(QBĐT) - In recent times, Quang Binh province has made efforts to implement many appropriate solutions and initiatives to effectively carry out administrative procedure reform (APR) and improve service quality for people and businesses.

Up to now, Quang Binh has 12 departments, branches and sectors under the Provincial People's Committee and 2 central agencies located in the locality that have implemented administrative procedures at the Provincial Public Administration Service Center (PPA), with a total of 1,128 administrative procedures.

According to Mr. Ho Van Thanh, Deputy Director of the Provincial Public Service Center, with the principle of "taking the satisfaction of organizations and individuals as a measure of the quality and effectiveness of service of cadres, civil servants and public employees (CB, CC, VC) working at the center", in the past time, the unit has thoroughly implemented the directive documents of the Central and the province on office culture, discipline and administrative discipline. In particular, emphasizing the attitude, style and responsibility of CB, CC, VC directly communicating with people and organizations when performing administrative procedures at the center.

In addition, the center arranges facilities and information technology (IT) equipment to ensure service for people and businesses to perform public services online; supports and guides first-time access to public services when submitting documents to promote and increase the rate of online document submission. The center digitizes 100% of administrative procedure results and types of documents and papers that need to be reused. The handling of administrative procedures by agencies and units at the center is regularly monitored; urges and reminds about the documents that are about to be due so that the results are returned to people and businesses on time as prescribed...

Ms. Tran Thuy Duyen, a specialized officer of the Provincial Public Service Center, shared: "Our task is to guide citizens through the initial procedures to carry out administrative procedures. In addition, we are always ready to support citizens who need to submit applications online and photocopy documents for free. The number of citizens coming to apply for criminal records is quite large, in order to shorten the transaction time, we have supported citizens in filling out declarations; handling VNeID accounts that have problems... Thanks to that, up to now, most citizens coming to transact at the Provincial Public Service Center are always satisfied with the reception and support".

In order to effectively implement the Index of serving people and businesses, the Provincial Economic Zone Management Board (EZMB) has determined to use people and businesses as a measure to evaluate the service quality of State administrative agencies. The unit regularly reviews cumbersome and complicated administrative procedures to promptly propose simplification solutions. Administrative procedures are regularly updated, transparent and clear.

Deputy Head of the Provincial Economic Zone Management Board Nguyen Quoc Khanh said: "The Provincial Economic Zone Management Board mainly works with investors to call for investment projects in industrial parks and economic zones. Implementing the province's policy, we always accompany investors in the process of implementing or researching projects. Specifically, we provide full information, professional support and remove legal obstacles for businesses and investors. Information on land use planning, projects... are all posted on the website, and fully provided to investors when they contact. In addition, we have made efforts to reduce 30% of the time to handle administrative procedures, so basic administrative procedures are handled on time and ahead of schedule, creating favorable conditions for businesses in transactions".

Since the beginning of 2025, the Provincial People's Committee has issued and directed the Provincial People's Committee Office to issue 194 documents directing agencies, units and localities in the area to effectively implement tasks and solutions for administrative procedure reform. Implementing the direction of the Provincial People's Committee, in the first quarter of 2025, departments, branches and sectors have reviewed and proposed to simplify 9 administrative procedures in legal documents under the authority of the Provincial People's Committee related to the investment sector. Discipline and administrative discipline in receiving and handling administrative procedures and providing public services have been enhanced; accountability in the process of handling administrative procedures has been enhanced.

With its efforts in administrative reform, Quang Binh province is currently ranked first in the country in implementing the People and Business Service Index from the beginning of 2025 to present (April 2, 2025), with 85.72/100 points, according to automatic assessment on the National Public Service Portal. This index consists of 5 groups of component indexes: Publicity, transparency; progress, settlement results; digitalization of records; provision of online public services; satisfaction level.

Departments, branches, sectors, and district-level People's Committees receive and fully and properly handle administrative procedures for people and businesses in the process of arranging and streamlining the organizational apparatus to ensure smoothness and no interruptions... Implementing administrative procedures in the electronic environment, the Provincial People's Committee strives to complete early the 2025 targets assigned in the Government's resolutions, in which it strives to: The rate of "full-process online" processing records out of the total number of administrative procedure records must reach at least 70%; the rate of online payment compared to administrative procedure records with fee and charge payment transactions must reach at least 70%.

To continue effectively implementing administrative procedure reform, the Provincial People's Committee requires departments, branches, sectors, and district-level People's Committees to focus on performing a number of key tasks, such as: Implementing on schedule and ensuring the quality of tasks assigned by the Provincial People's Committee; innovating the "One-stop" and "One-stop" mechanisms in handling administrative procedures needs to be effectively implemented; researching and applying the model of "Automatic counter receiving records through interactive Kiosk" according to Project 06; announcing and publicizing complete, accurate, and timely information on administrative procedures on the national database on administrative procedures; completing the digitization of records and results of administrative procedures...

Departments, branches, sectors and localities continue to review, reduce and simplify regulations, administrative procedures and decentralize the handling of administrative procedures; upgrade and complete technical infrastructure and invest in essential IT equipment to serve the implementation of administrative procedures in the electronic environment. Monitoring and evaluation of the quality of handling administrative procedures/providing online public services need to be promoted. At the same time, feedback and recommendations from people and businesses on difficulties, obstacles and shortcomings in the implementation of administrative procedures must be promptly received and handled...
