On March 18, 2025, in Ho Chi Minh City, witnessed by Deputy Minister of Health Do Xuan Tuyen, US Consul General Susan Burns and officials of the US Consulate General in Ho Chi Minh City and leaders of the Ministry of Health, Pfizer Vietnam Company Limited (Pfizer VN) and VNVC Vaccination System signed a memorandum of understanding on cooperation in the field of vaccine production.

Under the agreement, Pfizer will support VNVC in improving its knowledge in building an international-standard vaccine manufacturing plant in Vietnam. From there, VNVC will produce high-quality vaccines right in Vietnam, meeting domestic demand and participating in the global vaccine supply chain. This cooperation focuses on sharing expertise and developing capacity in the field of vaccine production between the two parties.
After the signing ceremony, Pfizer Vietnam will send leading experts from around the world to organize knowledge sharing programs on vaccine production for the highly qualified team of experts at the VNVC Vaccine and Biological Products Factory.
Speaking at the signing ceremony, Deputy Minister of Health Do Xuan Tuyen commented: “The cooperation between VNVC and Pfizer is an important milestone showing that Vietnam is gradually integrating deeply, while accessing modern technologies, especially in the field of building an ecosystem for the production of new drugs and new-generation vaccines with sustainable value in Vietnam.”
The Deputy Minister of Health highly appreciated the efforts of VNVC and research organizations that have continuously searched and innovated to help Vietnam become self-sufficient in vaccine solutions, ensuring a stable and high-quality supply.

Deputy Minister of Health Do Xuan Tuyen also said that it is extremely important for VNVC to develop its capacity, build a highly qualified team, promote clinical research and trials, and create a quality management system that meets international standards. “This is the core factor for Vietnam to not only produce vaccines for domestic needs but also reach out to the international market,” he emphasized.
According to US Consul General Susan Burns, the cooperation between VNVC and Pfizer marks an important milestone in the growing partnership between the United States and Vietnam, especially taking place on the occasion of the 30th anniversary of the establishment of bilateral diplomatic relations and the second anniversary of the establishment of a comprehensive strategic partnership. “This is a relationship that promotes prosperity and innovation for both countries,” Ms. Susan Burns emphasized.
Mr. Darrell Oh, General Director of Pfizer Vietnam, expressed his pleasure in supporting VNVC in enhancing its capacity and knowledge to promote VNVC's initiative to build a world-class vaccine manufacturing facility. Through the cooperation, Pfizer Vietnam hopes to make a positive contribution to improving the quality of the healthcare ecosystem in Vietnam, especially through a strategy to enhance the capacity of experts in the vaccine manufacturing industry in particular and pharmaceuticals in general.

Mr. Ngo Chi Dung, Chairman of the Board of Directors and General Director of VNVC Vaccination System and VNVC Vaccine and Biological Products Factory, said that the cooperation and sharing of vaccine production knowledge with Pfizer is an important step forward for VNVC in particular and Vietnam in general in the goal of accessing the world's leading modern technologies in the field of vaccine production, proactively providing solutions to protect public health against dangerous infectious diseases.
According to Mr. Ngo Chi Dung, the signing of the cooperation agreement will open up opportunities for VNVC to learn from Pfizer's experience, helping VNVC quickly move towards producing high-quality vaccines using the world's most modern technology, thereby initially helping VNVC seek opportunities to receive transfer of advanced technologies in vaccine production, meeting domestic vaccination needs while aiming to participate in the global high-quality vaccine supply chain.

“This not only brings disease prevention effectiveness to each individual but also to the community, contributing significantly to the goal of improving the quality of preventive medicine, vaccination, reducing the burden of medical examination and treatment, as directed by the General Secretary to the health sector in particular and the policy of Resolution 57 of the Politburo on breakthroughs in science and technology development,” Mr. Ngo Chi Dung emphasized.
Previously, in January 2025, VNVC signed a contract with Rieckermann Group (Germany) to design a vaccine factory that meets the highest international standards in technology and environment, with an investment scale of about VND 2,000 billion in Phu An Thanh Industrial Park, Long An.
