Before starting the working session, the General Secretary, President and delegates observed a minute of silence in memory of the late General Secretary Nguyen Phu Trong.
On behalf of the Party Committee of the Ministry of Foreign Affairs, comrade Bui Thanh Son expressed his honor and warm welcome to General Secretary, President To Lam and other leaders who came to work on the occasion of the 79th anniversary of the establishment of the sector, showing deep concern and great encouragement for the entire diplomatic sector.
Deputy Prime Minister and Minister Bui Thanh Son said that since the beginning of the 13th National Congress term, under the leadership of the Party, directly and regularly led by the Politburo, the Secretariat and other Party and State leaders, foreign affairs work has been implemented synchronously, creatively, effectively and flexibly and achieved many outstanding results, including historic results, making important contributions to the country's overall achievements.
Foreign affairs in general and the diplomatic sector in particular have played a pioneering role in firmly consolidating a peaceful and stable environment, helping the country overcome the Covid-19 pandemic, recover and continue to develop, strengthen the country's foundation, potential and new position.

On behalf of the Party and State leaders, General Secretary and President To Lam congratulated all cadres, civil servants, public employees and staff of the diplomatic sector on the occasion of the 79th anniversary of the establishment of the diplomatic sector. The General Secretary and President emphasized that throughout the 79 years of revolutionary history and 40 years of renovation, the cause of building and defending the Fatherland has achieved great achievements. Never before has our country integrated so deeply and made such positive contributions to the international community as it does today .
From a poor, backward, besieged and embargoed country, Vietnam has become a developing country with average income, deeply and widely integrated into world politics, the global economy and human civilization. The General Secretary and President pointed out that these results were achieved thanks to the wise and talented leadership of the Party, the solidarity and unity of the entire Party, people and army, and above all, it is a testament to the correct and appropriate foreign policy, including the important role and contribution of foreign affairs, with the Ministry of Foreign Affairs playing the core, pioneering, active and proactive role.
On behalf of the Party and State leaders, the General Secretary and President acknowledged, highly appreciated and warmly commended the important achievements and results achieved by generations of leaders and diplomatic staff, contributing to the great achievements of the country.
In particular, diplomacy has strongly promoted its pioneering role in creating and maintaining an environment of peace, stability, independence, sovereignty, and territorial integrity, creating the most favorable conditions for national construction and development. Foreign affairs have continuously consolidated “position and strength”, expanded friendly relations and cooperation with neighboring countries, regions, traditional friends, and a network of strategic partnerships and comprehensive partnerships with 30 countries.
Closely and effectively coordinating with national defense, security and other foreign affairs forces, diplomacy has contributed to firmly protecting the Fatherland from early on, from afar, before the country was in danger; actively contributing to peace, cooperation and development in the region and the world, performing well its role, proposing many initiatives and ideas for cooperation in multilateral mechanisms, especially in ASEAN and the United Nations.
At the same time, diplomacy constantly strengthens national solidarity, cares for and mobilizes the overseas Vietnamese community to actively contribute to building the homeland and country, and spreads Vietnam's soft power to the world through cultural diplomacy and foreign information.
The coordination of the three pillars of Party foreign affairs, State diplomacy and people's diplomacy, the activities of Vietnamese representative agencies abroad, the work of building the diplomatic sector, especially Party building, has made important contributions to the country's foreign affairs achievements.
Emphasizing that the world is in a period of epochal change, the General Secretary and President pointed out that our country is standing at a new historical starting point, a new era, an era of the Vietnamese people's rise. The General Secretary and President suggested that in the coming time, foreign affairs work should be proactive and timely detect opportunities and challenges, contributing to the successful implementation of the 100-year strategic goals under the Party's leadership, the 100th anniversary of the country's founding; raising the level and expanding Vietnam's contributions to peace, cooperation, development and progress of humanity, strongly spreading the "version of Vietnam as an independent, self-reliant, peaceful, cooperative, friendly, developed, prosperous and happy"; building a team of diplomatic staff that is both red and professional.
It is especially necessary to build and consolidate new-era diplomacy, in which the highest goal is to "ensure the highest national and ethnic interests, for a strong Party, for a prosperous socialist Vietnam, with an important position and role in world politics, the global economy and human civilization, for the prosperity and happiness of the people"; to meet the requirements of connecting the country with the world, the nation with the times, and to proactively participate in solving common world issues.
On the basis of the principles of steadfastly following the leadership of the Party and socialism, independence, autonomy, self-confidence, self-reliance, national pride, multilateralization, diversification, for peace, cooperation and development, proactively and actively integrating comprehensively and deeply into the world, new-age diplomacy adheres to the mottos of "responding to all changes with constancy", "peace and friendship", "using benevolence to replace violence", "making more friends, reducing enemies".
With the method of closely combining the three pillars of Party diplomacy, State diplomacy and people's diplomacy, linking diplomacy with the people, bilateral and multilateral diplomacy, political, economic, international law, foreign information tools, new-age diplomacy will also focus on the key points of economic diplomacy, cultural diplomacy, environmental diplomacy, human rights diplomacy, information, closely combining the three pillars of diplomacy with national defense and security.
The General Secretary and President emphasized that in the new era, Vietnamese diplomacy must reach new heights to fulfill new glorious responsibilities, worthy of being the "vanguard", making important contributions to the cause of national construction, development and defense.
The 14th Congress will discuss foreign affairs; accordingly, along with ensuring national defense and security, promoting foreign affairs is a regular and important task.
Receiving the direction of General Secretary and President To Lam, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son requested the Party Committee of the Ministry of Foreign Affairs to seriously grasp and effectively implement the direction with the highest determination and effort, contributing to the successful implementation of the Resolution of the 13th National Party Congress.
