Specifically: Revenue from the central state-owned enterprise sector reached 34% (Saigon - Ninh Thuan Beer Company paid 104.9 billion VND); revenue from the local state-owned enterprise sector reached 38.8% (Binh Thuan Petroleum Company paid 4.4 billion VND, Ninh Thuan Water Supply Joint Stock Company paid 2.2 billion VND); revenue from the foreign-invested enterprise sector reached 35.6%, mainly from companies in the energy sector, making 27.7 billion VND; revenue from the non-state-owned enterprise sector reached 32.7% of the estimate, making 47.3 billion VND... In addition, the province's economy in the first 4 months of 2024 continued to remain stable, many enterprises stabilized production and business activities right after the Tet holiday; The bustling and high growth of trade and service activities are favorable factors for generating revenue and budget contributions; revenue from wind power and solar power projects continues to make important contributions, accounting for a large proportion of the total state budget revenue in the province.

According to comrade Nguyen Van Dung, in order to complete the budget revenue estimate for the second quarter, moving towards completing the 2024 budget estimate, the Provincial Tax Department continues to closely follow the direction and administration of the Government, the Ministry of Finance and the Provincial Party Committee, the Provincial People's Committee to focus on implementing tax collection management measures. Strengthen inspection and close review of tax declarations, receive arising problems during the implementation process. Deploy support solutions, promptly remove difficulties and problems for taxpayers; regularly grasp the production, business and tax payment situation of enterprises in the area and advise the Provincial People's Committee to work with enterprises to promptly encourage units to increase production capacity, business revenue as well as fulfill their obligations to pay the State budget.
Along with that, the Tax Department continues to strengthen the management of personal income tax, especially in preventing and strictly handling enterprises that commit fraud, take advantage of personal information to declare and calculate salary and wage expenses for the purpose of tax evasion, reducing tax obligations to the State budget according to the direction of the General Department of Taxation; continue to guide and support tax settlement to submit settlement dossiers, focus on immediately processing tax settlement dossiers in 2023 into the tax management application to better serve the work of risk analysis, selection of subjects and contents of inspection and examination. At the same time, focus on implementing the inspection and examination plan for 2024; Strengthen the supervision of monthly and quarterly tax declarations to detect, handle and collect arrears, and urge timely payment to the State budget, focusing on reviewing and strictly managing high-risk enterprises, growth, e-commerce, capital transfer, project transfer, enterprises with signs of risks in printing, issuing, using, and trading illegal invoices... Continue to effectively implement tax management for gold and silver, precious stones trading activities, especially the trading of raw gold and gold bars under the direction of the General Department of Taxation.
Strictly control tax refund work, ensure 100% of tax refund applications are submitted electronically; review and process tax refunds to offset outstanding tax amounts, focusing on refunding excess payments and value-added tax for projects expected to be completed in 2024, resolving the right subjects, following the prescribed procedures; strengthen inspection and examination after tax refunds to promptly detect the use of illegal invoices for profiteering and appropriation of state budget funds. Establish an interdisciplinary working group to urge and inspect the implementation of electronic invoices after each sale for gasoline and oil businesses in the province; direct competent authorities to consider handling gasoline and oil businesses that do not comply with legal regulations on electronic invoices, including requesting the suspension of business operations and revoking licenses and certificates of eligibility for gasoline and oil business according to the Government's direction in Resolution No. 28/NQ-CP.
Continue to coordinate with the Market Management, Economic Police, Department of Finance and relevant agencies to strengthen inspection and control against fraud in the use of invoices and documents for goods circulating on the market, use of illegal invoices to evade taxes, fight smuggling...; prevent revenue loss in real estate transfer activities, petroleum business activities; more effectively manage e-commerce activities, internet business, gold business, buying and selling goods using lists...
