On the afternoon of June 20, after the welcoming ceremony for Russian President Vladimir Putin on a state visit to Vietnam, General Secretary Nguyen Phu Trong held talks with President Vladimir Putin at the Party Central Committee Headquarters.
General Secretary Nguyen Phu Trong, on behalf of the Party, State and people of Vietnam, warmly welcomed President Vladimir Putin - who always has much affection and support for the Vietnamese people and the Vietnam-Russia relationship, who directly established the Strategic Partnership with the Vietnamese leaders, then the Comprehensive Strategic Partnership, and has made many valuable contributions and support for the development of the traditional friendship and Comprehensive Strategic Partnership between Vietnam and the Russian Federation.
The General Secretary highly appreciated President Vladimir Putin's fifth visit to Vietnam, which coincided with the 30th anniversary of the signing of the Treaty on the Fundamental Principles of Friendly Relations between the Socialist Republic of Vietnam and the Russian Federation (1994-2024) and the 75th anniversary of the establishment of diplomatic relations (1950-2025).
General Secretary Nguyen Phu Trong congratulated President Vladimir Putin on his re-election with a high number of votes, demonstrating the Russian people's trust in President Vladimir Putin's leadership, maintaining socio-political stability, maintaining economic development and implementing the foreign policy of the Russian Federation.
Regarding the situation in Vietnam, the General Secretary emphasized that the 13th National Congress of the Communist Party of Vietnam affirmed that the country has never had such a foundation, potential, position and international prestige as it does today.
The General Secretary discussed the comprehensive and outstanding results of nearly 40 years of Renovation, including nearly 15 years of implementing the Platform (supplemented and developed in 2011) on national construction in the transitional period to socialism and inheriting the achievements of many years of efforts of the Vietnamese people.
In the coming time, Vietnam will promote the achievements, overcome limitations and difficulties to implement the development goals and directions according to the resolution of the 13th National Party Congress with the set goals of Vietnam becoming a developing country with modern industry and high middle income by 2030 (the 100th anniversary of the Party's founding) and a developed country with high income by 2045 (the 100th anniversary of the country's founding).
General Secretary Nguyen Phu Trong affirmed that Vietnam always appreciates the valuable support and assistance of the Soviet Union, including Russia in the past and the Russian Federation today, in the struggle for independence, the two resistance wars, national reunification, and in the cause of national construction and defense later.
The General Secretary affirmed that Vietnam always considers the traditional relationship and comprehensive strategic partnership with Russia a top priority in its foreign policy.
Vietnam supports Russia's active contribution to the common work of the international community and Russia's Eastward policy, and firmly believes that a peaceful, independent, and strong Vietnam with increasingly high prestige and position is also in line with Russia's long-term interests in the Asia-Pacific region and the world.
General Secretary Nguyen Phu Trong emphasized that the world situation is changing rapidly and complicatedly towards a multipolar, multi-centered situation, requiring countries to implement a policy of peace, equality, non-confrontation, development cooperation, and compliance with the United Nations Charter and international law.
The international community needs to strengthen dialogue and bilateral and multilateral cooperation with the United Nations as the center for socio-economic development and response to traditional and non-traditional security challenges.
Vietnam hopes that President Vladimir Putin and the Russian Federation will continue to pay attention to and strongly support the maintenance of peace, stability, security, safety, freedom of navigation and aviation, and the legitimate rights and interests of Vietnam, and the settlement of disputes in the East Sea by peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), the implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), and the early achievement of an effective and substantive Code of Conduct in the East Sea (COC).
Regarding the situation in Ukraine, General Secretary Nguyen Phu Trong emphasized that Vietnam hopes for an early dialogue, an end to hostilities, and the resumption of negotiations to reach a peaceful solution on the basis of international law, ensuring the legitimate interests of the parties involved. Vietnam is ready to actively contribute to promoting dialogue and negotiations in that direction.
General Secretary Nguyen Phu Trong discussed with President Vladimir Putin the implementation of the foreign policy of independence, self-reliance, diversification and multilateralization of foreign relations, including the strong consolidation of relations with neighboring countries, and the promotion and deepening of bilateral cooperation with strategic partners, comprehensive partners and other important partners. Vietnam consistently implements the "4 No's" defense policy.
President Vladimir Putin expressed his pleasure in visiting Vietnam and meeting General Secretary Nguyen Phu Trong again, emphasizing that Vietnam is a friend and reliable partner of the Russian Federation; the relationship between the two countries has been tested over time; developing a comprehensive strategic partnership with Vietnam is a priority in Russia's foreign policy in the Asia-Pacific region; believing that the visit will create new momentum in the relationship between the two countries.
President Vladimir Putin highly appreciated the great achievements that Vietnam has made after nearly 40 years of implementing the renovation process led by the Communist Party of Vietnam, headed by General Secretary Nguyen Phu Trong, which has continuously enhanced the position and prestige of the Party and State of Vietnam in the international arena.
President Vladimir Putin informed General Secretary Nguyen Phu Trong about some major features of the situation in the Russian Federation and the foreign policy of the Russian Federation.
Sharing the opinions of General Secretary Nguyen Phu Trong, President Vladimir Putin emphasized that resolving international and regional issues must be based on international law, the United Nations Charter, and peaceful settlement of disputes.
Regarding the East Sea issue, the Russian President supports the peaceful resolution of the East Sea issue based on international law. Russian President Vladimir Putin also mentioned Russia's stance on the conflict in Ukraine.
The two leaders expressed their delight that the Vietnam-Russia relationship has continued to develop positively in recent times, notably reflected in good political-diplomatic relations, maintained economic-trade cooperation, strengthened defense-security cooperation, promoted cooperation in other fields, and increasingly effective relations between social organizations and people-to-people exchanges.
Based on the achievements, the two leaders had an in-depth exchange of opinions and agreed on major directions and measures to create momentum to promote bilateral cooperation in all fields in depth, substance and effectiveness, for the benefit of the people of the two countries, for peace and stability in the region and the world.

The two leaders also agreed to promote cooperation in other important areas such as agriculture, education and training, culture, tourism, people-to-people exchange, and local cooperation between the two countries.
The two leaders appreciated the important contributions of the Vietnamese community in Russia, which is an important bridge for relations between the two countries.
General Secretary Nguyen Phu Trong suggested that Russia continue to create favorable conditions for the Vietnamese community in Russia to work and live stably and long-term in Russia, contributing to strengthening the traditional friendship between the people of the two countries.
On this occasion, Vietnam and the Russian Federation issued a Joint Statement on deepening the Vietnam-Russian Federation Comprehensive Strategic Partnership on the basis of 30 years of implementing the Treaty on the Fundamental Principles of Friendship between the Socialist Republic of Vietnam and the Russian Federation, highly appreciating the important achievements of the bilateral relationship, affirming the principles, setting out orientations to promote and strengthen cooperation, develop the traditional friendship and the Vietnam-Russian Federation Comprehensive Strategic Partnership, for the long-term interests of the people of the two countries, for peace, security and sustainable development in the region and the world.
