Identify more clearly corrupt acts in personnel work

Appointing officials without objectivity, for personal gain, and for personal purposes is still happening in many localities, agencies, and units.

To thoroughly resolve this negative situation, the Politburo recently issued Regulation No. 114-QD/TW on controlling power and preventing and combating corruption and negativity in personnel work.

One of the new contents clearly stated in Section 3, Article III is that the act of taking advantage of or abusing one's position and power will include incorporating personal intentions when performing stages of personnel work for the motive, purpose of profit or benefit to personnel in the process of performing personnel work.

The new point in this Regulation is supported by a large number of cadres, party members and people; they believe that, in order to clean up the cadre apparatus, it is necessary to strictly handle acts of profiteering in cadre work.

Impact on public confidence

It can be said that the situation of buying and selling positions and power has been mentioned for a long time, but somewhere still exists and has not been thoroughly resolved. During the 11th and 12th Congresses, our Party paid great attention to negative manifestations in personnel work. The 4th Central Conference of the 12th Party Congress considered the situation of "Manipulation in personnel work; buying and selling positions, power, positions, rotations, degrees, and crimes," "using assigned power to serve personal interests or allowing relatives and acquaintances to take advantage of their positions and powers for personal gain" as specific manifestations reflecting the degradation of political ideology, ethics, and lifestyle.

Commenting on this, sociologist Dr. Dang Vu Canh Linh, Director of the Institute of Youth Studies at the Vietnam Youth Academy, said that currently in many places, there are still cases of people working in personnel organization with impure motives, with private purposes and intentions, and for personal gain. They deliberately seek ways to subtly intervene in the process of selecting, promoting, and appointing officials according to scenarios they calculate to create interest groups, divide, and manipulate power.

According to Dr. Dang Vu Canh Linh, most cases are not just about personal gain but group benefits, the trade-off is not just about material things but also higher, labeled with many different values ​​such as gratitude, favor, borrowing, paying, exchanging, giving and receiving, etc. Those phenomena cause instability and major consequences for the public service in general, the development of each industry, field, and locality in particular.

Cadres are considered the most important link. If those who do cadre work are not impartial, transparent, comply with Party regulations, and respect the law, can we appoint leaders who are talented, dedicated, and dedicated to the country and serve the people well?

“If a leader is appointed based on the selfish and calculated behavior of his superiors, he will definitely be selfish, have to repay the person who helped and appointed him, and even always be under the control and direction of others. Mistakes in personnel work will not only create consequences for the quality of officials in the positions they hold, but more dangerously, will lead to the decline of public ethics, leading to a loss of trust among the people,” Dr. Dang Vu Canh Linh affirmed.

Agreeing with this assessment, Lawyer Ha Huy Tu, Director of the Center for Legal Advice for the Poor and Community Development under the Vietnam Lawyers Association, said that this is a sad and alarming reality, causing many dangerous consequences for the country and society. This consequence erodes people's trust in the work of mobilizing and appointing officials, limiting those who are truly talented, dedicated, and want to contribute a lot to the country and society, but because they are not in the right "clique", they are not appointed to positions where they can maximize their capacity and experience.

“If an agency or organization does not assign the right person to the right job, and only appoints officials in the “father’s son” or “grandfather’s grandson” style, that agency or organization will not have stability and sustainable development, and there will be internal “disorders” and conflicts,” Lawyer Ha Huy Tu affirmed.

Prevent, prevent early, from afar

Believing that our Party and State have very accurately determined that personnel work is the key of all keys, Lawyer Ha Huy Tu assessed that the Politburo's issuance of Regulation 114-QD/TW on controlling power and preventing and combating corruption and negativity in personnel work is very timely and suitable to the current situation.

Section 3, Article III of the Regulation clearly states that "incorporating personal intentions when carrying out stages of personnel work for the motive, purpose of profit or benefit to personnel in the process of carrying out personnel work" is extremely sophisticated and very serious. Regulation 114-QD/TW of the Politburo is a very important "gatekeeper barrier" to prevent and prevent these sophisticated violations early and from afar.

“These are highly preventive regulations not only for behaviors that are taking place in reality but also have a very important meaning in contributing to preventing and limiting negative events that may occur in the future.”

Dr. Dang Vu Canh Linh assessed that Regulation 114-QD/TW was researched and issued very promptly, closely following the work of building and rectifying the Party in the new period, including the work of organizing cadres. Compared with Regulation No. 205-QD/TW of the Politburo on controlling power in cadre work and combating the abuse of positions and power, Regulation 114-QD/TW has developed in terms of theory and practice, more clearly identifying acts of taking advantage of and abusing positions and powers in cadre work, some acts of covering up and assisting in the abuse of positions and power... pointing out more specifically the manifestations of corruption, abuse of positions and power, and more clearly defining the subjects and responsibilities of the parties involved in the work of organizing cadres.

“This is one of the most important bases for us to be able to make a more scientific and objective assessment of personnel work, the process of discovering, training, fostering, and appointing officials in the coming time,” Dr. Dang Vu Canh Linh emphasized.
