investment Projects, the Provincial People's Committee assessed the implementation of 18 investment projects using non-state budget capital. Accordingly, up to now, 5 projects have started construction, are being implemented according to plan and need to speed up progress; strive to start 10 projects in 2025; the remaining 3 projects will start construction after 2025.

For 10 projects set to start construction this year, the Chairman of the Provincial People's Committee has directed and urged the start time of each project. Specifically: 2 projects are expected to start construction in April 2025, including: Xuan Thien Hoa Binh lime and lightweight powder factory in Lac Thuy district; High-tech agricultural area combined with tourism in Thanh Son commune, Mai Chau district. 6 projects are expected to start construction in May 2025, including: Eco-urban complex, high-class entertainment and cable car system Cuoi Ha in Kim Boi and Cuoi Ha communes, Kim Boi district; Eco-urban area, high-class hot mineral resort Kha lake in Quy Hoa commune, Lac Son district; Suoi Nguon Huong Binh valley area in Phu Nghia commune, Lac Thuy district; Project to invest in construction and business of infrastructure of Binh Phu industrial park, Hoa Binh city; V'Star - Ngoi Hoa eco-tourism area in Mu hamlet and Ne hamlet, Suoi Hoa commune; Hoa Binh Lake Eco-tourism and Resort in Liem Hamlet, Suoi Hoa Commune, Tan Lac District. 2 projects are expected to start construction in June 2025, including: Quang Tien International Golf Course in Quang Tien Commune, Hoa Binh City; Investment in the construction of an industrial lime factory in Om Lang Village, Cao Duong Commune, Luong Son District.

It is known that for projects expected to start construction in 2025, the Provincial Steering Committee for SDTs has proposed that the Provincial People's Committee assign departments, branches, sectors, and localities with projects according to the functions and tasks established in the implementation plan, focusing on guiding investors when carrying out legal procedures related to investment, land, construction, environment, etc. to meet the goal of starting projects according to the set plan. Identifying these as important projects, creating momentum for socio-economic development of the province, therefore, all levels, sectors, and localities need to take more drastic measures in implementing procedures related to investment, land, site clearance, etc. to strive to start and implement projects on schedule.
