As an advisory body assisting the Provincial People's Committee in performing its functions of state management in the fields of justice, for the past 41 years, the Department of Justice has actively and proactively implemented comprehensive, focused, and targeted tasks, especially in the areas of institutional building, monitoring the implementation of laws, and handling legal issues arising in leadership and management, thereby continuing to affirm its role and position as the "gatekeeper" of legal affairs.

On May 17, 1983, the People's Committee of Thanh Hoa province issued Decision No. 326/QD-UBTH establishing the judicial system in the province, and accordingly, the Thanh Hoa Department of Justice was officially established. Over time, the functions and tasks of the judicial sector have changed, been supplemented, and expanded, with many important and demanding responsibilities.

From the initial 6 assigned tasks at its inception, the Department of Justice now undertakes 36 tasks, including advising and assisting the Provincial People's Committee in performing its functions of state management in: lawmaking and enforcement; monitoring law enforcement; reviewing and handling legal documents; legal affairs; legal dissemination and education; grassroots mediation; civil registration; nationality; authentication; adoption; criminal records; state compensation; legal aid; lawyers; legal consulting; notarization; judicial expertise; auctioning of assets; commercial arbitration; receivers; commercial mediation; managing the enforcement of laws on handling administrative violations; and other judicial work as prescribed by law.

With the functions and tasks assigned to it, over the past 41 years, generations of officials and employees of the Department have united and strived to perform their duties well and achieved many results, contributing positively to the socio -economic development of the province. In particular, the Department has clearly demonstrated its role as a "gatekeeper" in the legal framework for issuing mechanisms and policies serving the socio-economic development of the province, ensuring their constitutionality, legality, and feasibility. Especially in recent years, the Department's advisory role has not only involved the application of legal principles but also includes researching and proposing solutions for complex and newly arising cases with legal obstacles, as requested by the Chairman of the Provincial People's Committee, or at the request of other departments, agencies, and chairmen of district-level People's Committees. In 2023 and the first four months of 2024 alone, the Department of Justice advised the Provincial People's Committee and the Chairman of the Provincial People's Committee on resolving over 300 cases, mainly focusing on investment, land, and land clearance. At the same time, it advised on the appraisal of administrative penalty dossiers related to land, minerals, investment, finance, and taxation.

The Department has also actively coordinated with various sectors and levels in the development, appraisal, and contribution of opinions to thousands of legal documents submitted to the Provincial People's Council and Provincial People's Committee for promulgation; assisted the Provincial People's Committee in contributing and summarizing the opinions of the people and various sectors and levels on the draft Constitution and many important laws of the National Assembly; not only advising on the development of institutional policies, the Department also advises the People's Committees at all levels to promptly and decisively resolve legal cases, disputes, and urgent and complex issues related to many areas of social life. In addition, the Department has proactively assisted the Provincial People's Committee in conducting self-inspections of legal documents immediately after promulgation to promptly detect conflicting, overlapping, or illegal regulations, and recommend handling them according to regulations, contributing to "purifying" flawed documents and ensuring the uniformity of the local legal document system.

Furthermore, the Department has effectively fulfilled its role as the standing agency of the Provincial Council for Coordination of Legal Dissemination and Education, serving as the coordinating body for implementation. The content of legal dissemination and education has been focused, targeted, and reached at the grassroots level, catering to all segments of the population. The Department has also effectively advised the Provincial People's Committee on state management in the field of judicial support services; contributing positively to judicial and administrative reform. Judicial support organizations operate more systematically; their capacity and professional qualifications have improved; and their offices and facilities have been invested in and equipped to be more modern. Administrative reform and the application of information technology have been implemented effectively. The process of socializing auxiliary judicial activities is being accelerated towards improving quality, better meeting the requirements of citizens and organizations, thereby contributing to strengthening the effectiveness of social management through law, and continuing to build the image of a friendly, people-oriented, and people-serving judicial sector.

Legal aid activities for the poor and policy beneficiaries have always been a priority for the Department of Justice, with guidance and implementation, especially mobile legal aid combined with legal education and dissemination for the people. Each year, the legal aid center organizes dozens of mobile legal aid sessions combined with legal education and dissemination for people in remote and disadvantaged areas, helping people access legal services and improve their legal awareness and understanding.

Continue to implement and propose the application of information technology in various areas of work, contributing to promoting the implementation of digital transformation in the province, with a high focus on digitizing civil registration books - which are the input data for the Population Database, and at the same time, effectively deploy and integrate software to serve the requirements of resolving administrative procedures for organizations and individuals.

With outstanding efforts over many years, the Thanh Hoa Department of Justice has become a leading unit in the Vietnamese justice sector, receiving many prestigious awards such as: the First-Class Labor Medal, a Certificate of Merit from the Prime Minister; and Certificates of Merit and Flags of Excellence from the Ministry of Justice and the Provincial People's Committee. The achievements in justice work over the past years have affirmed the continuous growth and development of the Thanh Hoa Department of Justice, earning the trust, recognition, and high praise of the Party Committee, government, and people of the province.

To meet the demands of the new era and continue to excel in its assigned tasks, the Department of Justice will continue to effectively fulfill its role as the "gatekeeper" of legal issues and remove institutional bottlenecks for the local political system to serve socio-economic development. This includes focusing on improving the quality of legal review and consultation on draft documents; strengthening the monitoring of law enforcement; prioritizing investment in resources and information technology infrastructure to meet the requirements of administrative procedures; and implementing the tasks assigned in the Prime Minister's Project 06 on the development of data applications on population, identification, and electronic authentication to serve national digital transformation.

Strengthening the effectiveness and efficiency of state management in the fields of notarization, lawyers, and asset auctions; focusing on specialized inspection and supervision, promptly and strictly handling violations, and proposing solutions to prevent and limit violations of the law in the fields of judicial support; enhancing the self-governance responsibility of socio-professional organizations in the fields of lawyers, notarization, and asset auctions.

Improving the quality of legal aid services, focusing on integrating legal aid into national target programs, and contributing to the effective implementation of social security policies in the province. Innovating and diversifying the content and forms of legal dissemination and education in a comprehensive, synchronized, focused, and targeted manner, in accordance with social needs and specific target groups, localities, and fields, with a focus on specific target groups; concentrating on disseminating new documents of the Party and State, closely following issues of public concern or those requiring public opinion guidance, and prominent issues; strengthening policy communication during the process of drafting legal documents to create social consensus; improving the effectiveness of legal education in schools; and strengthening the application of information technology and digital transformation in legal dissemination and education.
