Experts have proposed a series of solutions to promote green industrial development for the Southeast region.


Green industry - inevitable trend

Green Industry, or industrial development towards green growth, is understood as the process of developing industrial production without damaging the natural ecosystem or leaving negative consequences for human health. This industrial model focuses on integrating environmental and social factors into the operations of businesses as well as industries.

Green industry includes two core contents: Greening existing industries: Improving existing industries to increase production efficiency, optimize environmental performance and minimize risks to human health.

Building new green industries, developing a system of new industries such as renewable energy, waste management and recycling, environmentally friendly transportation, air pollution control and providing services related to monitoring, measuring, and analyzing environmental quality.

For many years, the Southeast region has been a locomotive and bright spot in economic growth, especially in the industrial sector. However, industrial development here still largely relies on the natural resource exploitation model. Industrialization towards the "brown economy", with low resource efficiency, increased waste and environmental pollution, and outdated production technology, has begun to show signs of "industrial aging".

This goes against the trend of the future, when sustainable development is becoming an urgent requirement, posing many challenges for the region's industry. Faced with this reality, the Southeast needs to shift to a sustainable development model, focusing on green industry.

In the context of increasingly complex climate change, green industry is the optimal solution towards sustainable development, not only for the Southeast region but also contributing to promoting sustainability for the whole country.

Many solutions to promote green industrial development in the Southeast region

According to experts, promoting green industrial development in the Southeast region requires many factors, among which, the most important thing to do is to raise awareness about green industrial development.

In particular, understanding the benefits of green industry, the role and importance of implementation will create a foundation for building specific action plans and projects to respond to climate change and promote green growth. Ministries, sectors and localities need to quickly review planning, integrate the National Strategy on Green Growth into socio-economic development plans, and develop specific roadmaps and scenarios for green industry.

In addition, the Southeast region needs to improve financial institutions for green technology innovation. One of the major challenges for green industry development is the lack of financial resources for technology innovation. The capital demand for this process is huge, so there needs to be flexible public finance policies and creative financial mechanisms.

Mobilizing capital cannot rely solely on the state budget but must encourage the participation of private capital sources through the public-private partnership (PPP) model, while taking advantage of support sources from international organizations. The state budget should prioritize investment in socio-economic infrastructure projects that are not capable of direct capital recovery or are difficult to socialize, while private resources are oriented to invest in commercial projects and green technology innovation.

Along with that, the Southeast region needs to develop green human resources, because human resources are the decisive factor for the success of green industry. Due to the high level of requirements in clean production, green industrial enterprises need human resources with specialized skills and high quality.

However, in reality, this human resource is still limited. Therefore, it is necessary to issue policies and education and training programs to build a green workforce with sufficient quantity, high qualifications and reasonable structure, meeting the development needs of green industrial enterprises.

Next, the Southeast region needs to harmonize the interests of businesses and the State. Green industry is a new field, requiring large investment capital to innovate technology and build infrastructure. In the early stages of implementation, the economic efficiency of these projects may be low and not bring high economic value.

Therefore, the State needs to increase financial support, especially for large projects with regional linkages. At the same time, it is necessary to develop preferential policies and risk-sharing mechanisms between enterprises and the State to encourage enterprises to participate in green industry development.

In particular, it is necessary to complete the planning and management of industrial park development towards green industry. In particular, the planning of economic zones, high-tech zones, industrial zones, and export processing zones needs to be implemented and adjusted in accordance with reality and green development orientation. The planning must ensure scientific nature, focusing on building smart urban areas, green urban areas with local cultural identity, becoming a driving force for sustainable development. The urban system needs to combine modernity and environmental friendliness, preserve traditional cultural values, ensure civilization and sustainability in development.

The Southeast region plays a key role in the socio-economic development of the whole country, being the economic driving force, leading industrial center, seaport, aviation and logistics with key localities such as Ho Chi Minh City, Binh Duong, Dong Nai, Ba Ria - Vung Tau...

This is also a vibrant economic region, with a complete transportation system with all 5 types of transportation, playing an essential connecting role in domestic and international trade. This region possesses a highly qualified and dynamic workforce, contributing about 32% of the country's GDP, handling 45% of the total volume of goods and more than 60% of the volume of containerized goods through the Vietnamese seaport system.
