Today, December 27, Vice Chairman of the Provincial People's Committee Hoang Nam inspected and worked with Huong Hoa and Dakrong districts on the implementation of the Program to eliminate temporary and dilapidated houses.

In order to effectively implement the Program to eliminate temporary and dilapidated houses, localities have mobilized resources to support the construction of houses for poor households, households without houses or with temporary and degraded houses in the area according to Resolution No. 70/NQ-HDND dated October 18, 2022 of the Provincial People's Council; Project No. 197/DA-UBND-UBMT dated October 6, 2022 of the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee on mobilizing resources to implement the policy of supporting the construction of new houses for poor households in Quang Tri province, period 2022 - 2026. Deploying review, statistics and making a list of proposed beneficiaries for approval to ensure compliance with regulations and instructions on procedures for financial support, acceptance and settlement.

The representative of Huong Hoa District People's Committee said that in the area, 1,398 households have been approved for support to build new houses with a total budget of 84.54 billion VND. Up to now, 673 households have been built new houses, reaching 48.1% of the progress according to Project 197 and there are currently 725 approved houses that have not been built. Housing is supported under Project 1 (Decision 1719) with a total of 662 households approved for support and 161 households are additionally supported from the budget of Project 197 (combined from two capital sources with an amount of 70 million VND/household).

In addition, the district has also supported the construction and repair of 71 houses for people with revolutionary contributions with a total cost of 6.14 billion VND. In the coming time, there will be 1,190 households in the district in need of housing support (1,007 new houses, 183 houses repaired) with a total cost of 77.96 billion VND.

In Dakrong district, the need to eliminate temporary and dilapidated houses by the end of 2025 is 3,017 households; of which 1,491 households have been approved for the list of beneficiaries from support programs; the number of households under Project 197 and the National Target Program for Sustainable Poverty Reduction is 195 households; 573 households under Project 1 and 153 households of people with meritorious services to the revolution.

Currently, Huong Hoa and Dakrong districts are actively reviewing and counting households in need of support for repairing and building houses in the coming time. However, the implementation process has encountered many difficulties and obstacles because households eligible for support under programs and projects have degraded houses but have problems with land; have land use right certificates but the current status is not consistent with the planning and land use purpose; donated land has not been divided into plots; some households residing on forest land have not agreed to relocate to a new place of residence.

After inspecting the field and listening to reports from localities, Vice Chairman of the Provincial People's Committee Hoang Nam emphasized: The program to eliminate temporary and dilapidated houses for poor households is being directed strongly by the central government and Quang Tri province has prioritized its implementation very early to complete support for building new and repairing houses for people with revolutionary contributions, poor and near-poor households.

To effectively implement the program, the Vice Chairman of the Provincial People's Committee requested the Department of Construction to urgently submit to the Provincial People's Committee a project to support people with revolutionary contributions; localities to thoroughly grasp the central and provincial directives on the Program to eliminate temporary and dilapidated houses and specifically review the data, to be completed by December 31, 2024.

The Provincial Vietnam Fatherland Front Committee coordinated with the Department of Labor, War Invalids and Social Affairs to develop a plan to allocate and integrate support resources for the Program to eliminate temporary and dilapidated houses in localities to complete Project 197 early in order to focus resources on implementing for other subjects.

Regarding the recommendations and proposals of localities, Vice Chairman of the Provincial People's Committee Hoang Nam assigned the Department of Natural Resources and Environment to coordinate with the Department of Agriculture and Rural Development to complete the procedures to have documents guiding the districts on resolving land issues as soon as possible.

Communes work directly with each household eligible for support to understand their wishes and needs for building and repairing houses, and then make a specific list to arrange appropriate support sources. The Provincial People's Committee will mobilize all resources to support localities to effectively implement the Program to eliminate temporary and dilapidated houses.
