According to the investor, in the past 4 years (2020 - 2023), the investor has completed, handed over and put into use 44 construction projects, including: 37 construction projects that have been audited and approved for final settlement, 3 projects that have submitted final settlement documents and 4 projects that have not submitted final settlement documents.
However, some projects have been completed and handed over for use. The Department of Finance has reviewed the final settlement of the construction project, but the compensation and site clearance sub-project items have been assigned by the Provincial People's Committee to the People's Committees of districts, towns and cities as investors. The final settlement of compensation and site clearance costs for completed projects has not been reviewed and approved in a timely manner, leading to the failure to approve the completion of the entire project.
Specifically: Tam Ky City People's Committee has not yet approved the final settlement of compensation and site clearance costs for 4 projects (Ky Phu 1 bridge, Ky Phu 2 bridge, the project of the road connecting Dien Bien Phu street to Da Nang - Quang Ngai expressway, developing a type 2 city in Quang Nam, Ha Tinh and Dak Lak - Tam Ky City Development Sub-project, developing a type 2 city in Quang Nam, Ha Tinh and Dak Lak - Quang Nam Province Component Sub-project, surplus capital, ADB loan capital).
The investor will continue to work with the locality to complete the settlement of compensation and site clearance costs for these projects in the third quarter of 2024.
Dai Loc District People's Committee has not yet approved the final settlement of compensation and site clearance costs for two projects: Upgrading and expanding DT609 route (sections Km17+610.84 - Km19+952.26 and Km37 - Km46+250, Dai Hong inner-city section Km13+600 - Km15+234 of the inner-city section and Quan Am bridge at Km20+250 since 2012, Ha Tan bridge) and Giao Thuy bridge - additional item.
The investor has worked with the People's Committee of Dai Loc district. The locality committed to completing compensation and site clearance for Ha Tan bridge before July 15, 2024 and finalizing compensation items for the project to upgrade and expand DT609 route and Giao Thuy bridge before December 31, 2024.
According to Mr. Huynh Xuan Son - Director of the Provincial Construction Investment Project Management Board, the Provincial People's Committee has also issued many documents directing localities to urgently review the settlement of compensation items. However, up to now, local sub-project investors have not yet implemented it. The unit cannot synthesize to submit for approval the settlement of the entire project.
