On June 22, according to the reporter of Giao thong Newspaper, on some roads where sidewalk fees were collected in District 1, the business situation became orderly and stable. People sat properly behind the white lines, no longer encroaching like before.
Ms. Lam Thi Xuyen, who has been selling fruit on Phan Chu Trinh Street, Ben Thanh Ward for more than 40 years, smiled and said: "I'm very happy, this is a great policy of the city. Small traders like me are very secure. The fee is reasonable, and I feel comfortable and don't have to worry about being chased away like before. Before the fee was collected, we sat on the sidewalk, not daring to go anywhere, waiting for the city's forces to run, but now we sit and sell all day, and don't worry about falling asleep."
According to Ms. Xuyen, she was once fined 2.5 million by the ward's urban order team for doing business encroaching on the sidewalk and road. Paying a fee of 200,000 VND/month is very reasonable and creates a comfortable mentality for people to do business with peace of mind.

Sharing the same joy, a person selling orange juice on the sidewalk of Phan Boi Chau Street, Ben Thanh Ward shared: "I have been selling here for more than 30 years. I pay 870,000 VND for 3 months for 3m2, this amount is reasonable and I no longer have to worry about running like before."
Despite collecting fees, the ward's public order team still regularly checks for safety and order on the sidewalks. Mr. Kieu Van Den, the Urban Order Management Team of Ben Thanh Ward, District 1, said that the ward is piloting 3 routes: Phan Boi Chau, Phan Chu Trinh, and Le Thanh Ton. Phan Boi Chau Street has 30 registered households, Phan Chu Trinh has 11 cases.
All three routes have a toll fee of 100,000 VND/m2. There are 3 payment options (3 months, 6 months, 1 year) depending on the conditions of the people. Currently, the ward is piloting 3 routes, after they are stable, they will continue to deploy more routes.

According to Mr. Den, when Decision 32/2023/QD-UBND on the management and temporary use of part of the roadway and sidewalk in Ho Chi Minh City was issued, the urban management team of the ward had to work hard to propagate, mobilize and guide the people.
After a week of deployment, the ward resolutely handled violations to restore order to the sidewalks. On toll roads, people strictly followed the rules, creating an urban beauty and ensuring social security for the people. When people saw the benefits and voluntarily registered with the ward People's Committee.

Mr. Duong Thanh Binh, Deputy Head of the Urban Management Department of District 1, said that as of June 19, District 1 had 110 cases that had paid fees to temporarily use a part of the sidewalk in 10 wards. On average, there were 13 cases registering to use the sidewalk each day, of which Ben Thanh Ward had the highest number of registrations with 142 cases, and Le Thanh Ton Street had 84 cases. The total amount of sidewalk usage fees collected was VND473,022,000.
Currently, District 1 has 52 streets with sidewalks 3m or wider that people can temporarily use for business with a fee; 12 streets have paid parking. After the pilot period, the district will evaluate the results, review, and report to the City People's Committee for implementation throughout the district.

According to Mr. Binh, from the statistical data, the Urban Management Department found that people supported paying the fee and voluntarily registered. People were more proactive in arranging tables, chairs, models, and business plans on the sidewalk.
In addition, registering via the app helps to make it transparent and convenient. At the same time, people can also register quickly and conveniently without having to travel.
Similarly, representatives of District 3 and District 10 said they have also compiled a list of roads eligible for sidewalk fee collection. These districts have also organized propaganda and collected public opinions on temporary sidewalk and roadway fee collection. District 3 plans to deploy this to households registered to collect sidewalk fees in June. District 10 has compiled a list of 28 roads with sidewalk fee collection with sidewalk width of 3m or more; District 12 is piloting 15 roads; District 5 has 66 roads collecting sidewalk business fees.
District 1 People's Committee is piloting 11 streets for temporary sidewalk rental. The 11 streets are eligible to be used as business and trading locations in District 1, including: Hoang Sa Street (Tan Dinh Ward), Mac Dinh Chi Street (Da Kao Ward), Hai Trieu Street and Chu Manh Trinh Street (Ben Nghe Ward), Le Thanh Ton Street, Phan Boi Chau Street and Phan Chu Trinh Street (Ben Thanh Ward), Ham Nghi Street (Nguyen Thai Binh Ward), Tran Hung Dao Street (Pham Ngu Lao, Nguyen Cu Trinh, Cau Ong Lanh, Cau Kho Wards), Co Bac Street (Cau Ong Lanh Ward), Vo Van Kiet Street (Co Giang Ward).
