The third survey and information collection on the socio-economic situation of 53 ethnic minorities in 2024 in Lai Chau province (Survey of 53 ethnic minorities) was closely and effectively coordinated by the Provincial Ethnic Committee, departments, branches, local authorities at all levels and Ethnic Affairs Offices of districts.
Along with that, thanks to good propaganda work, the households selected for the survey basically understood the purpose and significance of the survey and enthusiastically provided information, creating favorable conditions for the surveyors to complete their tasks. Thereby, the most accurate and timely results were obtained so that policy-making agencies have a basis to continue advising the Provincial Party Committee, People's Council, and Provincial People's Committee to issue policies in the new period.
One of the important targets that Lai Chau province has achieved in implementing policies for ethnic minority areas is poverty reduction in general and poverty reduction in ethnic minority areas in particular.
Specifically, if in 2019 the whole province had 66 communes and 696 villages in the particularly difficult category, by 2024 this number will decrease to 54 communes and 557 villages. The lives of ethnic minorities have improved significantly, the poverty rate has decreased by an average of 3.93% per year, and the poverty rate in poor districts has decreased by 5.7% per year, exceeding the Resolution by 0.7% and 0.9% per year respectively.
By 2023, the whole province will have 25,426 poor households, accounting for 23.88% (of which ethnic minority poor households account for 28.2%). The average income of ethnic minorities by the end of 2023 is 18.36 million VND/person/year, an increase of 2.84 million VND/person/year compared to 2020.
One of the solutions to achieve this result is that from the data collected in the 2nd Survey of 53 Ethnic Minorities, in the period of 2019 - 2024, Lai Chau province has had appropriate and practical support policies to reduce the poverty rate and improve the quality of life for the people. In particular, training has been organized for 47,746 workers, reaching 107.05% of the plan; of which, 47,268 workers are ethnic minorities, accounting for 99% of the total number of people supported to learn a trade in the area.
From organizing vocational training and solving employment for rural workers, ethnic minority workers, has actively contributed to the work of hunger eradication and poverty reduction in the locality. Thanks to the fact that after training, over 80% of people have new jobs; or continue to do the old job but with higher productivity and income, in which college and intermediate level find new jobs after training reaches over 90%...
Mr. Tran Huu Chi, Head of the Ethnic Minorities Committee of Lai Chau province, said that through the recent investigation and information collection, there was a relatively complete and comprehensive "picture" of the socio-economic situation of ethnic minority areas in Lai Chau province.
“As an agency performing the advisory function, assisting the Provincial People's Committee in state management of ethnic affairs, we believe that the results from the recent investigation and information collection are very practical and have great significance for agencies in general and the Provincial Ethnic Committee in particular in advising the province on policies and guidelines on ethnic affairs in the coming time,” Mr. Chi emphasized.
Last November, Lai Chau province successfully organized the 4th Provincial Congress of Ethnic Minorities in 2024. It continued to affirm that ethnic work and implementation of ethnic policies in the past 5 years have achieved many important results; the material and spiritual life of ethnic minorities in the province has been constantly improved and enhanced; the appearance of ethnic minority and mountainous areas has been innovated, civilized and progressive; the ethnic policies of the Party and State have been implemented better and better; At the same time, the Congress also frankly acknowledged the shortcomings and limitations and drew lessons for the following years.
From the achieved results, the ethnic minority people of Lai Chau province are determined to strive and successfully carry out the tasks set out in the resolution letter of the Congress. In particular, there are important and specific targets such as: Average income of ethnic minorities reaches over 34 million VND/year; reducing the average poverty rate by 2-3%; striving for 70% of communes in ethnic minority areas to meet new rural standards; the rate of ethnic minorities in working age receiving vocational training suitable to their needs and conditions and having stable income reaches 58%, of which at least 50% are female workers; striving for 80% of ethnic minority farming households to engage in agricultural and forestry production; over 85% of communes and villages in ethnic minority areas to have sufficient infrastructure to meet the requirements of socio-economic development and people's lives; By 2030, localities will basically eliminate all backward customs, practices, and superstitious activities and effectively implement the contents of building a civilized lifestyle and new rural areas.
