Where do people who don't go to college go?

A small number of these students are enrolled by their families in international universities or joint training programs between Vietnamese universities and foreign universities. Others go abroad to study for real, and some choose vocational training because they feel it is suitable for them.

The remaining large number are unable to attend university because they cannot afford the tuition fees. Many of them have talents and professional skills that, if properly trained, could become skilled workers and technicians capable of earning a living by their own labor. They can be classified as vulnerable people who need support from the authorities and the community to be able to carry out their plans to establish themselves and make a career.

Vocational training is considered to be of quality when it meets two criteria: the occupation being trained must be a real one that is in demand; the vocational training facility must be well-equipped and have a team of dedicated, expert teachers. The State, through its competent agencies, must proactively conduct serious research on prevailing occupational trends, thereby shaping vocational training accordingly.

Based on that formation, the State encourages vocational training institutions to regularly review training programs, thereby taking appropriate measures to reform the training system: amending operating programs according to new occupational requirements; closing programs that no longer have career prospects; building new programs corresponding to newly emerging occupations.

To stimulate vocational training institutions to quickly modernize their training systems, it is possible to consider establishing a vocational training funding fund and calling on vocational training institutions to develop innovation projects according to specific criteria and commit to using the funding to properly implement the approved projects. Criterion number 1 is: learning a trade to work, not just to know or to continue studying.

For vocational students, the State can, through the Social Policy Bank, provide loans with preferential interest rates and feasible repayment conditions so that students can cover their study costs and repay loans after graduation, and have jobs without great pressure.

A significant number of people who need vocational training live in rural and remote areas. It is undeniable that there are challenges for vocational training institutions, especially private vocational training institutions, when participating in exploiting this training market share: investment costs can be high due to having to locate training institutions in remote areas; the ability to pay of learners in rural and remote areas is weaker than that of learners in urban areas; the input quality of learners is low, so it is necessary to design specific programs and teaching methods to achieve output standards.

The State also needs to have special support policies so that vocational training institutions can boldly undertake the task of caring for these special learners. It is necessary to organize close links between training institutions and businesses so that learners are guaranteed stable employment after graduation.

For their part, apprentices must commit to working at the designated affiliated enterprise for a minimum period of time, called the service period, before being free to seek employment.
