In 2011, when the whole country was on the National Day holiday on September 2nd, General Secretary Nguyen Phu Trong spent 2 days visiting the ethnic people in the mountainous border district of Muong Lat (Thanh Hoa). This is one of the most difficult districts in the country. The visit left a great source of motivation and inspiration for the people in the mountainous and border areas of Thanh Hoa.

Remembering a close, sincere leader
"I was honored to represent the leaders and people of Muong Lat district to present flowers to the General Secretary during his visit to the border area. I have carefully kept that photo and consider it a priceless memory. Muong Lat is a harsh land, at that time flowers could not be grown, so the bouquet of flowers presented to the General Secretary was brought from Thanh Hoa city. During the visit to Muong Lat that year, comrade Luong Minh Thong, Secretary of the District Party Committee; Nguyen Van Hieu, Deputy Secretary of the District Party Committee and I... were honored to accompany the working delegation of General Secretary Nguyen Phu Trong to visit and work," said Mr. Luong Van Buong, former Chairman of the People's Committee of Muong Lat district.
Mr. Buong recalled: "That time when he returned to Muong Lat, General Secretary Nguyen Phu Trong stayed for two days. The General Secretary spent a lot of time going to the field, visiting and talking intimately with the Mong people in Kham I village (Trung Ly commune), the Thai people in Sang village (Quang Chieu commune) and learning about the actual situation in Muong Chanh commune (the most remote border commune of Thanh Hoa province). In every place the General Secretary visited, from children to the elderly, they all remembered the profound words and gestures filled with warm and close feelings of the highest leader of the Party with the people."

When arriving at Muong Chanh, the General Secretary requested Thanh Hoa province to select and focus on directing the construction of this locality into a new rural model commune in the highland border area, from there, expanding to other communes.
"I clearly remember that time Uncle Trong told the leaders and people here: If the commune completes the new rural area, I will come back to visit Muong Chanh," said Mr. Buong.
According to the roadmap, by 2025, Muong Chanh will meet new rural standards. Unfortunately, on that happy day, the people here will no longer be able to welcome the General Secretary to visit.
The deep feelings, simplicity, sincerity and advice of General Secretary Nguyen Phu Trong have penetrated deeply into the hearts of the people here. From the elderly, young people to children, everyone feels the special attention of the Party and State and they are ready to turn the teachings of the General Secretary into concrete actions, contributing to the construction of Muong Lat homeland.
"I still remember the General Secretary's encouragement that we do not expect Muong Lat to get rich, but must first maintain the border area, and the Central and the province will join hands to support economic development. Regarding national defense and security in border areas, the General Secretary requested local authorities and people to always raise their vigilance and actively participate in border security protection activities. The General Secretary also emphasized the need to preserve and promote national cultural identity, considering it an important factor in sustainable development," the former Chairman of the Muong Lat District People's Committee recounted.

Realizing the General Secretary's advice
Mr. Buong said that a very important issue that also made the General Secretary very concerned was that the people here were poor and had to work hard, but the prices were high, so the lives of cadres, civil servants, and public employees were still very lacking. The General Secretary asked the district and provincial leaders to find ways to bring the regime back to this class to ease the difficulties; from there, they could attract talented people.
Immediately after the General Secretary's direction, the Standing Committee of Muong Lat District Party Committee met to discuss this issue. I myself proposed to make a report, collect opinions from the communes, and then submit it to the Provincial People's Committee. With the agreement of the provincial leaders, I and the Vice Chairman of the District People's Committee drove to Hanoi to meet with the leaders of the Ministry of Home Affairs to ask for preferential policies for cadres, civil servants, and public employees... working in areas with particularly difficult socio-economic conditions, and a few years later, that policy was implemented.
After the General Secretary's visit and work, a Steering Committee was established and assigned specialized cadres in many fields, regularly staying close to the villages and people to guide and work with the people of Muong Lat district to develop the economy. At the same time, capable cadres were also arranged in key positions in communes such as: Party Secretary, Chairman of the Commune People's Committee, to develop local movements more and more.
Returning to the story of Muong Chanh, implementing the direction of the General Secretary, over the past years, with the attention of the Central Government and the province, Muong Lat district has focused on capital and invested in many important projects, from electricity, roads, schools, stations; along with the joint efforts of the people of Muong Chanh commune, who have contributed human and financial resources to the construction of new rural areas. Currently, Muong Chanh is focusing on completing the remaining criteria and striving to become the first border commune of Muong Lat district to "reach the finish line" of new rural areas by 2025.
