Great effort and determination to soon complete the work of eliminating temporary and dilapidated houses

(BD) - On the morning of March 25, comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Steering Committee (SC) to implement the elimination of temporary and dilapidated houses in the province, chaired the 3rd meeting of the SC to check the progress of implementing the elimination of temporary and dilapidated houses in the province.

The meeting was held in person at the Provincial Party Committee's bridge, connecting online to the bridge points of districts, towns, cities and communes, wards and towns throughout the province.

Attending the meeting at the Provincial Party Committee bridge were comrades: Nguyen Thi Phong Vu - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Nguyen Tu Cong Hoang - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; Le Binh Thanh - Member of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; and members of the Steering Committee to implement the elimination of temporary and dilapidated houses in the province.

According to the report of the Department of Agriculture and Environment (the standing agency of the Steering Committee) at the meeting, the whole province has 4,364 poor, near-poor, newly escaped poverty households, households with revolutionary contributions and relatives of martyrs who are eligible for support in building and repairing houses. As of March 23, 2025, 4,168 households have started building and repairing houses (reaching 96%); 1,732 households have completed building and repairing new houses, of which 498 households built new houses and 1,234 households repaired houses.

The total disbursed budget for the program to eliminate temporary and dilapidated houses is nearly 73 billion VND, of which the state budget support budget is nearly 33 billion VND, and the loan budget from the provincial Social Policy Bank is nearly 40 billion VND.

In addition, the authorities of districts, towns and cities have mobilized organizations, individuals and enterprises to contribute to the construction and repair of houses with a total amount of more than 18 billion VND and 524 tons of cement. The Provincial Military Command supported 800 working days and 89 vehicles to transport materials; the Vietnam Fatherland Front Committee and socio-political organizations at all levels have mobilized support for 3,020 households to build and repair houses, with a budget of over 8 billion VND and 22,000 working days, and mobilized support for various types of construction materials...

Currently, in the province, there are still 196 households that have not started building or repairing houses, of which 155 are new houses and 41 are repaired. From now until the end of March 2025, the Steering Committee for the elimination of temporary and dilapidated houses in districts, towns and cities will mobilize households to start building and repairing. By April 25, 2025, the entire province will complete the plan to eliminate temporary and dilapidated houses; reaching the finish line 1 month earlier than the original plan.

At the meeting, delegates focused on discussing and analyzing outstanding results, good and effective practices in the implementation of the elimination of temporary and dilapidated houses; at the same time, they made proposals, recommendations and measures to remove difficulties and obstacles in order to speed up the implementation progress.

Concluding the meeting, Secretary of the Provincial Party Committee Ho Quoc Dung, Head of the Steering Committee for the elimination of temporary and dilapidated houses in the province, acknowledged and highly appreciated the results achieved in the elimination of temporary and dilapidated houses. He acknowledged that thanks to the drastic participation of the entire political system from the province to the grassroots level, along with the positive response of organizations, individuals, enterprises and people, the program has brought about high results, ensuring the set requirements. In addition, thanks to the synchronous and drastic participation of all levels and sectors, difficulties and problems related to land, budget, resource mobilization, material mines for construction, etc. have all been promptly and smoothly resolved.

“Recently, Prime Minister Pham Minh Chinh inspected the work of eliminating temporary and dilapidated houses in Binh Thanh commune (Tay Son district) and was very excited and highly appreciated, praising the province for its good and effective way of mobilizing resources to support households. The Prime Minister believes that Binh Dinh is a bright spot of the whole country in joining hands to eliminate temporary and dilapidated houses!”, emphasized comrade Ho Quoc Dung.

However, the Provincial Party Secretary assessed that there are still shortcomings and limitations that need to be overcome in the implementation of the elimination of temporary and dilapidated houses. That is the situation where some households still rely on and "outsource" the construction and repair of houses to the state, organizations and individuals. The propaganda, mobilization and resource mobilization work in some localities is not good; there are not many mobilized resources; the mobilization of working days, materials, and control of construction progress are not guaranteed... "Through this conference, localities need to promote good and effective practices, and at the same time overcome shortcomings and limitations to do better!", the Provincial Party Secretary suggested.

Regarding the key tasks and solutions in the coming time, the Provincial Party Secretary requested that from now until March 31, 2025, all localities must start building and repairing the remaining temporary and dilapidated houses. This must be considered a key and urgent task to show gratitude to families of meritorious people and fulfill their responsibilities to the people on the occasion of the 50th anniversary of the Liberation of Binh Dinh Province (March 31, 1975 - March 31, 2025). Conduct a review of all temporary and dilapidated houses to have a specific and detailed support plan; strive to complete the elimination of temporary and dilapidated houses in the entire province by May 31, 2025.

“Continue to do a good job of propaganda and mobilization of the masses, cadres and party members to understand the purpose and meaning of the program so that they can continue to join the province in eliminating temporary and dilapidated houses. Mobilize the community's cooperation and contribution in the spirit of everyone contributing what they have, some contributing money, some contributing labor, some contributing strength... The spirit is that no sector, organization or locality will stand aside. Continue to mobilize resources to support house construction,” the Provincial Party Secretary requested.
