6th meeting of the State Steering Committee for important national projects and key projects in the Transport sector

On July 13, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for National Key Projects of the Transport Sector, chaired the 6th online meeting of the Steering Committee. Also attending was Deputy Prime Minister Tran Hong Ha.

After the 5th meeting of the Steering Committee on April 4, 2023, the Prime Minister and Deputy Prime Ministers directly inspected the project sites, promptly directed, managed, and removed difficulties in the implementation process, especially in site clearance (GPMB) and construction material supply (VLXD) for the projects. Up to now, ministries, branches and localities have actively implemented and achieved positive results in site clearance, construction of resettlement areas, relocation of technical infrastructure; coordinated with investors to implement procedures related to construction material mines to accelerate investment preparation for 75 key national projects.

Speaking at the conference, Chairman of the Provincial People's Committee Nguyen Huong Giang said that Bac Ninh province has the Ring Road 4 - Capital Region project passing through it, of which, component project 1.3 is implementing the design and construction drawing (BVTC) and cost estimate; relocating power lines and returning the technical infrastructure of the project. The Provincial People's Committee is reviewing and approving the selection of contractors to implement a number of consulting packages. 81.51% of the site clearance has been completed, striving to hand over the remaining area before December 31, 2023. The total disbursement value reached 70.27% of the plan.

Regarding component project 2.3, contracts for consulting packages have been signed; progress of preparation, appraisal, and approval of BVTC designs is being accelerated to submit to the Ministry of Construction for appraisal in July.

The project's progress is slower than the requirements of the Government and the National Assembly. The reason is that many procedures, appraisal processes, and consultations with many ministries and branches must be carried out simultaneously. It is expected that the project will start construction in late September or early October 2023.

Prime Minister Pham Minh Chinh requested ministries, branches and localities to promote the sense of responsibility, for the benefit of the nation and people, self-reliance, "turning nothing into something, turning difficult into easy, turning impossible into possible", "not saying no, not saying difficult, not saying yes but not doing" to carry out the work. Pay attention to harmonizing the interests of the State, the people and businesses. Request localities to urgently carry out steps in site clearance work in the spirit of mobilizing the participation of the entire political system; encourage on-site resettlement. Ministries and branches regularly inspect, check and urge the implementation of projects; urgently complete investment preparation procedures for assigned projects, especially expressway projects under the PPP method.

For the group of projects under construction, the Prime Minister assigned the Ministry of Transport to direct investors and contractors to work in "3 shifts, 4 shifts", meeting progress, quality, technical requirements, aesthetics, environmental sanitation, and labor safety. Ministries, branches, and localities need to be more proactive and determined, focusing on removing difficulties and obstacles; reducing administrative procedures, shortening implementation time, handling work according to authority, not pushing or avoiding, in which priority is given to completing procedures for exploiting construction material mines serving the project.

The Prime Minister requested the Ministry of Construction to speed up the progress and support Hung Yen and Bac Ninh provinces in appraising design documents and cost estimates for the parallel urban road component projects of the Hanoi Capital Region Ring Road 4 project. Hung Yen and Bac Ninh provinces urgently establish BVTC designs, closely coordinate with the Ministry of Construction in the appraisal; deploy contractor selection to start construction of the component projects of Hanoi Ring Road 4 in September 2023. Assign the Government Office to coordinate with the Ministry of Transport to monitor and urge the implementation of the contents and work of the projects, promptly report to the Steering Committee for joint resolution.

Chairman of the Provincial People's Committee Nguyen Huong Giang requested relevant departments, branches and localities to seriously follow the Prime Minister's direction to speed up the progress and complete the project's site clearance work; promptly report to the Provincial People's Committee to allocate annual public investment capital and medium-term public investment for the period 2021-2025 to localities to implement resettlement projects serving site clearance for residential land; resolve difficulties and problems in preparing land recovery records and site clearance compensation; advise on the implementation of Resolution No. 73 of the Government on the authorization to determine specific land prices as the basis for calculating compensation when the State recovers and collects land use fees when allocating resettlement land.

Districts, towns and cities where the project passes through actively implement resettlement projects and grave relocation to serve land acquisition and clearance. Make a detailed progress plan up to the time of land handover and send it to the Standing Office of the Steering Committee before July 20, 2023. Determined to hand over 100% of the site before December 31, 2023 to start construction.
