14 units and localities disbursed at 0%

Immediately after being assigned the 2025 public investment plan by the Prime Minister and the Provincial People's Council, the Quang Tri Provincial People's Committee paid special attention to directing and implementing many solutions to promote the progress of project implementation and increase the disbursement rate of public investment capital.

However, as of March 31, 2025, the total disbursed value of the province's 2025 public investment plan was only about 338 billion VND, reaching 6.5% of the plan assigned by the province and 8.2% of the actual plan implemented by the province. The extended capital plan disbursed about 5.5 billion VND, reaching 2.7% of the plan, was allowed by the competent authority to extend the implementation period and disbursement to 2025.

In particular, the Provincial People's Committee requires that the disbursement progress of the 2025 public investment capital plan of units and localities by March 31, 2025 must reach at least 30% of the assigned capital plan, but up to 26 units and localities do not ensure the disbursement rate according to regulations.

Among them, many units and localities have quite large capital plans, but low or no disbursement has affected the overall disbursement results of the province.

For example, units and localities with disbursement rates below 10% include: Dakrong district 9.9%, Huong Hoa district 8.7%, Provincial Construction Investment Project Management Board 6.8%, Trieu Phong district 4.7%, Cam Lo district 3.2%, Dong Ha city 2.1%, Department of Health 0.9%. 14 units with disbursement rates of 0 include: Department of Construction, Department of Culture - Sports and Tourism, Provincial Police, Department of Ethnic Minorities and Religions, Technical College, Quang Tri Medical College, Provincial Center for Natural Resources and Environment Monitoring, Department of Economic Cooperation and Quality Management, Management Board of Bac Huong Hoa Nature Reserve, Management Board of Ben Hai River Basin Protection Forest, Management Board of Thach Han River Basin Protection Forest, Management Board of Huong Hoa - Dakrong Protection Forest, Management Board of Dakrong Nature Reserve, Con Co island district.

Severely criticize, speed up disbursement progress

Faced with the above situation, Acting Chairman of the Provincial People's Committee Ha Sy Dong severely criticized the directors of departments, heads of provincial-level departments, branches, and units, and chairmen of district People's Committees for not completing the task of disbursing public investment plans in accordance with regulations.

Emphasizing the importance of implementing public investment plans to contribute to promoting growth and achieving local socio-economic development goals, Acting Chairman of the Provincial People's Committee Ha Sy Dong requested heads of units, localities, and investors to quickly overcome bottlenecks and speed up disbursement.

In particular, focus on key tasks such as: resolutely, proactively handling, promptly and effectively removing existing problems, obstacles and difficulties; not allowing them to drag on, causing congestion and wasting resources. Accelerating disbursement while ensuring construction quality, fighting negativity, corruption and waste. Heads of departments, branches and localities must take full responsibility before the Provincial Party Committee and Provincial People's Committee for the implementation and disbursement results of their units and localities.

Along with that, strengthen discipline and order in disbursing public investment capital; promptly review, replace or transfer positions for officials, civil servants and public employees with weak capacity and lack of responsibility, causing stagnation and failure to meet work requirements. Determining the results of public investment capital disbursement is an important criterion to evaluate the level of task completion.

Closely monitor and regularly update the disbursement implementation plan of each project/bid package according to the set plan, thereby grouping projects with difficulties to resolve, reporting to the Provincial People's Committee in cases beyond authority for timely resolution. Proactively propose and report to the Provincial People's Committee (through the Department of Finance) to adjust and supplement the plan to ensure consistency with the implementation progress and feasibility of the assigned capital plan.

Resolutely implement solutions to remove and completely resolve difficulties and problems related to compensation, site clearance, resettlement, ensure timely handover of clean sites to investors and project contractors... Strengthen close coordination between specialized agencies and central ministries and branches to promptly advise the Provincial People's Committee to propose and recommend solutions to local difficulties and problems.
