Approval of the National Strategy on attracting and utilizing talents

By 2025, attracting talents to work in state agencies, organizations and units will account for about 10% of the total number of new recruitments.

The overall goal of the Strategy is to build and effectively implement strong, breakthrough policies and solutions to attract and utilize talents (both domestic and foreign) by 2030, with a vision to 2050, especially in key sectors and fields such as: Science and technology; education and training; culture; social sciences; healthcare; information and communications, digital transformation...

Thereby, contributing to accelerating the country's industrialization, modernization and international integration, achieving the goal of Vietnam becoming a developing country with modern industry and high average income by 2030, and a developed country with high income and a fair, democratic and civilized society by 2050.

The specific goal by the end of June 2024 is to have 100% of ministries, branches and localities issue plans to attract and utilize talents in accordance with the National Strategy and practical requirements, with focus and key points, especially in key and advantageous industries and fields.

By 2025, attracting talents to work in state agencies, organizations and units will account for about 10% of the total number of new recruitments.

The goal by 2030, with a vision to 2050, is to maintain the rate of talent attracted to work in State agencies, organizations and units at no less than 20% of the total number of new recruitments each year.

Strive to achieve 100% of talents (recognized) continue to stay and work after 5 years of being attracted and promoted to work at State agencies, organizations and units; the rate of talents trained and fostered in the field of science and technology will reach 30% by 2025; reach 60% by 2030 to reach 100% by 2050.

Encourage, discover and recommend talents

One of the tasks and solutions of the Strategy is to encourage, discover and recommend talents.

Specifically, the search for talent aims to discover people with moral qualities and exemplary lifestyles; with aspirations to contribute and serve the Fatherland and the People; with outstanding qualifications and creative abilities; with special works, products, achievements, merits or contributions that create progress and development of a field, an industry, of a locality or the country. This is carried out in sectors and areas of social life and focuses on the following four groups:

- Students with good academic performance, graduating with honors, excellent grades, with outstanding qualities and talents from educational and training institutions.

- People with degrees, master's degrees, doctorates, professors, associate professors, whose research works are recognized and applied effectively in practical life.

- Cadres, civil servants, public employees and workers currently working at agencies, organizations and units of the Party, State, Vietnam Fatherland Front and socio-political organizations with outstanding capacity, always completing their tasks and public service well or excellently.

- People with outstanding qualifications, abilities and practical experience working in other fields, regions and locations both domestically and internationally.

Encourage and promote the responsibility of those who introduce and recommend talents; ensure publicity, transparency and democracy in introducing, recommending and recognizing talents.

Promote the role and responsibility of the Vietnam Fatherland Front, socio-political organizations, socio-political-professional organizations, social organizations, and socio-professional organizations in discovering, introducing, and recommending talents. Ministries, branches, and localities proactively and actively coordinate with educational and training institutions to promptly discover young talents among students.

Improve quality, create breakthroughs in training and nurturing talent

Another task and solution of the Strategy is to improve quality and create breakthroughs in training and nurturing talent.

Specifically, innovate training and development programs in industries and fields towards maximizing capacity development, developing specialized talents and outstanding abilities of talents.

Improve the capacity of training and fostering human resources of training and fostering institutions. Strongly develop some key universities in Vietnam into leading universities in the region. Gather and develop a team of lecturers participating in training and fostering human resources, including experts, educators, scientists, leaders, managers, and leading business people with high qualifications, experience, and prestige at home and abroad; focus on inviting professors and leading experts of Vietnamese origin to return to work and teach in Vietnam. Have policies to encourage non-public educational institutions to participate in research and training of high-quality human resources for the country.

Develop programs and plans for cooperation and association with prestigious foreign educational and training institutions in the world to train and foster talents according to regional and international needs and standards.

Create favorable conditions for learning, research, and an environment for competition, challenge, and training so that young talents, especially excellent and excellent graduates, have the opportunity to develop their abilities and strengths.

Strengthening the capacity of public service units in the fields of scientific research, technology, education, health, culture, social sciences and other key areas through training, fostering, providing high-quality human resources and talents, serving the cause of industrialization and modernization of the country.
