Vice Chairman of Da Nang City People's Committee talks about 'very big problem' in flood prevention

On the afternoon of October 25, at the press conference for the third quarter of 2023, Mr. Le Quang Nam, Vice Chairman of the People's Committee of Da Nang City, had discussions with the press about the causes of deep flooding in many urban areas during the heavy rain that occurred on October 13.

Mr. Le Quang Nam acknowledged that Da Nang is developing a new urban area on the core of the old urban area. Accordingly, there are areas in the city center that must be raised 1-1.5 m and even some places must be raised to 3 m to prevent flooding. With such a volume, it is impossible.

"With urban development and ring roads, it is clear that the city's drainage is a problem. In addition to design errors and lack of connectivity, the city's biggest problem is that we have Da Nang airport located in the middle of the city, which is convenient for travel but disadvantageous for urban development," said Mr. Nam.

Mr. Le Quang Nam, Vice Chairman of Da Nang City People's Committee, explained the reason why the city was flooded during the rain on October 13.

According to Mr. Nam, the report clearly states that nearly 800 hectares of airport land, with rainfall from 400 - 700 mm, the amount of water at the airport is very large. When the amount of water at the airport is large, people are forced to open the sluice gates (water gates) to drain out to the city. "That is a very big problem for the city", Mr. Nam emphasized.

Explaining why the water from the airport flooded the city so much, Vice Chairman of the Da Nang People's Committee Le Quang Nam said that previously, Da Nang airport was designed by the US with 14 regulating lakes in Cam Le District.

But recently, the lakes have been filled or silted up, no longer ensuring the function of regulating lakes. Regarding this issue, the City has directed the Department of Construction to work with Division 375 and Division 372. The City is willing to spend money to handle the regulating lakes.

One of the causes of flooding in Da Nang City is the large amount of water flowing out from the airport.

Mr. Le Quang Nam also acknowledged that the city will review the dredging of sewers, review planning issues, route directions, apertures, collection gates, dredging and maintenance work, etc.

"When it rains, the garbage will flow out. A raincoat covering the drain will cause a blockage. I personally went to check and there were people who did not clear the drains but waited for the authorities. Of course, not the majority, but I hope people will support. Localities need to clear the drains before and during the rain to prevent flooding," said Mr. Le Quang Nam.

During the recent flood, people had to raise their furniture because the water level rose.

According to the Vice Chairman of the People's Committee of Da Nang City, in addition to the problem of extreme weather, Da Nang City still has problems in rainwater treatment despite the city's huge investment.

"The entire city's stormwater drainage system flows into the sea, tearing up the coastline. The city has assigned the construction industry to research other drainage directions, instead of flowing into the sea, through river mouths or other locations to avoid being offensive. Regarding fundamental solutions to prevent flooding, the Da Nang City Department of Construction is currently implementing a project on stormwater drainage elevation. If this project is implemented well, it will be a scientific basis for evaluating the entire city's drainage system," said Mr. Nam.
