Speaking at the meeting, Mr. Nguyen Long Bien, Vice Chairman of Ninh Thuan Provincial People's Committee, said: In recent times, Ninh Thuan and Khanh Hoa provinces have promoted the tradition of solidarity, unity, and mutual support to promote the potential and advantages of each locality to promote socio-economic development, ensure national defense and security, and create conditions for sectors, localities, and businesses of the two provinces to cooperate effectively, including in the field of tourism. However, recently, in the border area of Bai Kinh of Ninh Thuan province and Binh Hung island of Khanh Hoa province, some problems have arisen in tourism activities that require the joint efforts of the two localities to resolve in a harmonious, thorough, and practical manner.

At the meeting, Mr. Dinh Van Thieu, Vice Chairman of Khanh Hoa Provincial People's Committee, raised difficulties and problems regarding the operation situation in Binh Hung island area. Accordingly, Binh Hung island is located separately from the administrative center of Cam Binh commune, so the management work of local authorities as well as the management of restaurant, hotel, motel services... here is not yet regular and strict; the sea area bordering Bai Kinh and Binh Hung island has not yet determined the administrative boundary line on the sea surface, causing difficulties in the management of people and vehicles; the economic conditions of the locality and the people living on the island still face many difficulties, the intellectual level of the people is low, so the awareness and compliance with regulations on tourism business activities still have certain limitations...
Comrade Dinh Van Thieu, Vice Chairman of Khanh Hoa Provincial People's Committee, raised difficulties and problems regarding the operation situation in Binh Hung island area.
To ensure security, safety and effectively implement state management in various fields in the Bai Kinh area and Binh Hung island, the People's Committees of Ninh Thuan and Khanh Hoa provinces have agreed to coordinate in implementing a number of contents: Assigning the Department of Home Affairs of the two provinces to coordinate in advising on state management of territorial border work of the two localities, demarcating the sea surface boundary between Ninh Thuan and Khanh Hoa in the Bai Kinh area and Binh Hung island to facilitate state management of sea surface boundaries according to regulations; the Public Security and Border Guard forces of the two provinces study and develop a Regulation on coordination in managing activities in the border area to ensure synchronization, strictness, unity and effectiveness in the management and control of people and vehicles to ensure security and order in the border area and coordinate the implementation of measures; Strengthen the management and inspection of passenger information and documents at Bai Kinh inland waterway port to strictly control people and vehicles passing through Binh Hung island, resolutely not allowing vehicles to pick up and drop off tourists departing from Bai Kinh inland waterway port to Binh Hung island, strictly handle violations; disseminate information and request organizations, individuals and people not to organize or participate in organizing travel and sightseeing programs, not to advertise tourism products visiting Binh Hung island to tourists; promote propaganda and dissemination of legal education to business households, people, vehicle owners and fishermen on the island to understand the Party's guidelines and policies, the State's policies and laws, especially the importance of Cam Ranh military base.
