Special mechanism for resettlement support for Ninh Thuan nuclear power project

(NLDO) – Ninh Thuan province is determined to hand over the site of an important national project this year, and at the same time has a special mechanism for compensation and resettlement.

On March 4, the People's Committee of Ninh Thuan province informed about the progress of preparations for the implementation of the nuclear power plant project in the area.

This is a particularly important national project. Prime Minister Pham Minh Chinh has directed Ninh Thuan to urgently implement site clearance and resettlement for both nuclear power plants to complete the handover of the project site to the investor in 2025.

To achieve the goal of striving to complete the investment and construction work before December 31, 2030, and at the latest before December 31, 2031 to celebrate the 100th anniversary of the founding of the Party and the 85th anniversary of the founding of the country, the Prime Minister requested the synchronous and drastic participation of the entire political system as well as the consensus and high determination of the people, especially the people in the project area.

Previously, to ensure implementation progress and optimize economic, environmental, and technical factors, at the 9th extraordinary session, the National Assembly passed Resolution No. 189/2025/QH15 in February 2025, stipulating a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project.

Including special mechanisms for compensation, support and resettlement when the State reclaims land at the highest level.

Currently, the People's Committee of Ninh Thuan province is urgently working with investors and ministries to continue reviewing and developing specific policies, proposing additional necessary contents to continue submitting to the Central Government to organize and implement the project smoothly, quickly and effectively.

Through the special mechanisms and policies issued, it shows the attention and determination of the Party and Government for the project, affirming that the nuclear power plant project is a strategic decision, demonstrating the strong will and determination of the entire political system from the central to local levels.

Ninh Thuan province will play an important role in implementing the nuclear power project, not only as the project implementation location but also as a leading locality in applying clean energy technologies.

"Following the Prime Minister's direction, Ninh Thuan province is committed to accompanying and creating favorable conditions for investors and construction units, with special support policies such as simplified administrative procedures, closely coordinating with central agencies to speed up project implementation progress. Up to now, Ninh Thuan province has had very specific plans and implementation roadmaps, assigned to each local department, in which special attention is paid to compensation, resettlement, and social security, helping the people of the province to trust and accompany in implementing the common goals of the country" - the document of Ninh Thuan Provincial People's Committee stated.

National Energy Security Strategy

Previously, on November 25, 2009, the National Assembly issued Resolution No. 41/2009/QH12 on the investment policy of the Ninh Thuan Nuclear Power Project, including 2 plants: Ninh Thuan 1 Nuclear Power Plant located in Phuoc Dinh Commune, Thuan Nam District and Ninh Thuan 2 Nuclear Power Plant located in Vinh Hai Commune, Ninh Hai District.

However, on November 22, 2016, the National Assembly issued Resolution No. 31/2016/QH14 deciding to stop implementing the investment policy for the Ninh Thuan Nuclear Power Project.

At the 8th Session, the 15th National Assembly recently issued Resolution No. 174/2024/QH15 on continuing to implement the investment policy of the Ninh Thuan Nuclear Power Project.
