Attending the conference were Minister of Planning and Investment Nguyen Chi Dung; Minister, Chairman of the Ethnic Committee Hau A Lenh; Minister of Natural Resources and Environment Do Duc Duy; leaders of several central ministries and branches and leaders of 5 localities in the Central Highlands.
The region's key indicators all increased compared to 2023.
Reporting on the socio-economic situation of the Central Highlands region and the activities of the Central Highlands Coordination Council, Minister of Planning and Investment Nguyen Chi Dung said that in 2024, the region's important indicators all increased compared to 2023. Specifically, the scale of GRDP in 2024 (at current prices) reached 484.58 trillion VND (higher than 416.5 trillion VND in 2023); GRDP per capita is estimated at 78.5 million VND/person, an increase of 16% compared to 2023 (67.58 million VND/person).
The economic structure of the region will shift to focus on developing the region's strengths in agriculture, forestry and services. The proportion of the three sectors in 2024: Agriculture and forestry will account for 37.2%; industry and construction will account for 21.3%; and services will account for 37.2% (in 2023, they will account for 34%; 22.4%; 39.1%, respectively).
The estimated state budget revenue in the Central Highlands region reached VND 32,451 billion, up 1.7% compared to the estimate assigned by the Prime Minister. Of which, domestic revenue reached VND 31,592 billion, up 1.7% compared to the estimate assigned by the Prime Minister, 5/5 localities in the region reached and exceeded the estimate; revenue from import-export activities reached VND 859 billion, up 1.7% compared to the estimate assigned by the Prime Minister. The disbursement rate of public investment capital was quite good, estimated to reach 70.6% of the plan assigned by the Prime Minister by December 31, 2024.
On June 23, 2024, the Regional Coordination Council held its third meeting in Lam Dong province to review and urge the implementation of the tasks set out at the second conference and deploy the Region's action plan for the remaining months of 2024.
On July 26, 2024, the Regional Coordination Council issued Conclusion Notice No. 56/TB-HDDPTN, in which it assigned ministries to perform specific tasks: The Ministry of Planning and Investment took the lead in developing the Plan to implement the Central Highlands regional planning, which has now been completed. The Ministry of Planning and Investment submitted to the Prime Minister in Submission No. 7087/TTr-BKHĐT dated September 5, 2024 on the proposal to promulgate the Plan to implement the Central Highlands regional planning for the period 2021-2030, with a vision to 2050, and was issued by the Prime Minister in Decision No. 1337/QD-TTg dated November 6, 2024, which set out 6 key task groups and a roadmap for organizing and effectively implementing programs and projects to effectively implement the objectives, tasks and solutions of the proposed planning.
Regarding the task assigned to the Ministry of Planning and Investment to preside over and coordinate with ministries, central agencies and localities to review and complete mechanisms and policies according to assigned functions and tasks to promptly report to the Government and competent authorities, this task has now been completed. The Ministry of Planning and Investment has sent documents requesting central ministries, branches and 63 localities in 6 economic regions to review, and has conducted a preliminary review and assessment of the implementation results of specific mechanisms and policies of localities, completed the Report, and submitted to the Prime Minister in Submission No. 10750/TTr-BKHĐT and Report No. 10751/BC-BKHĐT dated December 26, 2024 of the Ministry of Planning and Investment.
Regarding the task of assigning the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Natural Resources and Environment and other ministries, central and local agencies to proactively review the bauxite planning and report to the Deputy Prime Minister before August 7, 2024 on handling difficulties related to the bauxite planning, this task is currently being promoted for implementation. The Ministry of Industry and Trade has issued Document No. 5179/BCT-CN dated July 19, 2024 to the People's Committees of the provinces requesting to review and update the implementation status of the Mineral Planning and mineral production, processing and metallurgy projects nationwide as a basis for reporting to the Prime Minister to remove difficulties and obstacles related to the Mineral Planning.
To date, the Ministry of Industry and Trade has received reports from 43/63 provinces and centrally-run cities. Currently, the Ministry of Industry and Trade is continuing to urge and synthesize to serve the 5-year periodic review report on mineral planning according to the provisions of the Law on Planning, expected to report to the Prime Minister in 2025, and at the same time resolve difficulties and obstacles in the implementation of the Mineral Planning.
Propose “focus and worthy” tasks
Based on the implementation of the Resolution of the Politburo, the Action Program of the Government and the Central Highlands Regional Planning, the Ministry of Planning and Investment recommends that the Central Highlands Regional Coordination Council, relevant ministries and localities urgently complete the assigned tasks in the 2024 work plan of the Regional Coordination Council and propose "key and worthy" tasks to be included in the 2025 Regional Work Plan to be sent to the Ministry of Planning and Investment for submission to the Chairman of the Regional Council for promulgation.
At the same time, well organize the implementation of the Planning and the Plan to implement the Regional and Local Planning. Focus resources on implementing the 6 key and breakthrough tasks set out in the Regional Planning; proactively develop key tasks and projects of inter-regional nature to include in the Political Report serving the Provincial and Municipal Party Congresses and include in the socio-economic development plan for the period 2026-2030 for implementation.
Continue to promote research, review, and propose mechanisms, legal policies, and regional-specific policies to create a legal basis for regional development activities, especially policies on land, forest land management, forestry land, policies for ethnic minorities, and resettlement.
Regularly coordinate closely with the Government and Prime Minister's Working Groups to review and propose immediate removal of difficulties and stuck projects to complete on schedule.
Localities in the region focus on organizing and effectively implementing laws and resolutions passed by the National Assembly.
Ministries and localities focus on allocating detailed public investment plans for 2025 and accelerating the disbursement of capital allocated in the first months of the year to continue completing projects to welcome Party Congresses at all levels.
Bringing the socio-economic development of the Central Highlands region to continue rapidly and comprehensively
Speaking at the opening of the Conference, Permanent Deputy Prime Minister Nguyen Hoa Binh said that the Central Highlands Regional Coordination Council, of which the Ministry of Planning and Investment is the standing agency, has organized 3 Conferences: The first one on announcing the establishment and unifying the key tasks of the Regional Coordination Council (September 15, 2023). The second one on giving comments on the planning of the Central Highlands region (December 1, 2023). The third one on announcing the Regional Planning for the period 2021-2030, with a vision to 2050; summarizing the implementation of Resolution No. 23 of the Politburo on the development of the Central Highlands region; consulting on specific mechanisms and policies of the Central Highlands region and the Regional Coordination Plan for 2024 (June 23, 2024).
Today's 4th meeting aims to evaluate the implementation of the Council's tasks in 2024, the progress of implementing the Central Highlands Regional Planning, review 1 year of implementing the Project on socio-economic development associated with protecting security and national defense in the Central Highlands (Project 104) and propose key tasks in 2025.
“This is an opportunity for us to promptly recognize the difficulties, challenges, and obstacles to jointly determine directions and solutions to overcome them, in order to ensure the operation of the Regional Coordination Council, the implementation of regional planning and Project 104 are smooth, systematic, and effective, contributing to the socio-economic development of the Central Highlands region to continue to develop rapidly, comprehensively, qualitatively, and sustainably in the coming time,” said Deputy Prime Minister Nguyen Hoa Binh.
Emphasizing that each region with different potentials, outstanding opportunities, and competitive advantages is assigned different tasks, but overall, the assigned tasks of the Central Highlands region are oriented towards a region of rapid and sustainable development based on a green and circular economy; the material and spiritual life of the people is improved; national defense and security are firmly ensured, Permanent Deputy Prime Minister Nguyen Hoa Binh requested leaders of ministries, branches, and localities to deeply assess the socio-economic development situation in 2024 in the Central Highlands region; the implementation of activities of the Central Highlands Coordination Council in 2024 and the expected work program for 2025 ; assess the implementation of key investment projects in the region.
At the same time, propose and recommend directions, key solutions and specific tasks that need to be assigned to ministries, branches and localities in the Central Highlands region to organize regional development linkages with the highest efficiency, continue to implement regional planning and Project 104 in the coming time, contributing to the country's double-digit growth target.
