Ninh Thuan has only 2 projects that have not yet determined land prices in 2024
Of the 22 projects and works, Ninh Thuan has been determining land prices for 20 projects. The result of land use fee collection up to September 2024 is nearly 420 billion VND.

On May 17, 2024, the People's Committee of Ninh Thuan province issued Plan No. 2151 on specific land valuation in 2024 in the province. Accordingly, Ninh Thuan province has 22 projects with a total area of 1,137.83 hectares that must hire organizations with land valuation consulting functions to determine specific land prices; implementation time in 2024.
Including 3 BT capital recovery projects (11.4 ha); 7 urban and residential area projects (168.96 ha); 3 tourism projects (365.47 ha); 4 land lots auctioned for land use rights with annual land rent payment (3.3 ha); 5 other projects are works and projects (588.96 ha).
According to the Department of Natural Resources and Environment of Ninh Thuan province, after the Provincial People's Committee issued the plan, the department and related units organized the selection of consulting units to determine specific land prices for 22 projects.
As a result, as of September 25, 2024, 2 projects have had their land prices approved; 6 projects have submitted specific land price appraisals to the Land Price Appraisal Council; 12 projects are determining land prices and 2 projects have not determined land prices. The result of land use fee collection is 417.69 billion VND, reaching 66% of the plan.
A representative of the Department of Natural Resources and Environment of Ninh Thuan province said that the land price for two projects (both in Phan Rang - Thap Cham city) has been approved, including the land on both sides of N9 road, part of the residential planning of Bac Tran Phu, Phu Ha ward, approved on July 10, 2024; the Tan Hoi Residential Area Housing Construction Investment Project (first phase of land allocation), Thanh Hai commune, approved on July 31, 2024.
2 projects that have not yet determined land prices include the Dinh River Bank New Urban Area Project and the Land next to the Ninh Thuan Provincial Guest House.
Regarding the Dinh River Bank New Urban Area Project, a representative of the Department of Natural Resources and Environment said that they will hire a consulting unit to determine the specific land price of the project after the Ninh Thuan Provincial People's Committee issues a decision to allocate land to the investor to implement the project.
Meanwhile, the land plot next to the Ninh Thuan Provincial Guest House, the Provincial Land Fund Development Center is developing a plan for auctioning the lease of land use rights of the land plot to consult the Department of Natural Resources and Environment to submit to the Provincial People's Committee for consideration and approval. "After the auction plan is approved, the Provincial Land Fund Development Center will hire a consulting unit to determine the specific land price as the starting price for the auction of the lease of land use rights of the land plot according to regulations", said a representative of the Department of Natural Resources and Environment.
At a recent meeting to listen to reports on the implementation of land valuation plans, results of land use fee collection and the recent release of land resources, Mr. Le Huyen, Vice Chairman of Ninh Thuan Provincial People's Committee, requested the Department of Natural Resources and Environment to promptly advise on the issuance of regulations related to land valuation; to effectively select and sign contracts to hire consultants to determine land prices; to focus on reviewing implemented investment projects that collect land use fees to promptly urge collection and payment according to regulations...
At the same time, the Department of Finance coordinated with the Provincial People's Committee Office to study and organize online land valuation meetings to create favorable conditions for consulting units outside the province to continue cooperating with the province in the near future.
It is known that currently, the Land Price List of Ninh Thuan province for the period 2020-2024 is also being developed, adjusted and supplemented (the 3rd appraisal meeting was held on September 16, 2024).
According to Decision No. 142, dated March 7, 2024, Ninh Thuan strives to collect land use fees in 2024 in the province of 800 billion VND; of which the provincial budget balance reaches 632.5 billion VND, the district and city budget balance reaches 167.5 billion VND.
