
With over 84,600 members operating in 1,446 branches and 129 grassroots associations in the province, the Farmers' Association plays an important role in building new rural areas (NTM). Ms. Vang Thi Binh, Chairwoman of the Provincial Farmers' Association, said: To effectively implement the movement, the Association determined that it is necessary to first do a good job of propaganda and mobilization to raise awareness among cadres and members about the purpose, content and significance of the NTM construction program in order to create consensus in the implementation process. Therefore, every year, the Provincial Farmers' Association at all levels has organized hundreds of propaganda sessions on the Party's guidelines, the State's legal policies, documents of the Central Vietnam Farmers' Association, and the province on NTM construction associated with restructuring the agricultural sector...

Many specific and practical forms of propaganda have been deployed by the Association at all levels, such as: Through branch and group meetings; organizing dramatization of competitions, performances, cultural and artistic activities; publishing information books on association activities, books, documents for grassroots association activities; propaganda through mass media... The Provincial Farmers' Association directs the Association at all levels to proactively undertake specific tasks and criteria in accordance with the functions and tasks of the Association, such as: Criteria on housing, income, poor households, production organization, environment and food safety...
The association at all levels actively mobilizes members to participate in the construction and repair of irrigation systems, the consolidation of intra-field canals, the construction of rural roads, the construction of schools, medical stations, and cultural houses under the motto "The State and the People work together". Over the past 5 years, farmers in the whole province have donated nearly 300,000m2 of land, contributed hundreds of thousands of working days to build and repair welfare works, public roads, intra-field canals, and build houses for poor households and families in difficult circumstances...
Implementing criterion No. 17 on the environment, farmers' associations at all levels have deployed the construction of waste collection and treatment models, supported biogas composite tanks in livestock farming, waste treatment furnace models for groups of households, poultry farming models using biological products to protect the environment...

Regarding the criteria of poor households and income, the Provincial Farmers' Association directs all levels of the association to continue promoting the movement of farmers competing in good production and business, uniting to help each other get rich and sustainably reduce poverty. The Provincial Farmers' Association proactively coordinates with functional agencies to open many training courses to transfer scientific and technical advances to farmers; build many models of agricultural economic development; mobilize members to change the structure of crops and livestock, and make focused investments, suitable to the reality of households.
Along with that, the Association coordinated with the Social Policy Bank to implement a loan entrustment program for farmers with a total outstanding loan amount of nearly 1,000 billion VND. After many years of launching, up to now, the movement has developed widely to villages and hamlets; creating an important transformation in the restructuring of the agricultural and rural economy. Many farming households have been proactive, diligent, and persistent in overcoming difficulties with the will of self-reliance and self-reliance. They also regularly change their awareness, invest in exploiting the potential of labor, land, and capital in production and expanding industries and services to create products and goods, promoting local advantages, many diverse development models bring economic efficiency, thereby creating conditions for the whole province to have over 1,000 farming households escape poverty each year and hundreds of households become well-off and rich.

With the attention, close guidance and constant support of members, the provincial Farmers' Association at all levels has been a reliable support for members and farmers in the process of hunger eradication, poverty reduction and economic development in the locality. Up to now, the face of the countryside has been increasingly renewed and more civilized; essential infrastructure has been upgraded, the grassroots political system has continued to be consolidated, and people's living conditions have been significantly improved.
With the goal of striving by 2025, the whole province will have 1 district (Dien Bien) meeting the new rural standards; 1 commune meeting the model new rural standards, 9 communes meeting the advanced new rural standards, 76 communes meeting the standards and basically meeting the new rural standards... The Provincial Farmers' Association is continuing to uphold its role and responsibility in leadership, coordinating with mass organizations to promote the spirit of solidarity, unity of the people in responding to patriotic emulation movements launched by all levels... thereby working with the Party Committee and the government to implement the criteria in building new rural areas in order to gradually complete the goal of building new rural areas according to the set roadmap.
