(HQ Online) - Implementing Resolution No. 01/NQ-CP dated January 5, 2024 of the Government on key tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates for 2024; Decision No. 88/QD-BTC dated January 16, 2024 promulgating the Action Plan of the Ministry of Finance to implement Resolution No. 01/NQ-CP and the Program for drafting legal documents in 2024 of the Ministry of Finance, on March 4, 2024, the General Department of Customs issued Decision No. 463/QD-TCHQ on promulgating the Action Plan.
To successfully implement the objectives and tasks according to Resolution No. 01/NQ-CP, Decision No. 88/QD-BTC, the General Department of Customs requires heads of affiliated and subordinate units to implement assigned tasks, specify tasks into solutions, projects, work, outputs and be responsible to the General Director for the implementation results and progress of the assigned tasks. Accordingly, the General Department of Customs has specifically assigned units to implement 33 tasks chaired by the Ministry of Finance and 12 tasks coordinated by the Ministry of Finance.
For the tasks chaired by the Ministry of Finance, the General Department of Customs assigns units to continue to operate a reasonable, effective, focused, and key expansionary fiscal policy and other policies, contributing to stabilizing the macro-economy and supporting economic growth. Grasp and closely monitor developments in the world and regional economic situation, prices, and inflation, enhance the capacity for analysis and forecasting, grasp the situation, and have timely, appropriate, and effective policy responses to newly arising issues.
Proactively remove difficulties to speed up customs clearance of goods, improve the efficiency of import and export activities at border gates; strengthen the inspection of imported goods quality; promptly review, amend and supplement regulations on specialized inspection, ensuring compliance with international practices to shorten customs clearance time for import and export goods.

At the same time, continue to concretize the Party's policies and orientations, resolutions, directives, conclusions, and guiding documents of the Central Executive Committee, the Politburo, the Secretariat, and the National Assembly; focus on developing and ensuring the progress and quality of draft laws under the 2024 Law and Ordinance Development Program.
In addition, focus on reviewing, cutting down, and simplifying administrative procedures and business regulations under the management of the Ministry of Finance; continue to promote decentralization in handling administrative procedures; resolutely cut down and simplify internal administrative procedures between state administrative agencies and within the Ministry of Finance to improve the efficiency of public service performance, free up resources, and develop the economy and society.

For the tasks coordinated by the Ministry of Finance, the units need to strengthen trade promotion activities; continue to diversify export markets, products, and supply chains; consolidate and expand the market share of Vietnamese goods in traditional markets; create a breakthrough in expanding new potential export markets; prioritize exploiting and making the most of opportunities from key and strategic export markets.
Units need to effectively carry out the work of combating fraud of goods origin and trade defense to protect the economy, enterprises, domestic market and in accordance with international commitments. Promote negotiations on customs commitments within the framework of free trade agreements (FTAs) under negotiation and support enterprises to effectively utilize the commitments in signed FTAs.
At the same time, strengthen state management of customs; inspect and control against smuggling, trade fraud, and counterfeit goods with a focus and key points, especially essential goods, which have a great impact on the socio-economy, domestic production and consumers; fight and strictly handle acts of smuggling, trade fraud, counterfeit goods, etc.
For the tasks chaired by the Ministry of Finance, the General Department of Customs emphasized that the assigned units must proactively coordinate closely with related units under the General Department, advise the General Department's leaders to coordinate with related units under the Ministry of Finance and related ministries and branches to organize implementation, and periodically report on the implementation status.
For tasks chaired by other ministries and branches, the Ministry of Finance coordinates and the assigned units are responsible for closely coordinating with relevant units to synthesize and submit to the General Department to report to the Ministry of Finance for comments and participation with the leading ministries and branches when requested; at the same time, proactively monitor and research and report to the General Department to submit to the Ministry of Finance related contents.
