Bright spots in site clearance work in Hai Lang district

Site clearance is an important step in the implementation of projects. This is also identified as a difficult and complicated task due to its direct impact on the interests of people and organizations. In recent times, Hai Lang district has focused and determinedly led, directed, and mobilized the entire political system from the district to the grassroots level in implementing site clearance for key projects, thereby creating high consensus among the people.

Returning to Tan Xuan Tho village, Hai Truong commune, Hai Lang district, we were surprised to see with our own eyes the well-built houses of households that strictly followed the land acquisition and clearance procedures to implement the Quang Tri Industrial Park (QTIP) project.

Excitedly inviting visitors to visit the newly built house with a budget of nearly 2 billion VND located right at the beginning of the spacious asphalt road leading to the village, Ms. Vo Thi Do shared: "My husband and I have worked hard all our lives to raise 7 children, and we never dared to dream of one day owning such a spacious and comfortable house.

When the policy of building Quang Tri Industrial Park was announced, my family voluntarily relocated early and was given favorable conditions to choose a convenient resettlement plot. With the compensation for land acquisition, my wife and I invested in building a spacious house. Last Tet, our children and grandchildren gathered together in a cozy atmosphere, fulfilling the dream of a lifetime of hard work.

Mr. Nguyen Huu Nam’s family is also one of the first households to dismantle their houses and move to a temporary residence to soon hand over the land to the investor to implement the project. Mr. Nam shared: “At first, when hearing about the project, many people in the village were very concerned and worried about moving to a new place, the small land area would affect production.

When the locality propagated and mobilized the policy of land acquisition and clearance to implement key projects, people agreed and accepted to lose some benefits for the common good, hoping that when the project comes into operation, it will create more job opportunities for local children.

The resettlement area of ​​Tan Xuan Tho village, Hai Truong commune had an investment decision in 2020 and was adjusted in 2022 to serve the construction of Quang Tri Industrial Park phase 1. With the efforts of the local government and the consensus of the people, up to now, 39/39 houses, 480/481 tombs and graves of all kinds have been relocated, and the site has been handed over to investors to implement the project.

In Hai Lang district, there are 4 key projects of the province including: Quang Tri Industrial Park (phase 1), My Thuy Port Area (phase 1), Quang Tri 500kV Transformer Station and Quang Tri - Vung Ang - Da Nang connecting line, Hai Lang LNG Power Center.

Ms. Nguyen Thi Quynh Trang, Senior Manager of the Office of the Board of Directors, Legal and Land Acquisition Department, Quang Tri Development Joint Venture Company Limited, said that phase 2 of the Quang Tri Industrial Park project has an area of ​​175 hectares, implemented from 2026 - 2029, phase 3 has an area of ​​208.38 hectares, implemented from 2029 - 2032.

According to the statistics and counting data when implementing the construction of the resettlement area serving the Southeast Quang Tri Economic Zone (phase 2), within the scope of the construction of Quang Tri Industrial Park phase 2, 3 and the resettlement area, there are about 80 affected households and eligible for resettlement separation, over 500 tombs must be relocated. In order for the project to be implemented on schedule, the company hopes to continue to receive support from relevant agencies, departments and branches to soon complete the site clearance work.

At the My Thuy Port construction site, more than 100 workers from the joint venture contractors FECON - Long Hai Joint Stock Company and 319 Corporation, along with modern machinery, are actively constructing the ground and building the wharves. The shape of the most modern port in the Central region is gradually taking shape.

Mr. Phan Thanh Sanh, a resident of My Thuy village, Hai An commune, shared that the people were very excited to witness the urgent construction atmosphere of the contractor. The biggest wish is that when the project comes into operation, the hometown will develop more, local children will have more jobs, and will not have to go far away to work as at present.

To effectively implement the driving projects, Hai Lang district established the District Steering Committee for Land Acquisition and Clearance headed by the District Party Committee Secretary, the District-level Propaganda and Mobilization Committee headed by the Standing Deputy Secretary of the District Party Committee, and at the same time directed each project and work according to decentralization to establish a propaganda and mobilization team with appropriate members.

Standing Deputy Secretary of Hai Lang District Party Committee Hoang Thi Phuong Nam said: “The district’s consistent viewpoint in implementing site clearance for key projects is to do the easy parts first, and gradually focus on solving the difficult parts. Site clearance teams propagate and mobilize people according to the motto “slow and steady wins the race”.

In order to promptly resolve difficulties and obstacles in site clearance and land acquisition, speed up the progress of handing over land to investors, the district organizes dialogues with people on the basis of democracy, frankness, openness, ensuring the legitimate rights and interests of the people. Promote the role and responsibility of the heads of government at all levels, coordinate with front organizations and unions to meet and exchange so that people understand the Party's policies and the State's policies when implementing key projects and works of the province.

From there, people agreed and complied with the general policy. In propaganda and mobilization work, we also flexibly applied methods. The ultimate goal is to make people aware that their sacrifices of their rights today are recognized by the province and district, and to make their homeland develop in the future, so that their descendants have job opportunities right on this land without having to go far to find work."

Experience in site clearance work in Hai Lang district shows that the active participation of the entire political system, close coordination between relevant levels, sectors and units, especially attention to propaganda and mobilization work for people in the project area is the "key" to open the "bottleneck", helping the site clearance work go smoothly, speeding up the progress of handing over the project site.
