Launched at the end of June 2023, the emulation movement "Building a clean, healthy, open and transparent administrative environment" has been actively deployed and widely promoted by agencies, units and localities, receiving enthusiastic response from all cadres, civil servants, public employees and workers.
According to the Department of Home Affairs, emulation activities are associated with the implementation of professional tasks of each collective and individual in the unit, contributing to the implementation of emulation contents to achieve results.
Many models and initiatives have been widely and effectively applied, helping to shorten the time for handling administrative procedures, promote digital transformation, modernize the administration, and contribute to improving the satisfaction of people and businesses.
For example, in Bac Tra My, there is a model to shorten the time to handle administrative procedures for land use rights change registration procedures, including the following contents: changing ID card to CCCD, changing land plot address information, permanent address; processing time according to provincial regulations is 10 days, shortened by 1 day for qualified dossiers according to regulations".
For the People's Committee of Hoi An City, 4 communes and 9 wards in the city have deployed and applied the following models: "Day of handling administrative procedures without appointment"; "Posting administrative procedures with QR code"; "Fanpage on social network Facebook for interaction between the government and the people".
At the department level, the Department of Transport (now the Department of Construction) organized a pilot model of "Deploying equipment to monitor driving tests and examinations under Project 06 of the Prime Minister ". The Provincial Tax Department has a model of "Saturday accompanying taxpayers; using virtual assistant "Chatbot" to guide taxpayers to perform administrative procedures on Facebook page"...
According to Mr. Truong Hong Giang - Deputy Director of the Department of Home Affairs, the reform of administrative procedures associated with the implementation of the one-stop-shop and inter-connected one-stop-shop mechanisms and the promotion of the application of information technology in receiving and handling administrative procedures has created favorable conditions for people and businesses in the process of transacting with state administrative agencies. The rate of overdue records at the district level and in the land sector has decreased compared to 2023.
The quality of the staff, civil servants, and public employees, and their sense of responsibility in performing public duties have been improved. The province's digital transformation work has been deployed in all aspects of social life, and has achieved positive results in all three pillars: digital government, digital economy , and digital society, basically meeting the requirements of administrative reform.
On this occasion, the Chairman of the Provincial People's Committee awarded Certificates of Merit to 7 collectives and 11 individuals with outstanding achievements in the emulation movement "Building a clean, healthy, open and transparent administrative environment".
