Right from the beginning of implementation, the Provincial Party Committee, People's Council, and People's Committee have resolutely directed the implementation of the National Target Program 1719, thereby quickly promoting effectiveness. The appearance of the ethnic minority area has been significantly improved with a complete basic infrastructure system, contributing to improving the quality of life for the people.
The capital invested in the 2021-2025 period is VND 1,357 billion, of which more than VND 793 billion has been disbursed (77.33% of the plan). In addition, preferential credit capital reached nearly VND 63.8 billion, supporting more than 1,500 households to borrow to build houses and change jobs.

Thereby, selecting priority contents and tasks to focus on directing, allocating sufficient resources and accelerating the disbursement of support funds, ensuring the right subjects and regulations, contributing to the effective implementation of the program's objectives.
Strengthening communication, capacity building training, inspection, monitoring, and evaluation are emphasized, thereby creating consensus and excitement among the people. At the same time, mobilizing and promoting the role and responsibility of the people, especially ethnic minorities, in accompanying the government to synchronously deploy solutions.
The province also pays attention to organizing regular and ad hoc meetings to evaluate and review the implementation progress. The program receives consensus from the people, along with the unified coordination and solidarity of the entire political system in the implementation process.
In addition to the advantages, the implementation of the program also faces many challenges, specifically: The documents guiding the implementation of some projects, sub-projects and component contents are issued slowly, lacking synchronization, specificity and consistency, causing difficulties in the implementation process. Adjusting capital sources according to Resolution No. 111/2024/QH15 takes a long time, slowing down the disbursement progress at the end of the year.
In addition, due to the lack of guidelines on emulation content in implementing the Program, the province has not been able to launch and organize emulation movements in the area. Documents guiding the content of expenditure for organizing periodic assessment conferences (monthly, quarterly, 6-month review, yearly) or ad hoc conferences have not been issued. This causes difficulties in resolving problems and arranging funds for implementation.
Some contents such as Sub-project 3 and Project 5 are still inadequate. The rapid development of science and technology poses great challenges for vocational training institutions in terms of facilities, equipment, management and teaching staff, which do not meet the requirements of the task. The number of beneficiaries is decreasing year by year, not meeting the capital needs for the period 2021-2025.
PV: What recommendations does Soc Trang have to remove obstacles to effectively implement the National Target Program 1719 in the coming time?
Mr. Nguyen Van Khoi: Faced with some of the above-mentioned difficulties, Soc Trang province has proposed that the Government and relevant ministries and branches need to have solutions and plans to remove them, for the Ethnic Committee and Central Ministries and branches: Adjust housing support: Advise the Prime Minister to increase the level of housing construction support to 60 million VND/household to ensure housing quality meets the "3 hard" criteria; expand beneficiaries (including near-poor households and newly escaped poverty households, and at the same time arrange capital in accordance with local needs)
Regarding production support and livelihood diversification: Add support objects under Sub-project 2, Project 3, allow localities to self-deploy postgraduate training and pay tuition fees directly according to receipts from training institutions; Need to specify policies to support tuition fees and scholarships for ethnic minority cadres sent to postgraduate study within the framework of National Target Program 1719; add "Center for Vocational Education - Continuing Education" to the list of beneficiaries of funding to support repair, maintenance and equipment procurement, ensuring capital disbursement on schedule.
The Ministry of Finance needs to provide detailed instructions on capital allocation for Sub-project 1 under Project 4, especially the capital ratio for infrastructure maintenance; amend Circular 55/2023/TT-BTC to be consistent with Circular 17/2022/TT-BLDTBXH and Circular 03/2023/TT-BLDTBXH, ensuring effective management, use and settlement of funds; provide specific instructions on the level of student support according to Circular 02/2023/TT-UBDT, especially for ethnic minority students who have completed university preparation. Currently, the majority of ethnic minority students from poor/near-poor households are studying in colleges or vocational schools, while pedagogical students have received support according to Decree 116/2020/ND-CP, causing difficulties in implementing Sub-project 2 and Project 5.
