Protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints is an important task that the Party Committee and people of the province regularly carry out. This activity takes place anywhere, at any time and at many levels. In particular, special attention is paid to enhancing the role and responsibility of each cadre and Party member; diversifying forms of propaganda, promptly transmitting official and positive information, eliminating bad, toxic and "junk" information, contributing to orienting public opinion and creating consensus in society.
In the context of increasingly deep international integration and the strong development of information technology and social networks, hostile and reactionary forces have increasingly linked up and colluded with political opportunists, trying to distort and deny the ideological foundation, with the intention of shaking people's awareness and belief in Marxism-Leninism, Ho Chi Minh's thought, the Party's leadership and the State's management; taking advantage of "democracy" and "human rights" issues, deepening our weaknesses, loopholes and lack of vigilance to distort and falsify the truth.
In that situation, the Provincial Party Committee has promptly directed to improve the quality of activities of the fighting forces; step up propaganda to protect the Party's ideological foundation, fight and refute propaganda and distortions of hostile forces. In particular, it highlights the exemplary role of leaders, especially at the grassroots level, proactively and exemplary in implementing the Party's guidelines and policies, the State's policies and laws. Many grassroots cadres, especially secretaries and village (hamlet, neighborhood) heads have proactively composed and edited news and propaganda articles on the Party's guidelines and policies, the State's policies and laws, and local activities to post on social networks and broadcast on local radio stations. Thanks to that, they have spread widely, helping people to be aware of protecting the achievements that the locality has achieved in socio-economic development.
Typically, Ha Long City has diversified its activities to fight to protect the Party's ideological foundation. It closely combines direct and indirect measures, between building and fighting; uses social networks to propagate and orient public opinion; proactively prevents, is vigilant, prevents, and fights, not allowing people to be influenced or influenced by unofficial information, bad, toxic, fabricated, and distorted information on the Internet and social networks. In September 2024, Ha Long was the first district-level locality in the country to organize a pilot conference to practice fighting, preventing, and handling bad and toxic information on the Internet and social networks. At the program, the Steering Committee (SC) of 35 cities practiced fighting, preventing, and handling bad and toxic information according to hypothetical situations; spreading positive information according to the motto "using beauty to eliminate ugliness". According to comrade Vu Thi Mai Anh, Deputy Secretary of the Ha Long City Party Committee, through the exercise, it has contributed to improving the leadership capacity of Party committees and Party organizations; the advisory role of the City Steering Committee 35; the ability to coordinate between forces in combating, preventing, and handling information against the Party, State, and regime on the Internet and social networks. The exercise scenarios aim to gradually concretize the coordination process between forces, improve leadership capacity, organize activities, and handle situations related to complex and sensitive cases of public concern; and new issues arising on the Internet and social networks to promptly resolve, preventing a media crisis.
Tien Yen district closely combines direct and indirect measures of struggle, between building and opposing; at the same time, establishes and uses social networking sites to propagate official viewpoints and guide public opinion. The district directs relevant agencies to guide people to strictly implement the regulations in the Code of Conduct on social networks. At the same time, proactively review and prevent the posting of false information, sensitive information, unverified information, attracting and inciting people to oppose; propaganda contrary to the Party's guidelines and policies, the State's policies and laws, aiming to divide the great national unity bloc.
The Provincial Party Committee's Propaganda Department, as a core, specialized agency, has proactively and promptly coordinated to advise the Standing Committee and the Provincial Party Committee to lead and direct the improvement of the quality of activities of reporters and propagandists at all levels; continued to promote the activities of the Steering Committee to protect the Party's ideological foundation, fight and refute erroneous and hostile viewpoints. At the same time, it has actively chaired and coordinated with the Department of Information and Communications and the Provincial Journalists Association to organize regular monthly press conferences and regular press information conferences. The content and form of press conferences and information are always innovative, focusing on interaction and dialogue by inviting leaders of departments, branches and localities to provide information on important issues and sensitive cases to gain experience. On that basis, the central and provincial news agencies and press closely follow the principles and purposes, perform well their functions and tasks, contribute to orienting public opinion, providing social criticism, and encouraging emulation movements to build Quang Ninh into an increasingly rich and civilized province. In August 2024, the Provincial Party Committee's Propaganda Department developed and issued Guidelines for piloting thematic activities to protect the Party's ideological foundation, combat and refute bad and toxic information, wrong and hostile viewpoints (thematic activities of Party cell 35). The model contributes to regularly fostering knowledge, equipping skills in identifying and responding, training political courage and sensitivity; enhancing the "resistance" and "immunity" of cadres and party members against plots, tricks and sabotage activities of hostile and reactionary forces in the new situation; Prevent and repel the degradation of political ideology, lifestyle ethics, and manifestations of "self-evolution" and "self-transformation" within the organization.
The synchronous implementation of tasks, the work of detecting, preventing and combating the plots and activities of "peaceful evolution" of hostile forces in the fields of ideology and culture, and protecting the ideological foundation of the Party in the province has been effective in recent times. According to the Provincial Party Committee's Propaganda Department, through the work of grasping the situation of ideological developments in the area, at affiliated agencies and units, most cadres, party members, union members, members of the armed forces, students and people trust and agree with the policies and laws of the Party and the State; there are no signs of political and ideological degradation, "self-evolution", "self-transformation", sabotage activities, posting news, articles and comments on cyberspace contrary to the Party's policies and guidelines, and the State's policies and laws.
With many flexible and creative solutions, Quang Ninh has been promoting its role in fighting against bad and toxic information; at the same time spreading positive information on cyberspace. Thereby contributing to strengthening people's trust and firmly protecting the Party's ideological foundation.
