Reporting to the Prime Minister, Chairman of the Provincial People's Committee Pham Anh Tuan said: Over the past time, the Party Committee, government and people in the province have been united, made efforts, proactively and creatively; strictly implemented the Party's guidelines and policies, the State's policies and laws, the Central's resolutions and conclusions, synchronously implemented solutions and achieved many comprehensive socio-economic results.

In 2024, Binh Dinh achieved and exceeded 20/21 set targets. Gross Regional Domestic Product (GRDP) increased by 7.78%. The province's GRDP reached 130,800 billion VND, equivalent to 5.3 billion USD, ranking 25th out of 63 localities nationwide, 5th out of 14 localities in the North Central and Central Coast regions. GRDP per capita at the end of 2024 reached 86.1 million VND, up 9.7% over the same period.

“In 2025, implementing Conclusion No. 123-KL/TW of the Central Executive Committee and Resolution No. 25/NQ-CP of the Government, the province has developed a GRDP growth scenario of 8.5 - 9%. In the first quarter of 2025, the province's GRDP growth rate is expected to increase by over 7% (in the first quarter of 2024, it increased by 6.26%); the industrial sector alone will increase by over 10%. The above growth rate shows very clear signs of improvement, consistent with the newly proposed growth scenario,” said comrade Pham Anh Tuan.

Chairman of the Provincial People's Committee Pham Anh Tuan also made proposals and recommendations to the Government, the Prime Minister, and central ministries and branches on considering additional central budget capital for the province to invest in strategic infrastructure projects, ensuring conditions for the province to enter a new development phase with the target of double-digit growth in the period 2026 - 2030.

Specifically, the province proposed that the Central Government promptly allocate central budget capital to support the implementation of the Project to build runway No. 2 and synchronous works at Phu Cat Airport; the project of the connecting route from the North-South Expressway to Phu My Industrial Park and Phu My Port; promptly complete and approve the investment policy of the Quy Nhon - Pleiku Expressway project and allocate investment capital to ensure conditions for project commencement; allocate capital to invest in completing the coastal road through the province.

Propose to consider and promptly approve the adjustment of the National Power Development Plan for the period 2021 - 2030, with a vision to 2050, to serve as a basis for attracting investment in offshore wind power projects in the province; direct ministries and branches to promptly advise on removing from the mineral planning areas that overlap with socio-economic development projects, creating favorable conditions for localities to implement projects in accordance with legal regulations...

Speaking at the meeting, Deputy Minister of Finance Do Thanh Trung expressed his impression that Binh Dinh province has implemented many synchronous solutions to implement Conclusion No. 123-KL/TW, especially the province's application of economic value targets for each product, on that basis controlling the growth rate of each industry and field. "This is a very innovative and creative way of doing things. Binh Dinh is the first locality in the country to implement this method," said Deputy Minister Do Thanh Trung.

Appreciating the great significance of the Quy Nhon - Pleiku expressway project, Deputy Minister of Finance Do Thanh Trung requested the Ministry of Construction and the two provinces of Binh Dinh and Gia Lai to quickly complete project procedures and submit the investment policy to the National Assembly for approval during the session in May. From there, two capital amounts can be immediately allocated and construction can begin at the end of 2025.

Commenting on the province's proposals and recommendations, Prime Minister Pham Minh Chinh directed ministries and branches to study and remove difficulties and obstacles; at the same time, he requested the province to continue reviewing, synthesizing and reporting on institutional, mechanism and policy problems for the Government to handle according to its authority.

Prime Minister Pham Minh Chinh emphasized: “The central government supports the province through mechanisms and policies, but the important thing is that the locality must be self-reliant and self-reliant. Emphasizing that 2025 is a year of mixed difficulties, challenges and advantages, opportunities, along with carrying out many urgent tasks in a short time, the Prime Minister requested the province to thoroughly grasp the pioneering spirit, promote the spirit of self-reliance, self-improvement, foresight, thinking deeply, doing big things, not waiting, relying on others, always being steadfast, maintaining a firm stance, building the province to develop quickly but sustainably.

In particular, the Prime Minister emphasized that the province needs to carry out work with the spirit of "3 yes" and "2 no". "3 yes" means benefiting the country, benefiting the people, benefiting the enterprises, harmonious benefits, sharing risks; "2 no" means no personal motives, corruption, negativity and no loss or waste of State assets, people's assets, and country's resources.

Regarding the key tasks in the coming time, Prime Minister Pham Minh Chinh requested the province to focus on strongly and drastically implementing the revolution in organizational apparatus; during the implementation process, it is necessary to pay attention to creating consensus among the people, first of all, creating consensus within the Party, all levels of government, and society. Focus on building scenarios, plans, and effectively implementing the double-digit growth target. Have solutions to renew the three traditional growth drivers: Consumption, export, and investment. Continue to promote new growth drivers: Digital economy, green economy, circular economy; emerging industries such as semiconductor chips, databases, and artificial intelligence.

The Prime Minister also noted that the province needs to step up the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation, and identify specific goals according to local realities for Binh Dinh to take off and grow. Focus on preparing well for party congresses at all levels. Pay attention to ideological work among cadres, party members and people, especially in implementing the policy of streamlining the apparatus and implementing the 2-level local government model.

“As a land with a long-standing cultural tradition and heroic history, Binh Dinh must promote the martial spirit and Tay Son spirit to develop rapidly and sustainably; further improving the material and spiritual life of the people,” the Prime Minister emphasized.
