The People's Committee of Soc Trang province has just sent an official dispatch to the Ministry of Transport proposing capital needs for strategic infrastructure investment projects aiming to turn our country into a developed, high-income country by 2045.
Accordingly, the People's Committee of Soc Trang province proposed that the Ministry of Transport consider and approve to submit to the Government for priority investment in the period 2025-2030 for items of the Tran De Port Construction Investment Project, including: construction of a road behind the port connecting to the Tran De offshore port; construction of a sea-crossing bridge; construction of a breakwater, a shipping channel and a turning basin with a total capital of VND 19,403 billion (expected to complete investment procedures in 2025 and start investment in 2026).
Mr. Tran Van Lau, Chairman of Soc Trang Provincial People's Committee, said that the Tran De Port construction investment project has a large investment capital, slow capital recovery, and is invested in a particularly difficult area.
Therefore, in addition to the capital calling for socialized investment in ports according to the planning, it is necessary to arrange state budget capital to invest in public maritime infrastructure (shipping channels, breakwaters, maritime signals, etc.), technical infrastructure, traffic infrastructure (cross-sea bridges and connecting roads from the end of the Chau Doc - Can Tho - Soc Trang expressway at National Highway 91B to Tran De port) in sync with the roadmap calling for investment in port infrastructure.
"This will contribute to increasing the attractiveness to call for investment from private capital for the Tran De Port Construction Investment Project similar to other gateway ports (Lach Huyen, Lien Chieu) that have called for investment in the past," the leader of the People's Committee of Soc Trang province analyzed.
According to preliminary research results, the Tran De Port Construction Investment Project will be invested in construction at Tran De estuary in Trung Binh commune, Tran De district, Soc Trang.
The port construction site is located offshore Tran De sea area, about 25 km east of the existing shore.
The project includes the construction of a wharf with a total length of 5,300 m, capable of receiving general cargo ships, container ships with a capacity of 100,000 DWT (6,000 to 8,000 Teu), and bulk cargo ships of 160,000 DWT, in which the initial investment phase will include 2 800 m long wharfs for general cargo ships, container ships with a capacity of up to 100,000 DWT and 2 buoy wharfs for transferring bulk cargo (coal) for ships with a capacity of up to 160,000 DWT.
In the completion phase, the port has a port area of 417.05 hectares, of which the start-up phase is 81.6 hectares.
The project will dredge the water area in front of the wharf, port basin, shipping channel, turning basin and synchronize the maritime signaling system; invest in other technical infrastructure systems including: power supply, water supply, drainage, fire prevention and fighting and other auxiliary works to ensure exploitation activities for the entire port area for each phase; build a dyke/breakwater system with a total length of 9,800 m, of which the starting phase has a length of 4,000 m.
To connect the port with the mainland, the Project will build a 17.8 km long sea-crossing bridge, and a 1.85 km long approach bridge connecting the sea-crossing bridge with the port in the initial phase.
In particular, the consulting unit also proposed to build a port and logistics service area with a total area of about 4,000 hectares. This area is expected to invest in infrastructure including: leveling the ground, building internal roads, water supply and drainage systems, power generation, fire protection and fighting systems, and communications.
The preliminary total investment of the Project is about 162,730 billion VND, of which the starting phase has a total investment of 44,695 billion VND, including public investment capital of 19,403 billion VND (accounting for 43%), private investment capital (enterprises) of 25,292 billion VND (accounting for 57%).
