On May 10, Russian State Duma Chairman Vyacheslav Volodin announced that he had received President Putin's nomination to reappoint Mr. Mishustin as prime minister, according to TASS. And the House of Representatives held a vote on the nomination that same day.

Russian parliament exercises new powers

"President Vladimir Vladimirovich Putin submitted to the State Duma the nomination of Mikhail Vladimirovich Mishustin for the position of prime minister," Russian State Duma Speaker Vyacheslav Volodin announced on his Telegram account.

Volodin noted that this year marks the first time in modern Russian history that the parliament has the power to shape the structure of the government. "We are entering a new stage of cooperation between the legislative and executive branches," the speaker of the State Duma said. Previously, all cabinet positions were appointed by presidential decree.

Under the 2020 Constitution, the Russian parliament not only has the power to approve the prime minister, but also decides on the positions of deputy prime ministers and federal ministers. Meanwhile, the president appoints and dismisses the prime minister while retaining the entire cabinet.

At the State Duma session from 2 p.m. yesterday (Moscow time), Mr. Mishustin first addressed all members of the House of Representatives. Next, the deputies took turns asking questions and Mr. Mishustin had to propose solutions to the tasks assigned by President Putin to the cabinet, including economic and regional development, and increasing Russia's defense capabilities in the coming time.

In the following vote, the House of Representatives agreed with President Putin's choice for prime minister.

Cabinet building

The Russian Constitution allows for the cabinet-building process to take several weeks after the president takes office. However, RT notes that the actual transfer of power to the new government happens quite quickly.

According to RT, at the time of the outgoing cabinet meeting earlier this week, President Putin expressed his praise for the cabinet members. So far, there are no signs that the Russian leader will carry out a major reshuffle of the cabinet for the new term.

The previous cabinet included veteran figures, such as Sergei Shoigu, who has been in charge of the defense ministry since 2012, and Sergei Lavrov, who has been responsible for implementing Russian foreign policy for two decades.

Based on the procedure, President Putin nominated to the Federation Council (the upper house) candidates to head the country's security-related ministries, including the defense ministry, the interior ministry, the justice ministry, the emergency affairs ministry and the foreign ministry, according to Sputnik News . The Russian upper house will vote on the above positions.

The remaining cabinet positions will be nominated by the new prime minister to the State Duma for approval. Mr. Mishustin (58 years old) was appointed by President Putin to replace Mr. Dmitry Medvedev in January 2020. His tenure has faced many huge challenges, including the Covid-19 pandemic and Russia's special military operation in Ukraine.

Despite these difficulties, Mr. Mishustin has managed to keep the Russian economy afloat, especially after Ukraine’s allies imposed successive sanctions on the country. One of the measures to respond is Mr. Mishustin’s initiative to simplify investment procedures in Russia. From October 2023, this initiative will apply to citizens and companies from 25 “friendly” countries, including China, India, Brazil, Saudi Arabia, Türkiye, Kazakhstan and Belarus.

According to the Russian Constitution, the prime minister is the first person to take over as acting president until Russia holds the next election in case the current Kremlin leader resigns, is dismissed or temporarily leaves office due to illness.

Yesterday, TASS quoted Belarusian President Alexander Lukashenko as saying that Russia and his country are carrying out exercises with tactical nuclear weapons to respond to the new situation. "An escalation is happening. What should we do in this situation? We need to be prepared, including for these dangerous (tactical nuclear) weapons," Mr. Lukashenko emphasized.
