Removing land clearance obstacles to speed up construction progress of Hung Vuong road project

After many years of sluggish construction, affecting the lives and production of the people, the Hung Vuong road project connecting the East-West Economic Corridor and the Southeast Quang Tri Economic Zone through Trieu Phong district has been restarted by changing the construction contractor. To ensure progress, the investor is actively coordinating with local authorities to focus on removing obstacles in the site clearance in order to complete the project by the end of the third quarter of this year.

Replace qualified contractors

The Hung Vuong road project connecting the East-West Economic Corridor and the Southeast Quang Tri Economic Zone under the Basic Infrastructure Project for Comprehensive Development of Nghe An, Ha Tinh, Quang Binh and Quang Tri Provinces (BIIG2) has a total length of nearly 4.2 km, including 2 routes: Hung Vuong road and the DH.48 branch route. The project is invested by the Department of Planning and Investment, entrusted to the Provincial Construction Investment Project Management Board (PMU) to implement.

According to the contract, the project was started by the joint venture of Asia Construction Investment Group Joint Stock Company HPP and Dong Do Group Joint Stock Company in November 2021 and completed in August 2023, after adjusting the contract completion time to May 30, 2024. However, over the years, the slow construction has caused significant impacts on the lives and production of local people. Due to the slow progress, the investor has stopped cooperating with this contractor to find a qualified replacement unit to speed up the progress according to the contract extension deadline until September 30, 2025.

Deputy Director of the Provincial Investment and Construction Project Management Board Vo Phong Luan said that this is an important project to strengthen inter-regional connectivity and expand the socio-economic development space of the province in general and Trieu Phong district in particular. Therefore, after many urging and warning documents but the project implementation progress has not progressed, we were forced to decide to terminate the contract with the consortium of contractors, A Dong HPP Construction Investment Group Joint Stock Company and Dong Do Group Joint Stock Company.

At the same time, urgently coordinate with relevant units to check and confirm the actual construction volume of the project to finalize the contract; review and adjust the construction drawing design and update the new bid package estimate to report to the Provincial People's Committee, request approval to form a new bid package to select a qualified contractor to replace and continue completing the project. Accordingly, the contractor consortium is Manh Linh Construction Company Limited, Thanh An Joint Stock Company and Quang Tri General Construction Joint Stock Company selected.

According to Mr. Luan, because the project must be completed by the end of the third quarter of 2025, there is not much time left for construction, forcing the investor, local authorities and contractors to make more efforts to focus on solving problems related to site clearance, mobilizing machinery and human resources to focus on constructing the remaining items of the project.

Determined to clear the remaining 200 m

According to information from the Project Management Board, Land Fund Development and Industrial Cluster of Trieu Phong District, the Hung Vuong Road project connecting the East-West Economic Corridor and the Southeast Quang Tri Economic Zone through Trieu Ai Commune has 457 households and individuals affected by land acquisition. Up to now, on the main route of Hung Vuong Road, support has been paid to 363/365 households, there are still 2 cases and on the branch route DH.48, there are 5 households that have not agreed to the compensation plans with a length of 200 m.

In particular, on the Hung Vuong main road, there is still an old tomb of Phuoc My village, Trieu Giang commune, which has been assessed by the professional agency and supported with compensation of over 127.2 million VND. However, during the mobilization process, the Phuoc My village clan has not agreed and requested additional financial support.

In addition, at the starting point of the route, the land acquisition process is facing difficulties because of a household's request to adjust the design so as not to affect the family's housing. For the DH.48 branch line, there are 5 cases that cannot be acquired because of unresolved requests regarding low compensation prices, requests to change the land use purpose of the remaining area after recovery from forest land to residential land, and some other requests in the issuance of land use right certificates for people.

Talking to reporters of Quang Tri Newspaper, Deputy Director of the Project Management Board, Land Fund Development and Industrial Cluster of Trieu Phong District Nguyen Van Viet informed that for the grave of Phuoc My village, Trieu Giang commune on the main Hung Vuong route, the unit is actively coordinating with the Provincial Investment and Construction Project Management Board to continue to propagate and mobilize the clan to agree on the plan and receive support money. For households at the beginning of the route, after the consulting unit checks and adjusts the plan, we will coordinate with the local government to work with the household to agree on the proposed adjustment plan.

As for the 5 cases that have not agreed to the land acquisition plans on the DH.48 branch line, we continue to request the locality to strengthen propaganda and mobilize households to agree to receive money and hand over the site. If any household does not agree, the unit will complete the documents, advise all levels to carry out construction protection and enforcement according to regulations to strive to complete the land acquisition in April 2025.

Urgent construction to complete Hung Vuong main route by the end of August 2025

Director of Manh Linh Construction Company Limited Truong Xuan Duc said that the unit is in charge of constructing Hung Vuong road with a length of about 2.1 km from the starting point at km 0+00 intersecting with the constructed Hung Vuong road and the ending point at km 2+150.6 intersecting with DT.579 route.

Identifying this as an important project of the province to soon put into use to serve the travel, communication and trading of the people, therefore, after winning the bid and restarting, the company is urgently gathering more than 100 vehicles, machines and 100 officers, engineers and workers at the construction site. These days, the unit is focusing on digging molds, lowering the height, filling the ground, casting pedestals, bridge decks, culverts...

“Our current difficulty is that there are still about 50m of unfinished land on the route and the weather often rains, so the construction has to be interrupted. When the weather is sunny, we divide the workers into 3 construction teams to complete the roadbed layer to deploy the gravel pouring, the cross-road culvert project, continue drilling the piles at Khe Su bridge, and construct the service road for people to temporarily pass through...

With the determination to complete the Hung Vuong main route by the end of August this year, we hope that the investor and local authorities will promptly resolve the problems to soon hand over the remaining site to the project contractor," Mr. Duc suggested.

Deputy Director of the Provincial Construction Investment Project Management Board Vo Phong Luan shared that, realizing the importance of the project as well as the people's desire to speed up the completion of the project, the unit is making efforts and urgently coordinating with departments, branches and localities to focus on removing obstacles to soon hand over the entire site to the construction unit.
