First of all, we must mention the investment project to build a Trade Center and Office at 1A, 1C, 1D Lang Ha, Thanh Cong Ward (Ba Dinh - Hanoi) invested by Lang Ha Investment Joint Stock Company.

The project has a prime location at the intersection of Lang Ha - De La Thanh, located on the "golden land" of Ba Dinh district.

According to research, the investment project to build a Trade Center and Office was licensed and started construction in 2011 with a scale of 28 floors + 2 technical floors + 1 attic floor + 4 basements.

However, when the rough construction reached the 28th floor, the project had to stop and has been "shelved" for many years.

Speaking with Tien Phong reporter, the leader of Thanh Cong ward People's Committee said that the reason the project has been abandoned until now is because Ba Dinh district police requested the investor to stop construction to complete the design approval documents on fire prevention and fighting according to new standards.

Specifically, on July 8, 2021, Ba Dinh District Police issued a decision to suspend operations of the Trade Center and Office project at 1A, 1C, 1D Lang Ha; on July 12, 2021, Ba Dinh District Police continued to issue a document urging the implementation of the decision to suspend operations, requiring Lang Ha Investment Joint Stock Company to strictly comply with the decision to suspend operations to overcome existing problems in fire prevention and fighting.

It is known that to qualify for fire safety approval according to new standards, the project must replace all exterior glass with fire-resistant tempered glass, with an estimated cost of about 200 billion VND.

Next is the Apex Tower project on land plot HH3, Me Tri Ha Urban Area, Nam Tu Liem District (Hanoi) invested by Cavico Vietnam Building Joint Stock Company and Housing Renovation and Development Joint Stock Company with a total investment of about 15 million USD.

According to records, the land around Apex Tower is still surrounded by corrugated iron, the project campus has become a car parking area.

Apex Tower was expected to be a commercial center providing offices, apartments... with modern amenities, creating an architectural highlight at the western gateway of Hanoi, contributing to beautifying the landscape of the new urban area. However, up to now, the project is still "shelved", with no known date for completion.

According to research, the reason the tower cannot be put into use yet is because during the construction process, the project's design was changed, so construction was temporarily suspended and legal documents were supplemented according to regulations.

Located opposite the Apex Tower building, the Vicem Operations and Trading Center project with an investment capital of more than 2,700 billion VND has been left untouched in the Cau Giay New Urban Area (Hanoi) for decades.

The project started construction in May 2011 with a scale of 31 floors above ground, 4 basements, total adjusted construction investment capital of about 2,743 billion VND.

The goal of Vicem’s investment in the trillion-dollar tower is to build the headquarters of the corporation, its member units, a conference hall, and a commercial center to promote its products. However, after completing the rough construction of the tower in August 2015, Vicem suddenly left it abandoned and wasted.

According to the report, Vicem repeatedly requested the Ministry of Construction to allow it to develop a plan and find a partner to transfer the tower to recover its investment capital. In 2017, the Prime Minister approved the policy for Vicem to transfer the project.

However, the project transfer failed due to some problems in the investment implementation process.

Responding to Tien Phong in July 2024, a Vicem representative, after many years of stopping the project, was approved by the Government to resume construction. The corporation is promoting licensing procedures and adjusting the project to continue construction. It is expected that the project will be put into operation by the end of 2025 or early 2026.
