Policies to support improving livestock farming efficiency are specifically stipulated in Decree No. 106/2024/ND-CP recently issued by the Government.
The Decree stipulates a number of policies to support livestock development, including: production of animal feed from domestically produced raw materials, development of livestock product markets, support for relocation of livestock facilities; policies to support and encourage improvement of livestock efficiency, including: support for artificial insemination of buffaloes, cows, pigs, support for purchasing male breeders of buffaloes, cows, goats, sheep, pigs, and sika deer, support for purchasing parent chickens, ducks, and geese, and encouragement for livestock waste treatment.
Support domestic production and processing of raw materials for animal feed production
Decree stipulating policies to support production, processing, preservation and consumption of domestic raw materials for animal feed production.
The subjects eligible for support are organizations, individuals, cooperatives, cooperative unions, and enterprises with investment projects in production, processing, preservation, and consumption of domestic raw materials for animal feed production and on-farm animal husbandry as prescribed in Points a, b, and c, Clause 2, Article 21 of Decree No. 13/2020/ND-CP dated January 21, 2020 of the Government detailing the Law on Animal Husbandry.
Specifically, support organizations and individuals to build areas for growing raw materials for animal feed with investment costs for technical infrastructure, including: main roads in the fields, irrigation, drainage systems, electricity, and post-harvest product gathering areas. The investment support level does not exceed 50% of the total project implementation cost and does not exceed 5 billion VND/project.
In addition, support organizations and individuals with costs for purchasing materials and equipment for collecting, packaging, transporting, pre-processing, processing, and preserving industrial and agricultural by-products as animal feed ingredients for projects with a total designed production capacity of at least 100,000 tons/year. The investment support level shall not exceed 50% of the total project implementation cost and shall not exceed 1 billion VND/project.
Support organizations and individuals with funding to purchase equipment from abroad to produce single ingredients for domestic supplementary feed for projects with a minimum designed production capacity of 30 tons/year. The investment support level shall not exceed 50% of the total project implementation cost and shall not exceed 2 billion VND/project.
Support organizations and individuals with funding to purchase technology copyrights from abroad to produce single ingredients for domestic supplementary feed for projects with a minimum designed production capacity of 30 tons/year. The investment support level shall not exceed 50% of the total project implementation cost and shall not exceed 2 billion VND/project.
Support organizations and individuals with the cost of purchasing bulk feed storage tanks at medium and large scale livestock farms. The investment support level does not exceed 50% of the total project implementation cost and does not exceed 100 million VND/project.
Support organizations and individuals with the cost of purchasing plant varieties for animal feed for projects with a minimum land area of 10 hectares/project. The investment support level does not exceed 50% of the total project implementation cost and does not exceed 200 million VND/project.
Support the development of livestock product markets
The Decree stipulates support for organizations and individuals implementing projects to develop livestock product markets.
Specifically, investment support shall not exceed 50% of the total cost of building cold storage for preserving livestock and poultry meat products; the maximum support level shall not exceed VND 3 billion/cold storage.
Support not exceeding 30% of total cost for product brand promotion; maximum support level not exceeding 1 billion VND/project.
Support no more than 30% of total costs for training on building strategies to develop livestock product markets, maximum support level no more than 100 million VND/project.
To receive support, organizations and individuals implementing livestock product market development projects must meet the following conditions:
- Develop livestock product markets in accordance with local socio-economic development plans.
- Building and developing markets for livestock products with value chains from breeding - slaughtering - processing or breeding - slaughtering - processing - consumption.
- Investment projects are implemented in accordance with the provisions of law on investment and acceptance of results for the content of supporting the construction of cold storage for preserving livestock and poultry meat products.
- Have invoices and documents related to the cost items performed.
Support for moving livestock facilities out of areas where livestock farming is not allowed
Organizations and individuals with livestock facilities built and operating before the effective date of the Law on Livestock and operating in areas where livestock farming is not permitted will be supported to relocate to a new suitable location or stop operations and change their occupation.
Specifically, support for land allocation to build livestock facilities for displaced subjects: based on the Resolution of the Provincial People's Council on relocation support policy, provincial and regional planning approved by competent authorities, the Provincial and District People's Committees shall allocate land to build livestock facilities for displaced subjects according to the provisions of the law on land.
Support not exceeding 50% of the cost of purchasing construction equipment and livestock technology equipment according to the existing barn area of the livestock facility subject to relocation; the maximum support level is not more than 10 billion VND/facility.
Support up to 50% of the cost of moving pets to a new suitable location; maximum support level not exceeding 500 million VND/facility.
Support 100% of training costs to convert from animal husbandry to other occupations; maximum support level does not exceed 03 months of basic salary/person.
