As an advisory body to assist the Provincial People's Committee in performing the function of State management in the fields of judicial work, over the past 41 years, the Department of Justice has actively and proactively implemented synchronously, comprehensively, with a focus on key tasks, especially in the fields of institution building, monitoring law enforcement and handling legal issues arising in direction and administration, thereby continuing to affirm its role and position as a "gatekeeper" in legal matters.

On May 17, 1983, the People's Committee of Thanh Hoa province issued Decision No. 326/QD-UBTH to establish a judicial organization system in the province, accordingly the Thanh Hoa Department of Justice was officially established. Through each period, the functions and tasks of the judicial sector have changed, supplemented, and expanded with many important and heavy tasks.

From 6 tasks assigned at the beginning of its establishment, up to now, the Department of Justice has been assigned to perform 36 tasks, including advising and assisting the Provincial People's Committee in performing the State management function on: Law making and enforcement; monitoring law enforcement; inspection and handling of legal documents; legislation; dissemination and education of law; mediation at the grassroots level; civil status; nationality; authentication; adoption; judicial records; State compensation; legal aid; lawyers; legal consultants; notaries; judicial appraisal; property auction; commercial arbitration; administrator; commercial mediation; management of law enforcement on handling of administrative violations and other judicial work according to the provisions of law.

With the assigned functions and tasks, over the past 41 years, generations of cadres, civil servants and public employees of the Department have united and strived to perform their tasks well and achieved many results, contributing positively to the socio-economic development of the province. In particular, the Department has clearly demonstrated its role and position as a legal "gatekeeper" in promulgating mechanisms and policies to serve the socio-economic development of the province, ensuring constitutionality, legality and feasibility. Especially in recent years, the Department's consulting work is not only about applying the law but also always researching and proposing solutions to newly arising complicated cases with legal problems at the request of the Chairman of the Provincial People's Committee, or at the request of departments, branches, sectors and chairmen of district-level People's Committees. In 2023 and the first 4 months of 2024 alone, the Department of Justice advised the Provincial People's Committee and the Chairman of the Provincial People's Committee to resolve more than 300 cases, mainly focusing on the fields of investment, land, site clearance... At the same time, it advised on the appraisal of administrative sanction records for administrative sanction requests related to the fields of land, minerals, investment, finance, tax...

The Department has also actively coordinated with sectors and levels in developing, appraising and contributing opinions to thousands of legal documents to submit to the Provincial People's Council and Provincial People's Committee for promulgation; helped the Provincial People's Committee contribute and synthesize opinions of the People and sectors and levels into the draft Constitution and many important laws of the National Assembly; not only advising in building policies and institutions, the Department also advised the People's Committees at all levels to promptly and thoroughly resolve legal cases, disputes, urgent and complicated issues related to many areas of social life. In addition, the Department has proactively helped the Provincial People's Committee conduct self-inspection of legal documents immediately after promulgation to promptly detect contradictory, overlapping, illegal provisions, and propose handling according to regulations, contributing to "purifying" defective documents, ensuring the consistency of the system of legal documents in the locality.

In addition, the Department has promoted its role as the standing agency of the Provincial Council for Coordination of Legal Dissemination and Education, and the focal point for coordination. The content of legal dissemination and education has a focus, is aimed at the grassroots level and reaches all classes of people. The Department has also done a good job of advising the Provincial People's Committee on State management of the field of judicial assistance; actively contributing to judicial reform and administrative reform. Judicial assistance organizations operate more orderly; capacity and professional qualifications have been improved; working offices and facilities have been invested in and equipped. The implementation of administrative reform, application of information technology, etc. has been carried out effectively. The progress of socialization of judicial support activities has been promoted towards improving quality, meeting the requirements of citizens and organizations, thereby contributing to enhancing the effectiveness of social management by law, continuing to build the image of the judiciary as friendly, close to the people, and serving the people.

Legal aid activities for the poor and policy beneficiaries are always interested, directed and organized by the Department of Justice, especially mobile legal aid combined with propaganda and dissemination of law to the people. Every year, the legal aid center organizes dozens of mobile legal aid sessions combined with propaganda and dissemination of law to people in remote communes, helping people access legal services, improve their awareness and understanding of the law.

Continue to implement and propose the application of information technology in all areas of work, contributing to promoting the implementation of digital transformation in the province, focusing on digitizing household registration books - this is the input database for the Population Database, at the same time, well deploying software, connecting software to serve the requirements of handling administrative procedures of organizations and individuals.

With outstanding efforts, continuously for many years, Thanh Hoa Department of Justice has become the leading unit of the Vietnamese judicial sector, receiving many noble awards such as: First Class Labor Medal, Certificate of Merit from the Prime Minister; Certificate of Merit from the Ministry of Justice and the Provincial People's Committee, Flag of Excellent Emulation Unit. The achievements in judicial work in recent times have affirmed the continuous growth and maturity of Thanh Hoa Department of Justice, creating trust, recognition and high appreciation from the Party Committee, government and people in the province.

To meet the requirements of the new period, continue to successfully complete the assigned tasks, the Department of Justice will continue to perform well the role of "gatekeeper" on legal issues as well as remove institutional bottlenecks for the local political system to serve socio-economic development. In particular, focus on improving the quality of appraisal work, participating in commenting on draft documents. Strengthen the work of monitoring law enforcement; focus on investing resources and information technology infrastructure to meet the requirements of handling administrative procedures; deploy the tasks assigned in Project 06 of the Prime Minister on developing applications of population data, identification and electronic authentication to serve national digital transformation.

Strengthen the effectiveness and efficiency of State management in the fields of notarization, lawyers, and property auctions; focus on specialized inspection and examination work, promptly and strictly handle violations and propose solutions to prevent and limit violations of the law in the fields of judicial support; enhance the self-management responsibility of social and professional organizations in the fields of lawyers, notarization, and property auctions.

Improve the quality of legal aid services, focus on integrating legal aid into national target programs, contributing to the effective implementation of social security policies in the province. Innovate and diversify the content and forms of dissemination and education of law in a comprehensive, synchronous, focused and key manner, suitable to the needs of society and each target group, locality, and field, focusing on specific subjects; focus on disseminating new documents of the Party and State, closely following issues of public interest or needing to orient public opinion, and prominent issues; promote policy communication in the process of drafting legal documents to create social consensus; improve the effectiveness of legal education in schools; enhance the application of information technology and digital transformation in the work of dissemination and education of law.
