The “Hai Duong Aspirations and Development” press award aims to honor authors whose press works are of high quality in terms of ideology, politics, culture, have attractive content and form, achieve high social efficiency, and make positive contributions to the construction and development of the province.
Article 1. Name
"Hai Duong aspiration and development" journalism award.
Article 2. Purpose and meaning
The "Hai Duong Aspirations and Development" Press Award (hereinafter referred to as the Press Award) aims to honor authors whose press works are of high quality in terms of ideology, politics, culture, have attractive content and form, achieve high social efficiency, and make positive contributions to the construction and development of the province.
Through the Press Awards, to select and award outstanding press works, achieving high quality in ideology, politics, and culture; having attractive content and form of expression, achieving high social efficiency; honestly and richly reflecting all aspects of social life, actively contributing to the cause of building and defending the Fatherland.
The press awards must contribute to encouraging and promoting the emulation movement of creative journalism among journalists throughout the province; discovering and nurturing journalistic talents in society; recognizing and honoring authors and groups of authors with outstanding journalistic works and collectives and individuals with many contributions to propaganda and promotion of Hai Duong's image.
Article 3. Subjects participating in the Press Award
1. Participants in the Press Award are Vietnamese citizens and foreigners living and working in Vietnam whose press works are published and broadcast in all types of press in and outside the province licensed by competent state agencies and in accordance with the Award Rules.
2. Authors whose works are submitted to the Award do not violate the regulations on professional ethics of Vietnamese journalists, the Press Law and other provisions of law.
Article 4. Criteria for judging and awarding prizes
1. General criteria
a) Journalistic works participating in the Award are works in Vietnamese (or ethnic languages, foreign languages translated into Vietnamese), published and broadcast on press types licensed by competent state agencies from December 1, 2021 to January 15, 2024. Each work must be a news (or a series of) articles about an event, phenomenon, issue, subject...; published in one or more installments but no more than 05 installments. For works published or broadcast in multiple installments, if the first installments are published and broadcast before December 1, 2021, they will be combined with the following installments (published from December 1, 2021 to January 15, 2024) to form a complete work participating in the Award.
Works that have won awards in other press competitions are still eligible to participate in the Press Awards, but must clearly state the award level and which agency organized the award.
b) The works participating in the Award must have content that ensures constructiveness, authenticity, accuracy, objectivity, and correct political ideology. The works must closely follow the theme "Hai Duong aspiration, development", deeply reflecting the following contents:
- Propagating and introducing the geographical location, potential, strengths, development strategy of Hai Duong province and the province's investment attraction mechanisms and policies; providing information on many aspects in all fields, contributing to promoting the image of Hai Duong so that the province can develop more and more, gradually realizing the aspirations of the Party Committee, government and people of Hai Duong province.
- Resolution of the 13th National Congress of the Party; Resolution of the National Assembly and the 5-year socio-economic development plan 2021-2025; Resolution of the Provincial People's Council on socio-economic development, national defense and security; Resolution No. 06-NQ/TU dated March 26, 2021 of the Provincial Party Executive Committee on Digital transformation for the period 2021-2025, with a vision to 2030 to create consensus among people and businesses in implementing policies and laws; perform the function of social supervision and criticism of activities at all levels, sectors and localities in the city; vividly reflect all aspects of socio-economic life, activities of the provincial political system, encourage all classes of people to strive to compete in labor production, work and study to ensure the successful completion of the province's socio-economic programs.
c) The works considered for the Award must be free of copyright disputes from the time of publication.
d) Works not considered:
- A series of articles compiled from independent articles by individual authors at different times of publication, without a series name.
- Works awaiting evaluation and conclusion from competent authorities.
2. Specific criteria for each type of journalism
a) Printed newspaper
Each work is an article or a series of articles (no more than 05 issues) by the same author or group of authors with the same name, about the same event, same topic.
b) Electronic newspaper
The works participating in the Award must be original works, created specifically for electronic newspapers; works taken from printed newspapers will not be considered; and must demonstrate the characteristics of electronic newspapers, including multimedia products. Each work is an article or a series of articles (no more than 05 issues) in the form of text, audio, image or multimedia information by the same author or group of authors with the same name, about the same event, the same topic.
c) Radio news
- Each work must be one or a series of reports, memoirs (no more than 05 episodes), one or a series of radio programs (no more than 05 episodes) on a topic, event broadcast in one episode or many episodes.
- The work must have clear sound, character voices, sounds, and music of guaranteed quality.
d) Television
- Each work must be one or a series of reports (no more than 05 episodes), one or a series of television programs (no more than 05 programs) on a topic or event.
- The work must demonstrate the characteristics of visual journalism, which is moving images. The image and sound techniques must meet quality and attractiveness requirements.
Article 6. Structure, value of awards and forms of rewards
1. Prize structure
The award is given to outstanding press works in one of the press categories (print, radio, television, electronic newspapers) with the award structure including: 01 Special Prize, 02 A prizes, 03 B prizes, 05 C prizes and 10 consolation prizes. The awarding of the above types of prizes depends on the actual quality of the works submitted for the award, not necessarily awarding all types of prizes.
2. Prize value
- Special prize: 30,000,000 VND/prize;
- Prize A: 20,000,000 VND/prize;
- Second Prize: 15,000,000 VND/prize;
- Third Prize: 7,000,000 VND/prize;
- Consolation Prize: 3,000,000 VND/prize.
Article 7. Tournament Organizing Committee
1. Coordinate with relevant units to organize, disseminate and guide the implementation of the Competition Rules to relevant units and individuals.
2. Responsible for the facilities serving the working process of the Judging Committee.
3. Coordinate with relevant units to legally mobilize funding from organizations and individuals to support the process of reviewing award-winning works, launching conferences and awarding prizes. Organize and manage funding sources according to current financial management regulations.
4. Coordinate with relevant agencies and units to launch, summarize, announce and award prizes.
Article 8. Jury
1. The Jury is selected and established by the Organizing Committee, including journalists, managers in the field of propaganda and related fields of the Central and local levels; a number of officials and specialists from departments, branches, sectors and unions of the province with work experience, professional qualifications and skills meeting job requirements.
2. Assisting the Judges is a Secretariat established by decision of the Head of the Organizing Committee.
3. The Jury shall, based on the Judging Regulations issued by the Organizing Committee, comply with the requirements of the award and the Press Law.
Article 9. Judging, announcement and awarding process
1. Judging process
- Published and broadcast press works submitted to the Award according to regulations will be reviewed and evaluated by the Judging Committee to select press works that meet the award criteria.
- The Judging Committee and the Organizing Committee will meet, evaluate, appraise, and select the best works to propose to the Organizing Committee for awards.
2. Organization of announcement and award ceremony
The summary and award ceremony of the "Hai Duong Aspiration and Development" Press Award is expected in early 2024.
Article 10. Procedures for participating in the Tournament
1. About the author
Registration form for the tournament (According to the form in the attached Appendix).
2. About the work
a) Works participating in the award must clearly state: Name of work, type of journalism, genre of journalism; real name and pen name of the author, address and contact phone number; which press agency the work was published or broadcast on; duration of the work; time the work was published.
- For printed and electronic newspaper works: Must be original or photocopied or copied from printed and electronic newspapers but must be clean, clear and beautiful; if the work has small or odd connections, the connection must be cut and pasted on A4 or A3 white paper and the connection must be clearly numbered. Soft copy and electronic works must include the posting link.
- For audio and visual works: Send a USB or hard drive with audio or video recordings or a link to the work and attach a draft script, text, and commentary on A4 paper. Audio and visual files must clearly show information about the author, name of the press agency, and broadcast date; The work must have high resolution, ensuring image and sound quality.
b) Works that do not meet the above regulations will be considered illegal (disqualified). The Organizing Committee will not return these illegal works or storage devices.
* Note : Audio press works are in MP3 file format; visual press works are in MP4 or MXF file format; If the work uses a foreign language or the language of a Vietnamese ethnic minority, the author must send an additional translation or narration into Vietnamese.
3. Time and address for receiving works
- Time: Contest entries can be submitted directly or sent by post to the Department of Information and Communications. Time for receiving entries: From the date of announcement of the Plan and Rules of the "Hai Duong Aspiration and Development" Press Award to 4:30 p.m. on January 15, 2024 ( according to the postmark ).

For applications sent by post, clearly write on the envelope: Application for the "Hai Duong Aspirational and Development" Press Award. The Organizing Committee is not responsible for any damage, loss or delay in submitting the work to the Award.
Article 1 1. Use of contest entries
1. Winning works and entries will not be returned to their authors. The Organizing Committee, the Department of Information and Communications have the full right to use the entries in publishing and distributing publications and documents for propaganda purposes.
2. The author is fully responsible for the copyright and authenticity of information related to himself, the work; the time and place of posting and using the work.
Article 12. Handling of complaints, denunciations and violations
1. During the award review period and no later than 30 days after the award ceremony, organizations and individuals have the right to complain about the results of the review and awarding and violations of regulations, order and procedures for review and awarding. The complaint must clearly state the full name, address and reason for the complaint and be sent to the Standing Body of the Award.
The Standing Committee of the Tournament is responsible for reviewing and responding to complaints, reporting the resolution of complaints to the Tournament Organizing Committee. Applications without names, unclear addresses, or impersonation or anonymity will not be considered.
2. The Organizing Committee of the Award is not responsible for any copyright and related rights disputes. If the winning work is later found to violate the Law on Intellectual Property, the Law on Press, relevant State regulations and these Rules, the Organizing Committee of the Award will revoke the prize money and Certificate, notify the competent authority to resolve in accordance with current law.
The Organizing Committee of the "Hai Duong Aspirational and Developing" Press Award requests that information and press agencies and propaganda agencies widely disseminate the Rules to journalists, members of the Vietnam Journalists Association, collaborators and informants to understand the content of the Award, contributing to the success of the Press Award.
