Passenger transport vehicles with 8 seats or more, tractors, ambulances and rescue vehicles are required to install journey monitoring devices and driver image recording devices.
From January 1, 2025, Circular 71/2024 regulating the management, operation and use of journey monitoring equipment systems and driver image recording devices will take effect.
Previously, the management and operation of this system was under the responsibility of the Department of Roads, Ministry of Transport.
However, Circular 71/2024 clearly stipulates that the data management system of journey monitoring devices and driver image recording devices is managed, operated, used by the traffic police force and the operation of the system is regularly monitored and inspected.
In particular, Article 11 stipulates that automobile transport business units, owners of passenger cars with 8 seats or more (excluding the driver's seat) for transport business, tractors, ambulances and rescue vehicles must manage the vehicles, install journey monitoring devices, and devices to record images of drivers on the vehicles.
The management and installation of equipment must comply with national technical regulations on journey monitoring equipment and driver image recording equipment.
Transport business units are responsible for accurately, completely and continuously transmitting data to the Traffic Police Department's server.
At the same time, transport business units must ensure objectivity, accuracy and timeliness in providing data, must not modify or distort data transmitted to the Traffic Police Department's server; ensure data safety and security.
Warn the driver that the journey monitoring device, the driver image recording device is not transmitting data to the service server.
Systematically update and store data on vehicle journeys and driver images for a minimum of 1 year for data collected from journey monitoring devices and 3 months for data collected from driver image recording devices.
For service providers, the Circular also requires ensuring the provision of equipment that complies with national technical regulations on journey monitoring equipment and driver image recording equipment.
Ensure objectivity, accuracy and timeliness in providing data; do not modify or distort data transmitted to the Traffic Police Department's server; ensure safety and security of data of transport businesses and vehicle owners.
Warn transport businesses, vehicle owners, and drivers that the journey monitoring device and driver image recording device are not transmitting data to the service server.

For drivers of commercial transport vehicles, passenger vehicles with 8 seats or more (excluding the driver's seat), tractor-trailers, ambulances and rescue vehicles, they must be responsible for managing the journey monitoring device and the device that records the driver's image during the time assigned to drive.
Drivers must comply with driving time regulations and promptly notify the transport business unit and vehicle owner when the journey monitoring device or driver image recording device is not working or disconnected.
